Re: Letter Objection

Sir:

The Manobo Pulangihon IPs/ICCs of the Municipality of Dangacagan are informing you
that we strongly object the proposed signing of Agreement or any Legal documents and to open
for any negotiations purposely for the DAM 5 Project at the following reasons unless:

1. The said Legal Documents should be given to us in advance for review and for
discussions prior the signing;

2. Our Counter Proposal Dated September 14,2019 should be given a written

Verified Answer not in verbal response;

3. During the Meeting as mandated by Law, The Doctrine of Transparency must be

observed, the Partner Agencies, like NEDA, DILG, the NCIP ADO, Bureau and
Provincial Officers, the LGU, Media Personnel, our Communities and our invited
NGO should be present during the meeting or dialogue.

IRR of IPRA 8371 Rule 3, Part 2, Section 4, to quote , “All areas within ancestral
domains, whether delineated or not, are presumed to be communally owned and, pursuant to the
indigenous concept of ownership, could not be sold, disposed nor destroyed.”

We would protect our Ancestral Domain at all cause and even to shed blood for it.
