Introduction:

A pleasant day everyone! Good morning Mrs. (name of teachers) please give me a minute to introduce
myself to all of you my name is (NAME MO) from (SECTION) and today allow me to present to you my
research proposal which entitled LEVEL OF ADHERENCE OF GLORIA TODA ON THE TRICYCLE
FRANCHISING AND REGULATION CODE

Transportation is essential for a country’s socioeconomic development. In towns and cities, passenger
transportation is necessary for people to move around for various human activities. One of the types of
public transportation in the Philippines is three-wheeled vehicle, also known as a “Tricycle”. Tricycles,
which are manufactured by connecting a sidecar to a motorcycle, are one of the Philippines’ primary
modes of public transit. Motorcycles are an essential means of mobility in most developing countries.
Canares in 2020 define a tricycle that can usually hold three to five passengers, with luggage stored on
the roof. Three persons can fit inside the side vehicle, and one or two passengers can normally ride
behind the driver. However, the epidemic has an impact on their income and services. The pandemic
severely impacts our Tricycle drivers. As a result of the plague, their daily income is reduced. Schools are
closed, and there are no more student ferries. No one dares to come, and no one dares to leave.

However, They are, without a doubt, the most frequent violators of traffic laws and other rules and
regulation on the roads. In addition, many tricycle drivers are becoming a source of worry for other
vehicles and travelers. It is a sad reality that many tricycle drivers seem to think that for a reason that
their vehicles are small. According to Land Transportation Office (LTO) Tricycles are only permitted to
operate on city/municipality streets, not national highways. Furthermore, they can only run-on routes
that are not served by other types of public transportation. However, in public safety, the Sangguniang
Bayan/Panglungsod may make exceptions. Thus, this study aims to find out the Level of adherence of
Gloria Toda on the Tricycle Franchising and Regulation Code.

Research locale

This study was conducted in Gloria, a 3 rd class municipality in the province of Oriental Mindoro,
Philippines.

Now, I will discuss the Statement of the Problem of this study.

So, this study aim to know the level of adherence of Gloria Toda on the Tricycle Franchising and
Regulation Code. Including, the factors that affect the level of TODA Service in terms of: Physical
Requirements; Load Capacity; and Operating Conditions, the adherence of Gloria Toda on the Tricycle
Franchising and Regulation Code and with it we can answer If there significant relationship between the
factors that affect the level of TODA service and the level of adherence of Gloria Toda on the tricycle
Franchising and Regulation Code. From all the questions as well as the answers of the respondents we
can provide plans, preventions and solutions on enforcement strategies.

Conceptual Framework

So the Independent Variable in this study is the Physical requirements; Load capacity and Operating
conditions which are the factors that affects the TODA Service and the Dependent Variable is the level of
adherence of Gloria Toda on the Tricycle Franchising and Regulation Code with this paradigm we can
Obtain a Proposed plan on Enforcement strategies.

Hypothesis of the study

Based from the Theoretical and Conceptual Framework and statement of the problem the formed
hypothesis is there is no significant relationship between the factors that affect the level of TODA
Service and the Level of adherence of Gloria Toda on the Tricycle Franchising and Regulation Code.

Next is the Significance of the Study:

The outcome of the study provided vital information regarding the level of adherence of Gloria Toda on
the Tricycle Franchising and Regulation Code. This will help to the tricycle drivers,
commuters/passengers for they will become aware about the rules and regulations implemented by the
association. It is also significant to the LTO (LAND TRANSPORTATION OFFICE) they study will help them
formulate rules and regulations, preventions and solutions. And lastly this is a big help for future
researcher for it serve as their reference for their research.

We will now move to the Chapter 3 of the research which is Research Methodology

This study is formed by a descriptive-correlational design. It is used in this research for it aims to know
the LEVEL OF ADHERENCE OF GLORIA TODA ON THE TRICYCLE FRANCHISING AND REGULATION CODE A
quantitative study was conducted to meet the dissertation’s objectives. Questionnaire is used to gather
the data. The respondents of the study were the 50 different members of TODA in Gloria. They were
chosen through random sampling. The answers are important to know their opinions and concerns and
be able to provide a solutions for it.
The formula used for analysation and interpretation of data are

Where:

R = person’s product moment correlation coefficient

N = number of respondents

X = the summation of the test

Y= the summation of the test retest

On descriptive statistics, mean is defined as the average of the summation of score, frequencies
& percentages

To find the mean we will the formula:

X=XN

Where: x = the mean

N = the number of paired observations

Now let’s move on to the Chapter 4 of the study which includes the PRESENTATION, ANALYSIS AND
INTERPRETATION OF DATA.

So here, we can see that all the tables have 4 columns, which is the first column of the table represents
the item or the questions, the second column is about the mean, the third is the rank in which we can
easily determine the highest and lowest and the last column represents the description.

