Description: Expression of Interest (EOI) for Supply, Installation, Testing, Certification and Commissioning
of Life Boats and Rescue Boats for ONGC Offshore Jack up Rigs (06 Nos.).

1) Drilling Services, Mumbai Region, Oil and Natural Gas Corporation Limited (ONGC) is planning to
procure Life Boats 12 Nos. Life Boats and 06 Nos. Rescue Boats and get it installed at the 6 ONGC
Jack up Rigs.
2) Expression of Interest is invited from reputed contractors interested in executing the job as a LSTK
Contract.
3) Potential bidders to provide feedback with details of proposed make of the boats as well the type of
the davits and other components (Details to be provided mentioned in EOI Document) in the meeting
planned on 10th November 2022.

SCOPE OF WORK
SUPPLY, INSTALLATION, TESTING, CERTIFICATION AND COMMISSIONING
OF LIFE BOATS AND DAVIT LAUNCHING APPLIANCES

1. INTRODUCTION
1.1. ONGC has 6 Jack-up Drilling rigs which are presently deployed at the West Coast of
India in the High Seas. The 6 jack-up rigs are in 3 pairs of sister rigs (Sagar Gaurav &
Sagar Shakti; Sagar Jyoti & Sagar Ratna; Sagar Kiran & Sagar Uday) having similar
General Arrangement (GA).
Their GA drawings (Elevation & Plan) are enclosed as Annexure-1.
All these rigs are provided with Life Boats and Launching Mechanism.
1.2. ONGC intends to replace the existing Life Boats and Launching Mechanism with new
Life Boats and Launching Mechanism.
Life Boats and Launching Mechanism (Davit) and associated mountings, accessories
and control system are hereinafter collectively referred to Life Boat or LB.
1.3. Class and Flag: These Jack-up rigs are Double-classed with ABS and IRS. ABS and
IRS are referred to as Class.
All the rigs are registered with the Registrar of Indian Ships, Mumbai Port and have
Indian Flag. Being drilling rigs, these also are subject to regulations of the Director
General of Shipping (DG Shipping) / Mercantile Marine Department (MMD) and the
Oil Industry Safety Directorate (OISD), Ministry of Petroleum and & Natural Gas.
These agencies are collectively referred to as Flag.
1.4. ONGC Base: The to-and-fro transportation of manpower and materials to rigs are done
from ONGC Bases at Nhava, Kakinada (both for Marine Transport), Juhu Helibase,
Porbandar Airport and Rajahmundry Airport (all for Air transport) or any future base
set by ONGC. These are referred as ONGC Base.
1.5. The job described here is for the removal of existing LB, procurement of new LB as
per the specifications, carrying out pre-engineering survey, detailed engineering,
preparation of plan / drawing & approval by Class for the installation, testing,
certification and commissioning on 6 Offshore Drilling J a c k - u p Rigs (two LB at
each rig) on turnkey basis.
1.6. The contractor has to take the total responsibility of arranging all the materials,
equipment, manpower and services etc. (including for structural modification etc.)
required for undertaking the job as per the Scope of Work.
1.7. The job is to be carried out as per class requirements (under a class surveyor in
attendance wherever needed) in compliance to the latest SOLAS / LSA Code, MODU-
1989, Flag and Class regulations and as per the statutory guidelines as applicable and
as amended from time to time.
The certifications shall be acceptable to both Flag and Class.

 
1.8. All the inspections, approvals and certifications are to be done by either ABS or IRS,
wherever these are specified / required to be from Class. Part inspection / certification /
approval etc. by ABS and part by IRS not acceptable.
1.9. The Job is to be executed at Offshore Drilling Rigs in the high seas, without affecting
normal rig operations. Rig will not be taken to a Repair Yard for the said job.
If any rig is at a shipyard / dry-dock within India during the job execution period, ONGC
may ask the contractor to undertake the job at the shipyard / dry-dock.
1.10. All the 12 sets of the LB shall be of same make and model. Technical Datasheets of the
Life Boat and Davit including Launching & Recovery Appliances to be enclosed along
with the offer.
1.11. The Technical Specifications are given at Exhibit-1
2. DETAILED SCOPE OF WORK
The scope on each rig mainly involves, but not limited to, the following:
2.1. To undertake Pre-Engineering Survey on-board to:
a) Evaluate removal of existing LB with launching mechanism.
b) Identify the location for the installation of new LB with launching mechanism
c) Prepare detailed plan / drawings (including necessary strengthening /
modification of deck, increase the area of muster stations etc.) for the installation
of new LB with launching mechanisms
d) Get the drawings / plans approved by Class and ONGC
2.2. To remove existing installed LB and make them ready for back loading to ONGC base.
2.3. To prepare the proposed execution methodology, Inspection, Testing, Certification
and Commissioning Plan and get it approved from ONGC.
2.4. Deck Strengthening
a) To strengthen the existing structural members and carryout associated structural
/ mechanical works required for installation of the LB. The Capacity of the
Existing Life Boats is 50 and the proposed capacity of new life boat is between
100~120 pax. Hence strengthening of deck and increasing the area of muster
stations also may be required.
b) To extend the Deck and any other structural modification, as may be required,
for installation of the Life Boats and the Davits.
2.5. Supply of LB: LB (12 sets) shall be supplied at ONGC base. Cradle for transportation
to rig shall be provided by the contractor. The cradles will be returned to the
contractor.
2.6. Undertake the Installation, testing, certification and commissioning of the LB as per
Class requirements. Sea trials and other inspections / tests to be undertaken as per the
requirement of Class and ONGC.

