DATE TYPE OF TRAINING Bomb Threat Response Guidance

1. PURPOSE: to provide guidance fro procedures to e used and actions to be taken by the Master in
the event of a bomb threat directed against his ship.

2. GENERAL: every bomb threat, weather real or not, must be taken seriously and the response
thereto should be immediate and systematic.

3. BOMB THEAT EVALUATION:


a) immediately after receiving the threat, the Master must analyze the seriousness of the threat and
decide on a course of action. When a telephone threat is received, every attempt must be made to
keep the caller talking.
b) the Master will be base his analysis of the seriousness of the threat on the ”bomb threat
evaluation check list” and on the
following:
- any unidentified or unescorted intruders onboard prior to the threat.
- Stores ,mail, spare parts, new equipment taken onboard prior to the threat.
- Did the threat call or note appear to e authentic?
- Any recent dissensions or unrest among the crew?

4. BOMB THREAT NOTIFICATION. WHEN A Master is made aware of a bomb threat against his
ship, he shall immediately contact local law enforcement and the CSO.

5. Altering ship operations during the period of the incident ,when a threat is received, the Master shall
take the following actions as appropriate.
a) in port:
- cease operations,
- secure tanks and watertight compartments.
- Prepare to activate fire-fighting systems
- ,prepare to search the ship, prepare vessel’s crew for evacuation.
- Prepare vessel for departure(if appropriate)
b) at sea:
- cease any special operations in progress,
- secure tanks and watertight compartments.
- Prepare to activate fir-fighting systems
- If possible ,move the vessel to shallow water and anchor to facilitate evacuation.
