Kalam Village Disaster Management Plan:-

Kalam is located at a distance of 99 kilometers (km) from Mingora in the north of Swat
valley along the bank of Swat River in KP province of Pakistan. Kalam is surrounded by
Lush Green Hills, thick Forests, deep blue Lakes, Meadows, waterfalls and an attractive
landscape. It is the birthplace of Swat River which is formed with confluence of two major
Tributaries i.e. Gabral River and Ushu River. Kalam is located at an elevation of about 2,000
meters above sea level (asl) with several high-altitude valleys and mountains including
Mount Falaksar; 5,918 meters. VC Kalam population is 12,363 while the total household are
1351.
Weather and climate of Kalam: With a mild and generally warm and temperate climate,
Kalam features a humid subtropical climate (Cfa) under the Köppen climate classification.
The average temperature in Kalam is 13.4 °C (56.1 °F), while the annual precipitation averages
639 mm (25.16 in). November is the driest month with 15 mm (0.59 in) of precipitation, while
April, the wettest month, has an average precipitation of 93 mm (3.66 in).
July is the hottest month of the year with an average temperature of 24.1 °C (75.4 °F). The
coldest month, January, has an average temperature of 1.5 °C (34.7 °F).
Literacy rate of Kalam is 10 percent in which 1 percent is of female. The water/sanitation
situation of Kalam is very poor. The only health facility in Kalam is Civil Hospital Kalam.

The variation in the precipitation between the driest and wettest months is 128 mm | 5 inch.
Throughout the year, temperatures vary by 25.7 °C | 46.3 °F.

OBJECTIVES OF PARTICIPATORY DISASTER MANAGEMENT PLANNING:


There are a lot of objectives of participatory disaster management planning but we can
specify some of them which are as under;

 Effect the rescue and medical treatment of casualties in Kalam Khyber Pakhtunkhwa.
 Safeguard other people in Kalam Khyber Pakhtunkhwa.
 Minimize damage to property and the environment in Kalam Khyber Pakhtunkhwa.
 Ultimately bring the incident under control in Kalam Khyber Pakhtunkhwa.
 Identify any dead in Kalam Khyber Pakhtunkhwa.
 Provide for the needs of relatives in Khyber Pakhtunkhwa.
 Provide authoritative information to the news media
 Secure the safe rehabilitation of affected area in the Village Kalam Khyber
Pakhtunkhwa.
Structural/ Non Structural Disaster Risk Reduction Measures:
The Dam on Kalam River should be constructed with the help of Provincial level & WAPDA
on Federal level to reduce the Disaster Risk Reduction. Just like the Dam is under
construction on Abasyn River in the area between Shangla and Battagram the same should
be constructed on Kalam River or the small Dams should be constructed on the Provincial
level with the help of ADP Schemes & with the help of this Dam Flood Risk must be reduces
so much. The Flood protection Wall is also essential in the main Bazar of Kalam where
almost the most of the Human and Property loss is reduces through this protection wall.
Flood levies also are needed in Kalam through which we can reduce some flood risk.
Protective mangrove planting on the sides of River Kalam is needed which can be done with
the help of ADP Schemes of Province KPK. The River gates should be constructed on
different locations of the River Kalam through this also some of the risk of flood can be
reduces. The construction in Kalam should be strictly followed by Earthquake resistant
construction in the Kalam Village. The non-structural measures includes early warning
system i.e. Radio, Mobile Phone Calling, Alarm, and other techniques which is used by some
villages in the Khyber Pakhtunkhwa. In this we take older people experience that can tells
the flood warning from the water flows.
Time Frame of Planned Activities:
Time frame of the planned activities shall be 5 years and can be extended further 2 years
because it involves the construction of Dams, River Walls etc.
