SUBJECT : INVESTIGATION REPORT ON THE 8888 COMPLAINT REGARDING


THE LETTER OF NARCISA DELOS SANTOS WITH DOCUMENT
TRACKING NO. DENRCO-AS RMD-2020-017337.

This is in response to the complaint received from Citizen’s Complaint Hotline 8888 with
document tracking number DENRCO-AS RMD-2020-017337 dated October 19, 2020 from
Narcisa delos Santos.

Please be informed that per records of this office, the area complained of, located at
Purok Baluyan, Poblacion, Buug, Zamboanga Sibugay portion of it asserting by the complainant
was a timberland forest and covered in the declared Buug Watershed Forest Reserve pursuant to
Proclamation No. 81 dated August 9, 1966. Further, for the sake of protecting and conserving
the biological diversity within the area, by virtue of RA 7586 or NIPAS Act of 1992, the area
was proclaimed as Buug Natural Biotic Area (BuNBA) pursuant to Proclamation No. 63 dated
December 22, 1998 and the only protected area within Zamboanga Sibugay. Furthermore, the
said Protected Area is one of the legislated protected areas in the Philippines pursuant RA 11038
also known as Expanded National Protected Areas System Act of 2018. It contains a land area of
1,261.46 hectares covering with Nine (9) adjoining Barangays of Poblacion, Bliss, Bulaan,
Basalem, Labrador, Talairan, Talamimi, Pling and Guintoloan.

The mentioned placed “streamers” on July 2020 refers to the signage/marker, one of the
activities under demarcation and delineation of Protected Area boundaries, the installation of
signages/markers in which shall be installed in built-up areas and strategic places in every 250
meters along the boundary of Protected Area. Further, this activity is in cognizant to Section 6 of
DAO 2015-10.

During the conduct of Survey and Registration of Protected Area Occupants (SRPAO),
the validation of proofs of occupancy of migrants living, cultivating and dependent on the
resources of the protected area in cognizant to DAO-2013-20, to provide basis for the
recognition of tenured migrants wherein said tenured migrant refers to protected area occupants
who have been actually, continuously and presently occupying a portion of the protected area for
five (5) years before proclamation or law establishing the same as a protected area, and are solely
dependent therein for subsistence in which complainant, Narcisa Delos Santos, was included.

Additionally, the mentioned allegation in the said letter that the watershed area was
abandoned for how many years was unfounded. Hence, the preceding details will contradict this
contention.

Unfortunately, per information of this office, from a concerned citizen the complainant
died due to sickness. And when asked if there was any intention to continue the complaint with
any member of the family, there answer was none.