 
2.7. Testing and commissioning of the LB shall be in the presence or supervision of OEM
or OEM’s Authorised Engineer.
2.8. To supply 3 Sets of Complete Documentations in Hard Copy / CD / Pen drive
[containing the Operation & Maintenance Manual, Spare parts list, Drawings, Copies
of Tests, Approvals etc] for each Rig.
2.9. To impart training to ONGC crew in operation and maintenance of the Davits, Life
Boats, Launching appliances and rescue operation after commissioning.
2.10. After installation of the Rescue Boat, , Launching, Sea Trial and Recovery of the
Rescue Boat to be carried out at the rig site in presence of the Class Surveyor.

 
EXHIBIT-1
TECHNICAL SPECIFICATIONS

1. LIFE BOAT (QTY - 2 NOS FOR EACH RIG)

a) It shall comply with the latest requirements of IMO/SOLAS/LSA Code, Flag & Class
rules, regulations and guidelines, as applicable and shall be fully loaded with
complements (such as ration, pyrotechnics, search light etc.)
b) Construction: The lifeboat shall be a totally enclosed motor propelled survival craft
(TEMPSC) type and it shall be fire resistant and provided with a self-contained water
spray/sprinkler system.
c) Capacity: The Life Boat shall have capacity to accommodate minimum 100 person.
Capacity shall not exceed 120.
d) Engine: The LB must be fitted with marine Diesel Engine of suitable rating. Diesel
fuel tank shall have stored capacity of minimum 24 hours of operation.
e) Speed: The Boat should be able to attain a sustained speed of Min. 06 knots as per the
SOLAS LSA code requirements.
f) Starting: The Engine shall have two fully independent starting mechanisms
complying with SOLAS / LSA Code. One of the starting mechanisms shall be
electrical.
g) Battery: The boat shall be provided with battery charging system suitable for the AC
power supply at rig. Arrangements to be made at rig for connecting the charger to the
power supply point at rig.
h) Weather Capabilities: shall have operating capability for wind not less than 20 kts
and sea height not less than 3.5 m
i) Launching System: Davit Operated
j) Arrangement: shall be so arranged that it can be boarded by its full complement of
person in not more than 3 min. from the time the instructions to board is given.
k) Life Boat shall have a boarding ladder that can be used at any boarding entrance of
the boat to enable persons in the water to board the Life Boat.
l) Access hatches shall be capable of being opened or closed from both inside and
outside and are equipped with means to hold them securely in open positions.
m) The Life Boat shall include windows or translucent panels which admit sufficient
daylight to the inside of the boat with the hatches closed to make artificial light
unnecessary.
n) The Boats to be marked with details as provided by ONGC.

 
2. DAVIT INCLUDING LAUNCHING AND RECOVERY APPLIANCES (QTY - 2 NOS FOR EACH RIG)

a) The Davit shall be fitted with proper launching and recovery appliances
b) An on-load release hook with connection ring for Davit hook shall be provided.
c) It should be able to launch and retrieve the boat in maximum load condition from a
height of about 100 feet.
d) All electrical equipment like control panel, electric motor, limit switches, cable, cable
gland junctions boxes, switches etc. should be suitable to power supply of 460V,
3Phase / 230 /115 V, 1 phase, 60Hz. as per the availability at the Rig (for hazardous
area).
e) Two nos. each of AC and DC lighting with all fittings and cablings, with proper
routing and laying of cables (suitable for hazardous area) to be provided at both sides
of davit to meet lighting requirement of mustering station.
f) Cabling jobs for Life Boat’s control panel shall be carried out.
g) Alternate manual lifting arrangement is to be provided in the Davit.
h) Min. Hoisting Speed and Lowering Speed shall be as per the LSA code.

Certifications:

The following documents is required for Life Boat and Davits;

i) Type Approval of Davit and Life Boat issued by IACS member and endorsed by Flag.
ii) Certificate of Life Boat and Davit issued by Class endorsed by Flag administration.
iii) Load test of Davit and Life Boat at Manufacturer’s site witness of Class.
iv) Load test of Davit and Life Boat on the rig after installation witness of Class.

d) Speed: The Boat should be able to attain a sustained speed of Min. 06 knots as per the
SOLAS LSA code requirements.
e) Starting: The Engine shall have two fully independent starting mechanisms
complying with SOLAS / LSA Code. One of the starting mechanisms shall be
electrical.
f) Battery: The boat shall be provided with battery charging system suitable for the AC
power supply at rig. Arrangements to be made at rig for connecting the charger to the
power supply point at rig.
g) Launching System: Davit Operated
h) There should be Grab / Grip Lines alongside the boat.
i) The Rescue Boat to be marked with details as provided by ONGC.
