MPS Personnel to Put Into Record the Report of Alfred
Parantar, an ASA Employee, that Somebody was Tailing
The Latter on February 13, 2020 and February 14, 2020,

III. FACTS OF THE CASE:

4. On March 14, 2019, PIDMB, ESPPO received a memo from Chief, RIDMB,
PRO-8, directing thereto the former to conduct an investigation into the allegation
that personnel of Taft MPS and San Julian MPS had refused to put into record the
report of Mr. Alfred Parantar (Mr. Parantar for brevity), ASA employee, that
somebody was tailing him (Mr. Parantar) on February 13, 2019 and February 14,
2019, respectively. . (See attached memorandum dated 7 March 2019, marked as
TAB “A”)

5. On March 15, 2019, a PIDMB, ESPPO investigator went to ASA main office
in Catbalogan, Samar wherein a letter from Chief, PIDMB was handed to Ms. Ariane
L. Zanoria (Ms. Zanoria for brevity), Deputy Director, ASA Philippines Foundation.
On that occasion, Ms. Zanoria was informed about the impending investigation, at
which point, she was likewise told about the intention of the PIDMB to invite Mr.
Parantar purposely to ask some questions from the latter. In return, Ms. Zanoria
reassured that she will relay the matter to Mr. Parantar who was then at that time, on
official leave of absence from work. Ms. Zanoria even gave the contact number of
their sub-office in Taft, Eastern Samar where Mr. Parantar is assigned. ( See
attached copy of the letter from Chief, PIDMB marked as TAB “B”)

6. On March 18, 2019, two (2) PIDMB investigators conducted an ocular


inspection on the official blotter books of Taft MPS and San Julian MPS,
respectively, focused more particularly at all the data entered into on February 13,
2019 and February 14, 2019. In like manner, investigators who were on duty on the
time Mr. Parantar arrived at their respective offices, were told to submit their own
counter- affidavits. On that same day, said PIDMB investigators subsequently
proceeded to ASA Taft Sub-Office wherein they were able to talk with Mr. Parantar.
During the conversation, Mr. Parantar mentioned that he was the one who went to
Taft MPS while it was his two other co-employees who were the ones went to San
Julian MPS. Before they parted ways, the investigators requested Mr. Parantar to
submit a notarized affidavit, so with his two co-employees. (See photocopy of blotter
entries marked as TAB “C”)

IV. DISCUSSION:

7. In his submitted affidavit, Mr Alfred Parantar y Quindao averred among


others, that, he is the Area Administrator of ASA Philippines Foundation - Taft,
Eastern Samar Branch, and that on February 13, 2019, he reported an incident to
the Taft Municipal Police Station regarding a car that has been parked in front of
their office, by which according to him, they were alarmed by the suspicious
presence of the said vehicle. He further averred that a police officer of Taft MPS
which he could no longer remember the identity, entertained him and jotted down all
the details of his report. He furthermore said that the Chief of Police of Taft MPS has
even gave him the latter’s Office Hotline Number for him to call and/or contact in
case of emergency. Mr. Parantar also recalled in his affidavit that Taft MPS has had
assisted them in filing a case of Reckless Imprudence Resulting in Serious Physical
Injury before the MCTC of Taft. (See attached affidavit of Mr Parantar marked as
Tab “D”)

8. In the affidavit of PO2 Dixon Alejandro Esplago y Aseo, the affiant averred
that on February 13, 2019, at about 4:00 o’clock in the afternoon, a certain Alfred
Parantar, an employee of ASA Philippines, arrived at their station and reported “ that
the car of a certain Antonio Voces (Mr. Voces for brevity), was parked in front of their
office situated in Brgy 3, Taft, Eastern Samar, and that when he (Mr. Parantar) and
his co-employees went inside the said office, the vehicle immediately left the place.
Accordingly, Mr. Parantar did not actually see Mr. Voces inside the car, nonetheless,
still surmised that the occupant of the car could be Mr. Voces for reason that the
former earlier saw the same vehicle near the Taft Municipal Court where he and his
co-employees attended the arraignment of the case they filed against Mr. Voces”.
PO2 Esplago further averred that, while he was noting down the details of the report,
Mr. Parantar told him that the intention of the latter in coming up with the report is for
security purposes. (See attached affidavit of PO2 Esplago marked as TAB “E”)

