1.0 Introduction

The purpose of this document is to specify the methodology by which the estimate for the EAP
EPC4A Offshore work scope will be prepared. The document will describe the preparation of the
Job Cards including the definition of Base Direct Man-hours, the definition and application of the
Productivity Factor and the definition of Indirect Man-hours. The document will also describe the
relationship between the Job Card, estimating sheet and the resourced Schedule. During the
preparation of the job cards a constructability review will take place with engineering & the HUC
groups. The results of which will be processed and ultimately implemented after approval by
engineering and the HUC Coordinator. The principal tool to be adopted in capturing the Base
Direct Man-hours is an MS Access data base Job Card System.

Prior to the development of the P3 schedule the total forecast estimated man-hours will be
collected into the HUC Man-hour Estimate Summary document see section 7. This document
provides a guide to the execution durations prior to the final development of the construction
sequencing and Logic.

2.0 HUC Planning Methodology

2.1 EPC4A Phase Terminology

The offshore program will be broken down into discreet phases as detailed below and ultimately
scheduled accordingly.
• Phase A1 – This is all work that MUST be done without exception to enable the deck
extensions to be installed. It is irrespective of whether it is hot work or cold work. Generally
this is classed as non shutdown but there will be some exceptions to that rule and will be
addressed on an individual platform basis with interface required from shutdown/start up
teams.
• Phase A2 – This is the work that could be done before installing the deck extensions. HUC
PMT can remove some of this scope into phase C or E for scheduling purposes. It may also
be possible to include Phase E work during this time.
• Phase B – Heavy Lift only. Any vent booms can be included if required.
• Phase C – Post deck installation. This is generally known for the larger shutdown scope to
allow “tie ins” and any work that could not be completed in the phase A scope.
• Phase E – This is the boat landing & riser guard scope. This will contain some diving scope.
There will be physical opportunity in the field to execute some of this scope in phase A2 as
time permits.
• Phase D – Drilling program
• Phase F – Painting program.

2.2 Job Card Preparation

• The purpose of the job card is to provide on efficient mechanism for communicating the scope
of work and any safety considerations that may be required to execute the work in a safe and
expeditious manner.
• The job cards will be referenced when preparing JSA documents
• The work take-off and planning will be performed in trade discipline groups.
• Estimating sheets will be prepared by discipline and the derived man-hours will be used to
populate the job cards in the MS Access Job Card Data Base. For the estimating sheets see
section 5.1 for Structural & 5.2 for Piping
• For E&I the work description and quantity is populated directly into the MS Access job card
database. The hours are applied using the E&I Norm Sheet in 4.5.

• The electronic MS Access Job card database will be used for the management of the job
cards. The job cards will identify the work description, Base Direct Man-hours by phase,
discipline and trade, system, sub system and location.
• The materials to undertake the work will also be identified on the Job Card MTO sheet see
section 5.4
• All of the necessary reference documents required to prepare the Job Cards and execute the
work will also be identified.
• The man-hours will be applied using the published John S Page Cost Estimating manuals for
Piping installation and Structural installation. These will be known as the Base Direct Man-
hours.
• Supplementary norms will be utilized to cover any “grey areas” in the Structural and Electrical
and Instrument disciplines. These are clearly defined in sections 4.3 for structural and 4.5 for
E&I.
• Any additional norms out with the John S. page norms and the supplementary norms must be
approved by the HUC Coordinator or function.
• Job cards will be broken down into manageable size work packages to facilitate accurate
sequencing.
• “Tie in” & shutdown type activities that require very accurate sequencing of shutdown work for
example by possibly having a single “tie in” spool as a job card.
2.3 Base Direct Man-hours
The Base Direct Man-hours will be estimated using the methodology as described herein and
will include the identification of work for the following Disciplines.
o Welders
o Platers
o Pipe fitters
o Riggers
o Scaffolders**
o Electrician
o Instrument Technician
o Painters
o NDT Technicians
o Firewatch***
o Divers
o Insulators

• **Scaffolding man-hours & job cards - After the completion of the P3 schedule, the scaffold
man-hours will be calculated by using “X” scaffold builders multiplied by 12 hours per shift,
multiplied by number of days from the P3 schedule. These hours do not require an
application of the Productivity Factor as the method for achieving the hrs is number of days
by number of men. It must be noted at time of writing the current EPC4A contractor uses
multidiscipline scaffolder/riggers.

• Three job cards will be created by splitting those calculated hours as follows.

o 1st card = 2 days to build initial scaffold


o 2nd card = Remaining days between first and third card
o 3rd card = 2 days to dismantle card before demobilization.

