Sub:- Establishment - A.P.Irrigation Engineering Services- Zone – II -

AssistantExecutive Engineers (APPSC)–Request for Promotion to the post of
Deputy Executive Engineer as per departmental seniority
of AEEs- Regarding.

Ref:- As per Assurance of Respected Engineer-in-chief (Admn.Wing) Sir given in

meeting held in the Chamber of Engineer-in-Chief (Admn) on dt: 09.11.2022.

We, Assistant Executive Engineers of zone - II are humbly submit the following few
lines for favour of kind consideration and Sympathetic orders.

● We are working as Assistant Executive Engineers in zone – II and our Service is

completed nearly 16 Years in the Department, but we did not receive single
promotion up to now. It is painful to all ill-fated AEEs of 2007 & 2008 batches. Due to
Disputes in seniority for the DEE & above posts pending in Hon’ble Courts, the
promotions in the department are stopped. Further the age of superannuation of
employees enhanced from 60 years to 62 years leaving no room to promotions. Still
the existing Dy.EE vacancies are functioning with FAC arrangements without
considering the seniority finalized.
● The Government had constituted screening committee to recommend the fit and
eligible AEE’s/AE’s/TO’s for the panel year 2019-2020 for promotion/Appointment by
transfer to the post of Deputy Executive Engineer. Many times, the APAEE
Association and AEEs of 2007 batch have requested to issue promotions for the
existing DEE’s vacancies as per departmental seniority. The promotion is important &
essential part of any employee which increases the efficiency of individual and for
betterment of the department. Also, we submit that, some of AEEs & AE’s are
getting retire from their services without getting a single promotion.

● As discussed in the meeting held on dt.09.11.2022 at your chamber with all zon al
associations, they expressed that there are no disputes over seniority to take up the
promotions of AEE to DEE. And all zone’s associations presidents and members are
expressed their willingness and agreed to take up the promotions of AEE to DEE. We
zone-II AEE’s are also expressing our willingness and acceptance to take up the
promotions of AEE to DEE as per previous departmental seniority. We are also
 assuring that we will not approach any Honorable courts against seniority
prepared by the department to take up the promotions of AEE to DEE.

In view of the circumstances explained above and as per your assurance

given in the meeting, we humbly request the honourable Engineer-in-chief (Admn),
Vijayawada that kindly take up the Promotions of AEEs to DEEs for the existing
vacancies of Dy.EE.