9. In the affidavit of Ana Rose Gabing y Casirac and Villa Granada y Concillo,
both declared that they are employees of ASA Philippines Foundation assigned at
San Julian Branch, San Julian, Eastern Samar, wherein on February 14, 2019, they
went to San Julian Police Station purposely to report an incident and to get a copy of
police blotter at the same time regarding a white SUV with plate number GHT 681
which was parked near their ASA office, San Julian, E Samar, in which, its
presence brought them fear as it was the same SUV that tailed them in Taft, Eastern
Samar. They further averred that the police personnel on duty who they had talked
with, explained to them that they may not be able to get the copy of the blotter
excerpt by that time considering that the Treasurer’s Office where they have to
secure an official receipt was already closed as it was past 5:00.in the afternoon
already , wherein, they were advised to come back the following day, February 15,
2019 in order to get the copy of the blotter excerpt, but unfortunately, they were not
able to go back to San Julian Police Station the following day as they attended to an
another important business transaction. Rather, it was their Sir Hilario who went to
San Julian Police Station on March 15, 2019, to get the copy of the same. Moreover,
they manifested that they have no complaint whatsoever, against the personnel of
San Julian Police Station as they were accommodated by the said station. (See
attached joint affidavit of Ana Rose and Villa marked as TAB “F”)

10. In the affidavit of PO1 Jaime Jun O Ang, investigator of San Julian MPS, ,
the affiant declared that he was on-duty at their station on February 14, 2019, at
about 5:30 in the afternoon, and while he was processing the case of a vehicular
incident that transpired on the that day, one Ana Rose Gabing y Casirac, of ASA
Philippines and with a companion, arrived at their station, requesting to reflect into
the police blotter that a white SUV bearing plate number GHT 681, was allegedly
tailing them while they were on their way to San Julian from Taft on February 13,
2019. He further averred that after the complainants narrated the incident, he
explained to them in vernacular that they cannot yet get the copy of the blotter entry
because the Treasurer’s Office, who issues the official receipt, was already closed,
as it was already past 5:00 in the afternoon and he just advised them to come back
the following morning, February 15, 2019, and considering that said complainant left
the station without giving sufficient details, he opted not to reflect it into their blotter
temporarily and have it instead on the following day, upon return of the complainant.
Affiant furthermore averred that Mr Alfred Parantar, Area Manager of ASA arrived at
their station on February 26, 2019 and made a follow up with regard to the complaint
of his staff, Ana Rose Gabing and Villa Granada. (See attached photo copy of Blotter
marked as TAB “G”). In addition, on March 15, 2019, Mr Hilario Agos Jr. an
employee of ASA came to their office to get the copy of the said blotter. (See
attached affidavit of PO1 Ang marked as TAB “H”)

V. CONCLUSION:

11. Comparison of the context between the affidavits of. Mr Alfred Parantar y
Quindao and of PO2 Dixon Alejandro Esplago y Aseo, it is well-established that
there was no such an act of refusal on the part of the afore-named Taft MPS
personnel to put into record the report of Mr Alfred Parantar that somebody was
tailing him on February 13, 2019.

12. The same is true after perusal of the context of the affidavit of. Ana Rose
Gabing y Casirac and Villa Granada y Concillo versus the affidavit of PO1 Jaime Jun
O Ang, wherein, it is settled that the two ASA employees were immediately attended
to by the afore-named San Julian MPS personnel. The two ASA conceded to the
proposal of PO1 Ang to just come back the following day to get the after-sought copy
of the blotter excerpt, however, the former were not able to comply with the
agreement as they attended to other business transaction and in their stead, was a
co-employee who eventually got the document. Meanwhile, it is but rational that PO1
Ang opted to make a rough draft of the narration instead of outright entry to the
official blotter since the details given were sketchy as the two ASA employees
hurriedly left the station upon assurance they will just come back the following day.

VI. RECOMMENDATION:

13. WHEREFORE, premises considered, the undersigned investigator


recommends that this issue against the personnel of San Julian and Taft MPS be
considered dropped and closed for lack of probable cause.

14. Further request approval of paragraph 13, above.
