layouts have been mushroom-
ing in Tada and neighbouring
Varadayapalem and Satyavedu
mandals apart from nearby
Sullurpeta municipality.
Locals in Tada have been
attributing this to the unprece-
dented demand for houses fol-
lowing the rapid pace of indus-
trial development in Nellore
and Chittoor districts.
There are myriad violations
in the construction of apart-
ments because of political
patronage. Enforcement
authorities are turning a blind
eye to the serious irregulari-
ties for ‘obvious’ reasons, a
local official alleged.
He said that firms involved
in the construction of apart-
ments on a regular basis are
approaching NUDA for per-
mission but most of the
builders obtain panchayat per-
mission taking advantage of a
condition that local body per-
mission is adequate for build-
ings below 10 metres in height
(G+1) and can construct up to
four floors.
According to the official,
some of the builders are man-
aging to secure panchayat per-
mission with an old date but a
thorough investigation into all
the new apartment buildings
and those under construction
would expose massive viola-
tions of building plans.
“They construct their own
houses as per their whims and
fancies and wait for the build-
ing regularisation scheme to
get the official tag. In the case
of apartments, the victims are
the individual buyers,” he
said.

1.02 lakh acres worth near-
ly `100 crore under the
impact of recent cyclonic
storm, Gulab, as per offi-
cial projections.
Preliminary reports
indicated several agricul-
ture crops like paddy, cot-
ton, blackgram, ground-
nut, maize, sugarcane,
tobacco, green gram, ragi
etc suffered inundation in
about 1.82 lakh acres area
in six districts —Srika-
kulam, Vizianagaram,
Visakhapatnam,
Godavari, West Godavari
East
and Krishna.
Horticulture crops like
banana, coconut, chilli,
cashew, papaya, turmeric
and vegetables suffered
damage above 33 per cent
in nearly 6,629.81 acres

went down Monday for
the majority of users in
an apparent outage.
Taking this to Twitter,
several users posted mes-
sages – saying that the
popular social network-
ing and communication
applications were inac-
cessible on both Web and
smartphone apps from
around 9 pm Indian time.
At the time of writing
this, all the three applica-
tions – which were owned
by Facebook and run on a
shared infrastructure —
were showing an error
that it’s “Refreshing”.
While the popular mes-
saging app WhatsApp
isn’t sending or receiving
messages, the social net-
working apps — and Facebook” were the

refresh the feed”.
The downdetector.com, a
crowdsourced website
that tracks web services,

having a field day, posting
about the outage and ask-
ing the social media
giants to update them, on
Twitter. A popular page

meme on the outage on its

Swachh Bharat mission and
Prime Minister Narendra Modi
says that its aim is to make India’s
cities garbage-free. While announcing
the programme, he was quoted as say-
ing: “The garbage mountains in the
Aakar Patel cities will be processed and removed
completely as part of the Swachta sec-
ond phase. One such garbage moun-
tain has been in New Delhi for long,
it’s also waiting to be removed.”

This was caused by a mismatch of
resources. In 2016-17, Swacch Bharat
received about `14,000 crore but rural
water infrastructure received only
`6,000 crore. The water resources min-
istry estimated that a household need-
ed a total of 40 litres of water a day, of

key metrics which represent the nutri-
tional status of children, states record-
ed a significant fall in 2019-20 com-
pared to the levels in 2015-16. In states
like Gujarat, Maharashtra and West
Bengal, the share of anaemic and
wasted (low weight for height) chil-
dren was significantly higher than the
levels seen 15 years earlier in 2005-06.
This indicated a reversal of progress
that had been hard to win. Even in
states such as Kerala, which contin-
ued to lead in these indicators, the lev-
els recorded in 2019-20 were poorer
than the 2015-16 figures. The survey
put out data for 22 states and Union
children were wasted in 2019-20 com-
pared to 2005-06. In seven of the 10
states analysed, a higher percentage of
children were underweight (low
weight for age) in 2019-20 compared to
2015-16. Stunting (low height for age)
was higher in six out of the 10 states
compared to 2015-16.
The study also found that incidence
of diarrhoea had increased in half the
states, including AP, Bihar, Gujarat,
Maharashtra, Karnataka and West
Bengal. In Bihar it was up from 10.4
per cent in 2015-16 to 13.7 in 2019-20. In
2021 the programme has been renamed
Swachh Bharat 2.0, to continue till
2026 with a focus now on cities. But the