So the table 3, represents the Physical requirements which is one of the factors affecting the level of
TODA Service. This means that the majority of the tricycle drivers were religiously complying the
physical requirements of their vehicle to maintain the safety of their services and to provide services.
Moreover, this also shows that the passengers are safe when riding a tricycle.

1.1 Physical Requirements

So in this table, Item number 1 The vehicles is tested prior to its operation. (Ang sasakyan ay nasusuri
ang kondisyon bago ipasada/ gamitin) got the highest rank having a mean perception of 4.98 which falls
under the description always. This means that the vehicles were tested prior to its operation. Most of
the respondents agreed they maintain the good condition of their vehicles during travelling. According
to Gardner (1995), promoting the importance of keeping a vehicle in good working order and the
owner’s duty is more likely to improve road safety than any periodic or change of ownership inspection
system. Random inspections that target specific groups or classes of cars where there are likely to be
some safety benefits might reaffirm the owner’s responsibilities in this area.

ipasada/ gamitin) according to the study we can see that it is the owner’s duty and responsibility to
maintain good condition of their vehicle for their passengers safety)

Item number 2 got the rank of 5 having a lowest mean perception of 4.76 which falls under the
description always. This means tat the tricycle drivers are having always a garbage receptacle on their
tricycle to maintain the cleanliness of their tricycle. Many of the world’s economic, social, and
environmental problems, according to Grava (2002), are fundamentally urban issues: cities are where
people live. This leads to reasonable recommendations: cities should address these issues holistically,
coordinating efforts across geography, topics, disciplines, and agencies. Not just in environmental and
land-use planning, but also in economic development and infrastructure planning, the terms “quality of
life” and “livability” are now widely employed. The urban surface transportation system is an important
part of that infrastructure. Despite massive public and private investments, urban congestion is rising.
Most transportation infrastructure, whether highway or transit, does not always alleviate congestion,
and the benefits of programs that minimize motor vehicle trips are politically and technically debatable.

1.2 Load Capacity

Item number 3 got the rank 1 having a mean perception of 4.93 which falls under the description
always. This means that the drivers are not allowed their passenger to ride on the cover or top of
vehicles to prevent accident. The very aim of the Tricycle Regulation Unit (TRU) is to seek and meet the
highest transport safety standards for the satisfied and comfortable public tricycle users, and it is their
duty to ensure effective regulation of tricycles for safe, comfortable and satisfied riding public using
tricycle. (Explanation: No passengers are allowed to ride on the cover or top of vehicles. (Walang
pasaherong pinapayagan na sumakay sa bubong ng sasakyan) according to TRU or Tricycle Regulation
Unit drivers duty is to ensure effective regulation for passengers safety. This means that the drivers are
not allowed to allow their passenger to ride on the cover or top of vehicles to prevent accident.

Item number 1 got the rank of 5 having a lowest mean perception of 4.28 which falls under the
description of sometimes. This means that the drivers are sometimes followed the maximum number of
passengers at all times. According to the association leaders (2007), the problems they encountered
include that of having some competition in getting passengers from those drivers who are not members
of the associations. Drivers who are not members of associations are called “laverde” and are usually
“colurum (not registered). The other problem concerns those association members who do not follow
the association’s policies and guidelines eg. Not paying the agreed dues and/or not attending the
meetings regularly. (Explanation: Travelling observance of maximum of two passengers at all times.

tricycle drivers are having competition when it comes to getting passengers from those drivers in
different associations. This means that the drivers are sometimes followed the maximum number of

1.3 Operating Conditions

In this table, Item number 4 got the rank of 1 having a mean perception of 4.98 which falls under the
description always. This means that the drivers possessed driver’s license at all times to prevent fines.
According to driver’s test, The first and most important purpose of your driver’s license is to notify law
enforcement personnel that you have obtained your driver’s license in the state in which you reside and
are legally allowed to operate a motor vehicle. If you are pulled over by a police officer or state trooper,
the first thing that he or she will ask for is your driver’s license. Without it, you have no right to operate
a vehicle on public roadways. (Explanation: Possession of driver’s license at all times. (Ang lisensya ay
palaging dala) according to the study, It is important to have your license all the time for the means of
validity and ownership. Means that the drivers possessed driver’s license at all times to prevent fines. )

While the Item number 1 “The speed limit and keeping on the right lane is followed (Ang limitadong bilis
ng sasakyan ay nasusunod)” got the rank of 5 having a lowest mean perception of 4.44 which falls under
the description of sometimes. this means that the speed limit and keeping on the right lane is
sometimes followed. According to Luo et al. [17] Found that intersection traffic violation monitoring can
effectively regulate the behavior of drivers and reduce the occurrence of speeding, which helps to
reduce the occurrence of traffic accidents. (Explanation: “The speed limit and keeping on the right lane

study following traffic violation reduce accidents. This means that the speed limit and keeping on the
right lane is sometimes followed.)