• *** Fire watch man-hours - The Firewatcher Base Direct man-hours will be calculated based
on the duration of the P3 schedule using the same method as the Scaffolders of a number
of men multiply by 12 hours multiply by number of days from the P3 schedule. The volume

of hotwork being undertaken will be taken into consideration when establishing the
required number of Fire watch.
2.4 Offshore Nigeria Productivity Factors

• The productivity factor for offshore Nigeria will include for those items detailed in section 2.5
• The productivity factors will then be applied to the Base Direct Man-hours from the job cards.
The productivity factor will be applied in the P3 schedules.
• The job cards will be sequenced by the HUC planning team with the scheduler to populate the
P3 schedule.
• The correct sequencing of job cards will develop the construction logic from which we will
develop the necessary resource leveling.

2.5 The Productivity Factor will include for the following:

o Helicopter/boat delay Onshore


o Helicopter/boat delay Offshore
o Waiting for Permits
o Tool Box talks
o Safety Meeting/Permit Courses
o Lifeboat Drills/Musters
o Awaiting Infield Shuttle
o Weather Downtime
o Meal Breaks
o Diver Operation delays
o Waiting on materials (Materials already on site/barge platform &
general location)
o Operational Shutdown
o Site Clean-up
o Awaiting Crane Barge Support
o Assisting Operations
N.B. The productivity factor does not include for delays due to the late delivery of materials or any
other unforeseen event.
2.6 Indirect Man-hours
• For Estimating purposes the indirect hrs will be established with a factor of 1.35 multiplied by the
factored Base Direct Man-hours. This is a product of historical information from the EPC4A AFG
phase.
• Man-hours included in the indirects will be from the following
o QA/QC inspectors
o Foremen
o Supervisors
o Management
o Schedulers
o Admin
o Materials
o Crane drivers
o Logistics
o Superintendents
o Engineering
o Quantity Surveyors

2.7 Offshore manning Levels

• As the estimating/job card program matures and the manpower saturation level has been
reviewed, the theoretical manning levels will be adjusted.
• The direct manpower totals will be optimized by trade/discipline to achieve the optimum crew
mix to liquidate the work.
• It has been assumed that the project will utilize multidiscipline scaffolder/riggers also
firewatchers can be used from within the trade disciplines. An extra % will be added to allow
for specific scaffold builders and specific firewatchers.

2.8 Commissioning Man Hours


• For the purpose of this project an allowance for commissioning hours will be calculated at
7% of the Base Direct Man-hours
3.0 Application of Norms
There are 3 main sources of reference:
• The “Cost Estimating Manual for Pipelines and Marine Structures” book by John S. Page
(Gulf Publishing). “Ref Book 1”.
• The “Field fabrication” section in the “Estimators Piping Man-Hour Manual” book by John S.
Page (Gulf Publishing). “Ref book 2”.
• Additional information is required for structural estimating which is paragraphed in this
document. See 4.3
• For E&I activities, the norms to be used come from a compilation of North Sea norms and
the John S Page norms. See 4.5 in this document

N.B. In the event of a specific norm not being available a comparable norm will be utilized after
agreement with Discipline Leads & HUC Coordinator. Any such cases will be documented.

4.0 DISCIPLINE METHEDOLOGY

4.1 Piping Job Cards

• Confirm work scope


• Use completions/commissioning system delineated P&Ids to determine on & offshore scope
and system boundary limits per system and subsystem breakdown.
• Confirm all applicable drawings are the current revision.
• Check isometrics against P&Ids for the tie in points, valves locations, drawing continuations
etc.
• Mark up isometrics to highlight any conflicts with isometric/P&Ids and interface with
engineering.
• Following a constructability review (see flow chart section 6). Any changes in constructability or
if the HUC teams envisage future installation problems any issues must be brought to the
attention of engineering and ultimately the fabrication groups.
• Review the drawings and segregate the work into manageable size work packages and
prepare all job card listings accordingly.
• Populate job card MTO – If no specific materials are required except possibly pre fabricated
items then an MTO should by written with such statement to indicate
• Check/identify material requirements against bulk materials MTO’s – Identifying any special
material or tool requirements which could be long lead items
• Identify which phase of the work the job card is applicable to.
• “Tie-in” spools/flanges/valves shall be identified on individual job cards.
• Estimate Base Direct Man-hours (offshore scope) to include the following:

o Handling pipe (x2 – This is to average the amount of transfers from


boat & barge & platform)
o Handling valves (x2 – This is to average the amount of transfers from
boat & barge & platform)
o Flange bolt up (x1)
o Flange bolt up : HOT BOLTING (x3 This includes 2 x for Brownfield
difficulty for removal of original & 1 x for the replacement bolt)
o Flange bolt up at TP (x2)
o Pipe bevel
o Butt weld
o NDT
o Hydro test if required – the package should be so that it can be utilized
as hydro test package.
o Pipe supports
o Grating or deck mods for penetrations
o Minor paint touch
N.B. The above shall be recorded on the piping estimating sheet (section 5.2). Detailed
calculations will be shown or attached to justify all estimating.

