Dear Dr. Paringit,

Greetings!

The Air Force Research and Development Center (AFRDC), the research arm of the Philippine Air Force
(PAF), is actively engaging with R&D stakeholders with the assistance of DOST, to explore technologies
on engineering materials of various applications.

The recent meeting regarding on the possible transfer of fund of the allocated budget to AFRDC for year
1 with Prof. Eduardo R. Magdaluyo, Jr. of UP-Diliman, Department of Mining, Metallurgical and Materials
Engineering, together with the Division Chiefs of Emerging Technology Development Division, and
Finance and Accounting Division, and with other concerned PAF staff offices was conducted last 05
December 2022.

In line with this meeting, the concern about the cause of delay on the processing of AFRDC allocated fund
from the Headquarters Philippine Air Force was brought out. AFRDC is a unit under Air Logistics
Command (ALC), ALC is a command under Headquarters Philippine Air Force (HPAF). A request must
be coordinated and validated first on the command level, then once approved, it will be on its way to the
Staff level at the HPAF, and then it will be endorsed to the Commanding General, PAF to get its approval.
Once there is a missing documents/attachments or question regarding on the validity/concepts of this
certain request, it will be returned back to the requestee and the process just repeats itself.

In line with the result of the discussions on the conducted meeting, AFRDC sincerely would like to request
to return the unexpended Year 1 AFRDC allocated Equipment Outlay fund back to DOST PCIEERD and
recommended for the DOST PCIEERD to transfer it to UP-DMME. All unexpended balance from AFRDC
PS and MOOE fund (except the three months’ salary of Science Research Specialist 1 position paid thru
internal funds of AFRDC) will be carried over to Year 2.