Mean Perception of the Respondents in Terms of Level of adherence

In table 4,

Item number 1 and number 4 got the rank 1.5 having a mean perception of 4.94 which falls under the
description of always. This means that the proper identification and document is carried all time and the
drivers has a knowledge in the rules and regulation of the association. This is for the tricycle drivers to
follow the policy that was implemented and to apply them to their work. Traffic laws, regulations, and
guidelines must be established and adhered to by motorists to prevent severe accidents and injuries
(Nilkamal Pvt Ltd, 2018). A compliance survey, which can be used to determine population knowledge
and attitudes about traffic rules and regulations on the road, is a powerful instrument that can be used

(Vandamme, 2009). A roadworthy motorcycle complies with all legal requirements, like regularly
inspecting your tricycle’s lights, tires, mirrors, and other parts. (explanation: The proper identification

knowledgeable about traffic laws and violations. This means that the proper identification and

Item number 3 got rank 5 having a lowest mean perception of 4.30 which falls under the description
sometimes. This means that the drivers are sometimes used Full Beam headlights. Previous studies have
managed to demonstrate the visual effects of high-beam headlights to oncoming and preceding vehicles
(Bullough et al., 2013). Such studies have also emphasized the need to limit the level of luminous
intensity of high-beam headlights. Based on an extensive investigation conducted by the Crash
Reconstruction Unit of MIROS, it was found that risky driving, speeding and fatigue were the main
causes of road accidents (JKJR, 2014). Factors involving lighting; be it during the day or at night
(headlights effects) were not mentioned. Nevertheless, environmental factors have been identified to
result in 8.5% of accidents (445 cases) (JKJR, 2014). Although such factors significantly contribute to road
crashes, poor visibility could also play a significant part in the mishap (IIHS, 2016) ] (Explanation: Using

According to JKJR 2014 factors involving lighting is mainly one of the reasons of having less accidents.
This means that the drivers are sometimes used Full Beam headlights.)

FINDING, CONCLUSION AND RECOMMENDATION

Summary of the findings

The Following were the findings of the study after gathered data were subjected to appropriate
statistics.

1. The overall mean perception of the respondents in terms of physical requirements is 4.98 which
falls under the description of always and interpreted as very high.

2. The overall mean perception of the respondents in terms of Load Capacity is 4.74 which falls
under the description of always and interpreted as very high.

3. The overall mean perception of the respondent in terms of Operating Condition is 4.78 which
falls under the description of always and interpreted as very high.

4. The overall mean perception of the respondent in terms of level of adherence 4.75 which falls
under the description of always and interpreted as very high.
5. There is no significant relationship between the factors that affect the level of services in terms
of physical requirements to the level of adherence of Toda on the tricycle Franchising and
regulation code. The null hypothesis is accepted. However, there is a significant relationship
between the load capacity and operating condition to the level of adherence of Toda on the
tricycle Franchising and regulation code. The null hypothesis is rejected.

Conclusion

The researcher formulated conclusions which are believed to be considered as a result of the
study based on the findings presented. The following conclusion are drawn:

1. According to the finding, the tricycle drivers got the lowest compliance in using garbage
receptacle. However, the overall, it means that the respondents are complying regularly when it
comes to Physical Requirement. This also means that they are following the physical
requirements of their vehicle to maintain the safety of their services and to provide services.

2. According to the finding, the tricycle drivers got the lowest compliance on maximum of two
passengers at all times. However, the overall, it means that the respondent are following
regularly when it comes to Load Capacity.

3. As per the findings of the study, the tricycle drivers got the lowest compliance on speed limit
and keeping on the right lane. However, the overall, it means that the respondents are
Following regularly when it comes to Operating conditions.

4. The Findings shows that the tricycle drivers got the lowest compliance in using full beam
headlights of the vehicles. However, the overall, it means that the respondent are complying or
following regularly when it comes to level of adherence.
Recommendations

The following are the recommendation derived from the results of the study.

1. It is highly recommended the Gloria TMO should be stricter in obliging tricycle drivers to provide
Garbage receptacle on their vehicles by giving them notices to maintain the cleanliness inside
the tricycle.

2. It is highly recommended that the Gloria TMO should enhance their enforcement about
regulations of two passenger all the time and must conduct a regular checking or inspection of
passenger to prevent accident due to overloading.

3. It is highly recommended that the Gloria TMO should put a poster contains the speed limit and
lane they allowed to prevent accident due to high speed and wrong lane.

4. It is highly recommended that the Gloria TMO should compel the tricycle drivers to use the
prescribe full beam headlights of vehicles by adjusting or charging the headlights into neutral
beam to prevent accident associated with the use of poor headlights.
