Introduction
Dear Sir/Madam,

Greetings of peace! We, the undersigned, are students from Mapua University
currently studying Bachelor of Science in Civil Engineering. It is a great privilege to have
the opportunity to submit our letter of proposal for the improvement and refinement of
the pandemic response in the City of Taguig headed by your office. We understand that
your office is taking steps to improve the COVID-19 response in your city; however, we
are confident that you will be satisfied with our comprehensive and tangible suggestions
as well as its outcome. As residents of various communities including Taguig City, we
have considered numerous recommendations which will help you build a finer
management against COVID-19. Our proposal has yet to be fulfilled through your
partnership with us as we work towards one goal. Our group looks forward to discussing
our proposal to you in more detail soon.

Gaps
The Taguig Local Government Unit did and has been doing its best to enforce
minimum health protocols to help eradicate the COVID-19 pandemic. However, despite
these practices, some gaps are still found in how they handle the virus's spread. First,
the LGU has stopped providing help - in kind or monetary - especially for the
marginalized. We all know that most, if not, all of us, still have not recovered from the
surge of the pandemic, especially in the years 2020 and 2021. During the pandemic's
peak, up to its second wave, the Taguig LGU has provided its residents some food and
financial aid. Unfortunately, after these surges, the LGU has stopped giving help.
Second, they lack public information regarding vaccines. The Taguig LGU has a
commendable vaccination system; however, they failed to provide the public access to
helpful information regarding vaccines, how it works, and why it is important, that's why
some residents are still uncertain whether they should get the jab or not. And lastly, the
lack of inspection and verification of vaccine cards in the establishments. They do
ask the consumers for their vaccination cards upon entry; however, they do not verify if
the card's name matches the cardholder's identity and whether it is valid, not fake.

Proposal
As we study the community of Taguig City we noticed some irregularities that
may acknowledge some suggestions and other opinions that may be much more

applicable and accessible to others for better outcome. Our group is primarily
concerned with the issues regarding the help provided for the community namely, the
‘ayuda’ or aid. Although the Taguig LGU has helped and aid through the early years of
the pandemic, residents in the city have claimed that the program gradually stopped.
Whilst we are slowly returning to normal, the indigent groups of our communities are still
struggling to cope with our situation. In line with this, we must continuously provide aid,
both financial and in kind. Moreover, we would like to propose a project for this certain
gap in the community: 
→ Mask making jobs for the marginalized. 
 This project aims to create jobs for the impoverished and help them manage the
situation better. This project focuses on making facemasks, one of the most
important protections that we use every day and help the poor cope financially. 

Second, there is a lack of public information regarding vaccines, how it works,


and why it is essential. We suggest that public authorities provide medical information
on vaccines in simple words that is understandable to everyone. As we all know, not all
Filipinos have a good grasp of English, and even those who do may still not fully
comprehend what is being said. It is also helpful that we speak in our native language,
which is Filipino, to prevent confusion and misunderstandings. Especially when
providing information to the elderly, it should be given more simply and directly rather
than using complicated terms they may not fully comprehend. Today's generations are
very active on social media platforms. In this way, authorities benefit from using social
media to convey information about vaccines, their effects, and their significance by
translating complicated medical terms into words that are easier for everyone to grasp.

Lastly, Third, the lack of inspection and verification of vaccination cards in


establishments, we suggest that they could enhance the system for verifying
vaccination cards through the QR codes printed on the cards. It is much easier and
faster to handle and tracing of records. Moreover, in this way, they can ensure that the

name on the card and the cardholder's identities match. We also want to convey that
vaccine cards should be made ID-like so that it is handy.

Importance

Our proposal aims to benefit and assist the city of Taguig by helping it grow into
a better community. Our first proposal, which pertains to the ‘Ayuda’ or aid, seeks to
help those from the lowest of the low and those that have been struck hard by the
pandemic financially to get back to their feet and assist them to bring back their stable
living, create an opportunity to find a job while not worrying about food for a certain
period which would lead to a more plentiful workforce for the city of Taguig which in the
long run can lead to the improvement of its economy. On the topic of job opportunities,
by introducing mask-making jobs to the community more people have the opportunity to
work, and the local municipality could select those from the poor sector to create those
masks which would help them financially. Additionally, the mask can be an advertising
tool for the city to use to pull in more tourists by personalising it. 
For the second proposal, which refers to proper medical information about
vaccines for the community that anyone can understand by implementing it in the
Filipino vernacular, helps people that have limited knowledge of English fully understand
what the vaccine is, what it can do, and to avoid confusion and the spread of
misinformation or miscommunication in the community. It creates more unified thinking
and perception of the vaccine which leads more people to be accepting and compliant
with the implementation of vaccines and boosters.
 Lastly, our third proposal which refers to the introduction of QR codes in
vaccination cards helps in the slow verification of vaccine cards whereby putting QR
codes in vaccine cards, the verification could only take a few seconds, it is helpful,
especially in the situations where a lot of people wants to walk in, in a certain
establishment like Malls, restaurant, or government facilities. Additionally, by coding the
QR codes in a specific way, it could track where and when the card had been scanned,
helping in the contact tracing of the person in the scenario where they had contracted
the Covid-19 virus. Furthermore, making it into an “ID-like” card makes it more
convenient to bring and creates a more utilitarian card which is a welcomed benefit.

 In addition, these suggestions can be continuously implemented as we are still
in the surge of this pandemic. If the programs are being considered and adopted by
your government unit, we are very delighted to lend you a hand for some assistance as
we can reach out those people in need and stronghold the information campaign to
prevent COVID-19. We can have the convenience of our people as they will have ease
in inspection of vaccinated people.

Conclusion
With this letter of proposal for the pandemic response in the City of Taguig,
headed by your office, we are looking forward to coordinate with you through the Local
Government Unit at your very convenient time within the week. This will be very
essential for the benefit of our townspeople as well as to the betterment of our
government. In this way, our group also look forward to openly discuss with you the
details of our proposal. In such a situation, your support would be a great favor to our
