PROJECT: FEASIBILITY STUDY FOR CONSTRUCTION OF BREAKWATER


AND NAVAL BASIN AT JABL-E-NUH GWADAR

SUBJECT: COMPLETION OF OBLIGATION UNDER THE CONTRACT

Dear Sir,

Further to our letter no. ED/PH/232/4185 dated 06 th April, 2021, (copy attached for ready
reference), we submit as under:
Meetings were held in GPA Head Office with you and your concerned officers first with our
technical team headed by Mr. Wasim Ahmed on 1st and 2nd April, 2021, and second with
Project Manager Shafaat Ahmed on 08th and 9th April 2021, to resolve issues pertaining to
completion of obligations of TCI under the Terms of Reference and Contract Agreement.
Following transpired and mutually agreed.
1. It was agreed that all technical deliverables and reports were submitted by TCI as per
TOR and adequately assisted CCCC in professionally completing the Feasibility
Study of Breakwater and Naval Basin. However, it was agreed that weather data
during three months of monsoon of 2019 could not be recorded which CCCC
mentioned in Feasibility Study report, due to missing equipment. CCCC however
confirmed that this missing data did not compromise on the quality of Feasibility
Study report as they managed to extrapolate the data as per usual practice. Mr. Wasim
Ahmed as a gesture of cooperation and cordial relationship with GPA, offered to
make some deduction against this item from the invoices.
2. In the next meeting with Project Manager TCI, Project Director GPA pointed out that
GPA Finance, Audit and legal Department raised some objections. These were
discussed in detail and the Project Manager TCI responded to all queries mentioned
by the Project Director GPA. However, he insisted that all queries were registered
officially in files and cannot be reversed. The Project Manager TCI stated that had
GPA sent these queries in writing at the appropriate time, these queries would have
been responded and resolved in time, without difference of opinion. However, Project
Manager TCI agreed to following deductions:
 Discrepancy in Man Months remuneration – Rs. 426,967/-
 Missing Data of Weather Station 33% of
4,418,244/- (item 3 of survey work) – Rs. 1,472,748/-
 Communication expenses (0.53 months)
Table 4D of Financial Proposal) – Rs. 7,354/-
 Printing Paper (0.53 months)
(Table 4d of Financial Proposal) – Rs. 7,354/-
 Office Rent (13 Months) – Rs. 1,239,500/-
(Table 4D of Financial Proposal)
 Transport Cost of Site Staff – Rs 1,942,500/-
(Direct cost item 10 of Invoice No. 5)
 Administrative charges for handling
Vehicles procurement – Rs. 1,623,000/-
Total Deductions: – Rs. 6,719,423/-
During 12th Progress Review Meeting it was agreed that TCI will submit, for record and
future reference, hard copies of deliverables prepared and posted by TCI during the
Feasibility Study of Project. The hard copies are being sent through courier service list of
these deliverables is attached.
With this submission TCI’s obligation for technical and financial matters under TOR
stand complete and closed.