ing the visit of vice-president
Venkaiah Naidu by recover-
ing a powerful Improvised
Explosive Device (IED) near
the gate of the ruling National
People’s Party (NPP) office at
Lower Lachumiere in
Shillong.
The bomb was recovered
when the vice-president was
addressing a meeting near the
Northeast Council (NEC)
Office in Shillong.
The banned militant outfit,
Hynniewtrep National Libera-
tion Council (HNLC) has clai-
med responsibility for plant-
ing the bomb. HNLC publicity
secretary Sainkupar Nongtr-
aw took to Facebook to claim
responsibility. Confirming the
recovery, security sources at
Shillong said that security
forces have cordoned off the
area and taken over the pos-
session of the IED.
“We are looking into the inci-
dent and it may also be an
attempt of the militant outfit
to make their presence felt by
planting a bomb outside the
office of a political party,” said
a senior police officer in
Shillong. Sources, however,
said that recovery of the bomb
failed to make any effect on
the Vice-President’s scheduled
visit and he attended all the
programmes according to a
pre-planned schedule.

Pandora Papers shed light on big guns using offshore accounts to hide trillions
Washington, Oct. 4: A
new report sheds light on
how world leaders, power-
ful politicians, billionaires
and others have used off-
shore accounts to shield
assets collectively worth
trillions of dollars over
the past quarter-century.
The report by the
International Consortium
of Investigative Journalis-
ts involved 600 journalists
from 150 media outlets in
117 countries. It’s being
dubbed the Pandora Pap-
ers because the findings
shed light on the previous-
ly hidden dealings of the
elite and the corrupt.
Hundreds of politicians,
celebrities, religious lead-
ers and drug dealers have
been hiding their invest-
ments in mansions, exclu-
sive beachfront property,
yachts and other assets,
according to a review of
nearly 12 million files obt-
ained from 14 firms locat-
ed around the world.
The more than 330 cur-
rent and former politicia-
ns identified as beneficiar-
ies of the secret accounts
include Jordan’s King
Abdullah II, former UK
Prime Minister Tony Bla-
ir, Czech Republic Prime
Minister Andrej Babis,
Kenyan President Uhuru
Kenyatta, Ecuador’s Presi-
dent Guillermo Lasso, and
associates of both Pakista-
ni Prime Minister Imran
Khan and Russian Presid-
ent Vladimir Putin.
The billionaires called
out in the report include
Turkish construction mo-
gul Erman Ilicak and
Robert T. Brockman, the
former CEO of software

Many of the accounts
were designed to evade
taxes and conceal assets
for other shady reasons,

“The new data leak must
be a wake-up call,” said
Sven Giegold, a Green
party lawmaker in the
European Parliament. “Gl-
obal tax evasion fuels glob-
al inequality. We need to
expand and sharpen the
countermeasures now.”
Oxfam International, a
British consortium of
charities, applauded the
Pandora Papers for expos-
ing brazen examples of
greed that deprived coun-
tries of tax revenue that
could be used to finance
programs and projects for
the greater good.

National Company Law
Appellate Tribunal
(NCLAT) on Monday dis-
missed the petition filed
by Gail India Ltd challeng-
ing the insolvency resolu-
tion plan of Alok Ind-
ustries, which has now
been taken over by a con-
sortium of Reliance Ind-
ustries and JM Financial
Asset Reconstruction Co
Ltd. The state-run firm
challenged the orders of
the Ahmedabad bench of
the NCLT, which had on
March 8, 2019, approved
the resolution plan, in
which all operational
creditors of Alok
Industries having dues of
less than Rs 3 lakh got 100
per cent payment, while
those with dues over Rs 3
lakh got nil payment.
Gail India, which had a
gas sale agreement and a
claim of Rs 506.42 crore,
moved the NCLAT
terming the entire resolu-
tion plan as "unreasonably
and arbitrary" as it fails to
treat equals as equal.
But a two-member
NCLAT bench has dis-
missed the Gail's plea and
upheld the orders passed
by the NCLT observing
that classification of oper-
ational creditors is allow-

Organisation (WTO) has
revised the global mer-
chandise trade volume
growth estimates upward
for calendar years 2021
and 2022 with the trade
returning to pre-pandem-
ic levels in the first half of
this year.
The world merchandise
trade volume is expected
to grow 10.8 per cent in
2021, up from 8 per cent
forecast in March.
Though the growth would
be slower in 2022 at 4.7 per

Varanasi, the centre of a
famed silk-weaving indus-
try, there's little sign of
India's nascent economic
recovery.
Sales of the heavily bro-
caded silk sarees are cur-
rently down 70 per cent
from the pre-pandemic
period, locals say. Many
weavers have shut down
their looms, others have
sold them and some work-
ers have pulled their chil-
dren out of school, unable
to afford the fees.
"Prices are sky-rocketing
and I am unable to get even
one-third of what I used to
earn before the pandemic,"

The recommendations
