Subject : USE OF LEAVE CREDITS FOR ABSENCES DUE TO


QUARANTINE AND/OR TREATMENT OF COVID-19

1.0 May we inform you of the guidelines pertaining to leave of absence in relation to
COVID-19 based on Civil Service Commission (CSC) Memorandum Circular (MC)
No. 2, s. 2022.1

2.0 Under the said CSC MC, except in instances when the required quarantine period
are due to personal activities in violation of Inter-Agency Task Force for the
Management of Emerging Infectious Diseases (IATF-EID) protocols, absence
from work for every instance of the required quarantine period for the
following shall be considered as excused absence:2

a. government officials and employees who were on official or personal foreign


or local travel; or

b. government officials and employees who are identified as close contacts of a


suspect, probable, and/or confirmed case of COVID-19 while in the
performance of their official functions; or

c. government officials and employees who are identified as close contacts of a


suspect, probable, and/or confirmed case of COVID-19 due to personal
activities.3

Note however, that during the required quarantine period, officials and
employees shall be required to adopt a work-from-home arrangement depending
on their condition and the nature of their work pursuant to guidelines on
alternative work arrangements.

Employees who are close contacts of inbound international travelers are advised to adopt a work-from home
arrangement should they be required to also go on quarantine based on prevailing IATF-EID guidelines.

However, in the event that they become sick, the period of their isolation and/or treatment shall be considered sick
leave and charged against their leave credits as provided in item 3.0 of this memorandum.

3.0 For employees categorized as suspect, probable and confirmed cases of
COVID-19, or who become sick during the required quarantine period,
the applicable leave of absence for the period of their required isolation
and/or treatment for COVID-19 shall be as follows:

IATF-EID protocols

4.0 Accordingly, all concerned officials and employees are requested to submit the
applicable application for leave of absence together with the documents
required under Section 3.5 of CSC MC No. 2, s. 2022.

5.0 Employees who were previously deducted leave credits for absences that should
be otherwise treated as excused absence, are advised to resubmit the application
for leave to the AS-Human Resource Management Division (HRMD) or to the
Regional Office-Finance and Administrative Division for the restoration of leave
credits.

6.0 The return to work documents for those who will physically report as part of the
skeletal workforce as required under item 4.3 of Department Order No. 35, s.
2021,4 shall remain and shall be submitted separately to the DBM Clinic prior to
physical resumption.