4.2 Structural Job Cards

• Confirm work scope


• Determine on & offshore scope as identified in the drawings
• Confirm all applicable drawings are the current revisions.
• Review the drawings and segregate the work into manageable size work packages and
prepare all job card listings accordingly.
• Following a constructability review (see flow chart section 6). Any changes in constructability or
if the HUC teams envisage future installation problems then it must be brought to the attention
of engineering and ultimately the fabrication groups.
• Estimate Base Direct Man-hours.
• The basic principal is that welding man-hours are included in the structural norm but this
applies to a section of steel that is simply welded at either end. Additional time will be required
for steelwork that has greater scope than this basic principal. For excessive welding add on
welding man-hours from page 186 in the “Set Shim Plates”- “weld out per linear inch” “Ref
Book 1”.
• Each job card will be judged on a case by case basis to see if extra man-hours need to be
calculated to suit extra welding or cutting per linear inch. It may not be applicable in all cases.
• Divide total number of man hours per job card and distribute into trade tasks in order that the
total number of hours per task adds up to total man-hours derived from the estimating sheet.
• Use estimation tasks as guide for what disciplines required.
• Populate job card MTO – If no specific materials are required except possibly pre fabricated
items then an MTO should by written with such statement to indicate
• Check/identify material requirements against bulk materials MTO’s – Specify looking to identify
any special material or tool requirements which could be long lead items
• Identify which phase of the work the job card is applicable to.
• The system/sub system will be referenced on the job card. This is derived from completions
group documentation
• Estimated base direct man-hours (offshore scope) will include the following:
o Handling
o Erect and install
o Cut & prep
o Additional man hours may be required for welding

o NDT (pre & post installation)


o Drilling holes for pipe supports if required.
o Minor paint touch up (including burn through)
N.B. The above shall be recorded on an estimation sheet so to document all man hours. As much
calculations will be shown or attached to justify all estimating.

4.3 Additional Structural Norms

4.4 Electrical & Instrument Job Cards

• Confirm work scope & determine on & offshore scope.


• Use system delineated P&Ids marked up by completions group as boundary documents and
applicable sub system listings.
• Check instrument index against system P&Ids, loop drawings, installation drawings, location
drawings, data sheets, and cable & instrument schedule sheets.
• Confirm all applicable drawings are the most recent revision.
• Job cards should be based on and numbered to suit completions subsystems
• Prepare job card list before any estimating to confirm scope/job card numbers/quantity of job cards
required.
• Breakdown installation work into tasks and trade requirements.
• Populate MTO - If no specific materials are required except possibly tagged instruments then an
MTO should be written with such statement to indicate
• Check materials against MTO – Specifically looking to identify any special material or tool
requirements which could be long lead items
• Identify which phase of the work the job card is applicable to.
• Estimated base direct man-hours (offshore scope), using norms in section 4.5 will include the
following:
o Installing tagged instruments & electrical equipment
o Use typical detail for quantity x norm = man hours
o Identify cable tray and tubing tray requirements (scoped and field run).
o Identify all support requirements – Structural group will assist where
necessary.

4.6 Demolition Norms

• Piping demo – Use 90% of installation norms as shown in book.


• Electrical demo - Use 50% of installation norms as shown in book.
• Instruments demo - Use 50% of installation norms as shown in book.
• Structural demo – Establish the installation man-hours for steelwork and use 75% of those hours.
For any technical type steel removals where sections are to be re-used add on extra man-hours
from “Field fabrication” section in the page 115 for “Layout & Flame Cutting per Linear Inch”. “Ref
book 2”

4.7 Deck Extension Installation

• Use “Pick and Set Decks” table on page 185 from the “Offshore Structures” section which is man-
hours per ton. - “Ref Book 1”.
• Add on for welding man-hours from page 187 in the “Set Platform Miscellaneous Steel Items and
Weld Out”. “Ref Book 1”.

4.8 Job Card Numbering System

The numbering system should follow a logical sequence based on subsystems.

CA-0563-001-PI-001 = Hot bolting card


CA-0563-001-PI-002 = Demolition card
CA-0563-001-PI-003 = Installation card
CA-0563-001-PI-004 = Pipe support card

The job card numbering sequence may vary depending on the requirement for hot bolting, demolition
or supports.

4.9 Job Card Review & Sign Off


• The preparation of the job cards will have a continual review process by discipline & platform leads
as well as the HUC Coordinator. See Flow chart section 6.
• Upon completion of all job cards per discipline per platform a formal review & sign off is required
by a representative of the following groups. See sign off sheet section 5 & flow chart section 6.
The sign off sheet will contain a list of the relevant job cards with associated revisions.

o Engineering
o HSE
o Materials
o QA/QC
