DIRECTIONS PART I: Think of your own programs (at least 3 max of 5)

that are intended to lift up gender equality in the country. Write a brief
explanation as to what are the advocacies, purpose, goal, and target.

I.) ESTABLISHMENT OF A GOVERNMENTAL INSTITUTION


GOVERNING GENDER RIGHTS AND EQUALITY
A nation can progress and attain higher development growth only when all
persons are given equal access to opportunities and equal rights regardless of their
gender, religion, color, race, etc. One major concern that is still prevalent in the entire
world as of writing is inequality based on gender. Even in the 21 st century, across the
world, both binaries and non-binaries do not enjoy equal privileges. One is always on
top of another. Men are viewed or portrayed both in television and the real world as
stronger beings whose duty is to earn for the family. Women on the other hand are
portrayed to be dependent on men, and whose prime duty is to nurture the young. Non-
binaries are often discriminated and bullied in the streets, workplace, and even in
school.
Gender equality means providing equal opportunities to every person (regardless
of their gender) in political, economic, education, and health aspects. To achieve such a
vision, a country needs a governmental body or agency that shall oversee its promotion
and attainment through the implementation of various campaigns, advocacies and
projects. This project proposes just that, and such institution shall be called “Philippine
Commission for Gender Rights and Equality (PCGRE)”.
The formation of the Philippine Commission for Gender Rights and Equality shall
start with the unification of all other governmental institutions that promote a certain
gender’s rights, such as the Philippine Commission on Women, into a single entity. This
shall result in a more coordinated and organized way of policy-making and promotion of
equal rights for all genders.
The Philippine Commission for Gender Rights and Equality shall coordinate with
various groups and NGOs that promote gender equality into achieving one goal: Equality
for all. The target mission of the institution shall be: to eliminate gender stereotyping,
bullying or any other discrimination and provide equal access to rights and opportunities
for all persons regardless of their gender. It shall work to create efficient campaigns,
advocacies, projects, and policies to promote gender equality in the country, and
oversee the implementation of the same.

II.) NATIONAL GENDER AWARENESS CAMPAIGN


In coordination with gender rights activists, NGOs, and institutions promoting the
same, the first program to be implemented by the PCGRE is its proposed National
Gender Awareness Campaign. The said campaign’s goal is to promote and spark the
critical minds of the people and create intellectual discussions regarding gender equality
through social media, television commercials, etc. Its main purpose is to create
awareness and spread information regarding the injustices created by gender inequality.
The campaign shall promote awareness by:
a.) Launching a television program that involves the discussion of several issues in
the Philippines, particularly issues pertaining to gender equality. The program
shall involve the general public in the participation of such discussions by inviting
them to the show and conducting a general interview or a friendly debate.
b.) Creating television commercials, promoting informative journalism, and a
creative use of billboard advertisements to spread truthful information about the
statistics of gender inequality and start a movement entitled “Equality for all”.
The “Equality for all” movement shall inspire people to participate and involve
themselves in the discussions of equality in the country and hopefully spark their
minds to help break the barrier and take little steps to achieve gender equality.

c.) Posting informative essays, pictures, and videos that promote gender equality
through the use of social media platforms such as, but not limited to: Facebook,
Twitter, Instagram, and Youtube. With the emergence of entertainment apps
such as TikTok, the institution can acquire the involvement of the citizens by
starting a trend of challenges for all ages directed to inform the public and
promote gender equality.

d.) Picking a month and a week inside that month and declaring them as National
Gender Awareness Month and National Gender Awareness Week respectively.
The national government, LGUs, and other institutions are encouraged to
celebrate such month and week by launching certain programs to be enjoyed by
all genders. All persons are encouraged to engage in conversations with their
families and friends regarding themselves and be proud of their gender by
posting a photo or a status through the use of social media with the caption
#Proudtobe with their respective genders. Educational institutions and NGOs
shall also promote gender equality during the celebration by launching friendly
competitions such as essay writing, debates, or any other program driven to
promote equality among all.

III.) GENDER DISCRIMINATION; PROPER EDUCATION


“Education is the most powerful weapon which you can use to change the
world.”
The quote above was once uttered by one of the most influential people to ever
exist on this planet – Nelson Mandela. Nelson Mandela is a great inspiration for most
people, and what he had said couldn’t be any truer. Education plays a vital role in
changing the world, for the better or for worse.
Making the world a better place for all genders through the power of education is
the vision of the project “GENDER DISCRIMATION; PROPER EDUCATION”. The project,
which in other words can be translated as “NO to Gender Discrimination, YES to Proper
Education” aims to change the perception of the general public towards the non-
binaries, and in doing so, bring about an end to gender stereotyping and discrimination,
and produce open-minded Filipinos who choose to respect and fight for the equal rights
of every person regardless of their gender.
The implementation of the project shall be lead by the Philippine Commission for
Gender Rights and Equality (PCGRE). PCGRE, in coordination with the Department of
Education (DepEd), Commission on Higher Education (CHED), and all other institutions
and individuals governing education in the country shall implement a new field of study,
called “Gender Studies”, in the education system’s take on Character Education. The
implementation of Gender Studies in the current curriculum for Character Education
shall open the mind of students in the issues of gender inequality in the country, and
teach them that all genders, binaries and non-binaries alike, are all welcome and
accepted by the society. It shall teach them that it is okay to be different and to accept
themselves and the people around them as to who they actually are, regardless of their
gender. The core goal of the subject is to let students develop a critical mind and a
deeper understanding of the concept of gender, which shall eventually tone down the
gender-biased discrimination and the unjust treatment received by people and advance
gender equality in the country.
The project does not only propose to educate students but also educate every
Filipino individual. To achieve such a feat, the project has developed a program called
“Gender Education for Everyone”. The Gender Education for Everyone program shall be
responsible for the education of all citizens regarding gender equality. The PCRGE shall
coordinate with Local Government Units (LGUs) to uphold seminars in their respective
areas and teach localities about the importance of gender equality, and how they
themselves can take part in the promotion of such, and help in the attainment of equal
rights and opportunities for every citizen in the country regardless of their gender.

IV.) TIME’S UP, SPEAK UP


Time’s Up, Speak Up is a movement and an advocacy to be lead and started by
the Philippine Commission for Gender Rights and Equality. The movement is based on
the idea that gender inequality damages affected individuals greatly because they are
being held back by their courage to speak up and that gender inequality continues to
exist because it is an issue being disregarded by most people.
The Time’s Up Speak Up movement seeks to address the systemic inequalities
and injustices people experience because of biased gender treatment. The movement
shall raise awareness about these experiences and encourage people to speak up for
other individuals and for themselves in times of harassment, unfair treatment, and other
malicious acts. The movement aims and aspires for a future where no one is harassed,
assaulted, or discriminated against at work, at school, and at every other corner of the
world.
All individuals, regardless of their gender, deserve to feel safe and respected at
all times. Time’s Up, Speak Up is a movement that fights to make that vision a reality.
TIME’S UP on silence. TIME’S UP on waiting. TIME’S UP on tolerating
discrimination, harassment, and abuse. SPEAK UP, and help eliminate gender inequality
as we progress into a better, brighter world for all.
