The Sub-Committee on Operations shall have the following roles and responsibilities:
1. Prepare and maintain a confidential list of suspected users, pushers,
financiers/protectors of illegal drug trade found in the LGUs area of jurisdiction to
be submitted to the C/MADAC, copy furnished the PNP-Anti Illegal Drugs
Special Operations Task force (AIDSOFT); and
2. Establish rehabilitation/referral desk and process application for rehabilitation of
drug dependents.
Pre-Operations:
1. Identify drug affected places and conduct administrative searches of suspected
drug dens.
During Operations:
Post-Operations:
1. The elected barangay official present during the operations to execute affidavit
and act as witness.
2. Report to the C/MADAC, copy furnished the DILG.

Section 4. Repealing Clause. – All previous issuances inconsistent with this Executive
Order are hereby repealed and/or modified accordingly.
Section 5. Effectivity. – This Executive Order takes effect immediately.

WHEREAS, Section 16 of Republic Act No. 7160 otherwise known as the Local
Government Unit, shall pursue undertaking to improve public morals and maintain peace
among other equally significant concerns;
WHEREAS, the use of illegal drugs by misguided citizens has significantly
contributed to the commission of various crimes in the municipality; and
WHEREAS, Memorandum No. 2001-90 of the Department of Interior and Local
Government (DILG) direct the creation or reorganization, as the case may be of the Barangay
Anti-Drug Abuse Committee;
NOW THEREFORE, on motion by Hon. Jose Ricky O. Rebato, Chairman,
Committee on Peace and Order, duly seconded by the honorable body, it was
4. Orient the BADAC Auxiliary Team of their roles and functions and in formulating on
their roles and functions in the campaign against street-level illegal drug trade through
seminars and trainings;
5. Coordinate and collaborate with other institutions implanting programs and projects
on drug abuse prevention at the barangay level;
6. Continuously gather and update data on all drug related incidents and its effect on the
peace and order situation in the barangay including listing of suspected drug users and
pushers;
7. Submit monthly report to the City/Municipal ADAC, copy furnished the DILG and
PNP;
8. Refer suspected drug users to the C/MADAC and other institutions for corresponding
counselling and/or rehabilitation;
9. Conduct Information and Education Campaign (IEC) on illegal drug demand
reduction;
10. Monitor disposition and progress of drug-related cases filed; and
11. Perform other related functions.
RESOLVED FURTHER, that the Committee on Operations shall have the following
roles and responsibilities:

RESOLVED FURTHER, that the Committee on Advocacy shall have the following
roles and responsibilities:
1. Coordinate and collaborate with other institutions in the barangay;
2. Conduct consultative meetings with organizations in the barangay such as Parent-
Teacher Association, Youth Groups, Senior Citizens, etc.;
3. Strengthen the family by promoting values, parental care and guidance to prevent
children from attempting to and/or use of prohibited drugs;
4. Strengthen linkages of the barangay officials with the community, higher LGUs, local
police and PDEA on anti-illegal drug campaign;
5. Conduct necessary seminars for the community on the dangers of illegal drugs in
coordination with the PNP;
6. Empower the community in reporting drug related cases through
award/commendation system;
7. Identify and implement sustainable livelihood projects as a reintegration program to
former drug pushers and drug addicts.
RESOLVED FINALLY, copies of this resolution is forwarded to all concerned
officials and offices of the government for their information.

RESOLVED FURTHER, that the BCPC shall exercise the following functions and
responsibilities:
1. Foster the education of every child.
2. Take steps in preventing juvenile delinquency and assist parents of children with
behavioral problems so that they can get expert advice.
3. Adopt measures for the health of children.
4. Conduct capability building projects to increase knowledge and skills in handling
children’s program.
5. Encourage proper performance of the duties and responsibilities of parents and
provide learning opportunities on the adequate learning of children and positive
parent-child relationship.
6. Promote wholesome entertainment in the community.
7. Prepare Annual Work and Financial Plan (AWFP) for children and recommend
appropriations to the Sangguniang Barangay and coordinate with other agencies and
institutions in the planning, monitoring, and evaluation thereof.
8. Establish and maintain database of children in the barangay.
9. Advocate for the establishment and maintenance of playgrounds, day care center, and
other facilities necessary for child and youth development.
10. Conduct feeding program monthly with the assistance of the day care parents to
minimize malnutrition among children.
11. Encourage parents to enroll their children as early as June of the year.
12. Advocate the passage of the barangay resolutions/ordinances responsive to child
related issues and concerns and insure the inclusion of children’s program in the
executive agenda.
13. Protect and assist children in need of special attention (e.g. abandoned, maltreated,
dependents) and refer cases filed against child abusers to proper agencies or
institution.
14. Monitor situational reports on children and prepare quarterly updates including the
implementation of children’s program and make recommendations to the municipal
council for the protection of children for consideration and nationwide application.
15. Perform such other functions and other child related laws especially in matters of
child and parent education, health, entertainment, etc.
