❖ PROFILE
Bill Gates was born and raised in Seattle, Washington. In 1975,
he and Allen founded Microsoft in Albuquerque, New Mexico. It
became the world's largest personal computer software
company. Gates led the company as chairman and CEO until
stepping down as CEO in January 2000, succeeded by Steve
Ballmer, but he remained chairman of the board of directors
and became chief software architect. During the late 1990s, he
was criticized for his business tactics, which have been
considered anti-competitive. This opinion has been upheld by
numerous court rulings. In June 2008, Gates transitioned to a
part-time role at Microsoft and full-time work at the Bill &
Melinda Gates Foundation, the private charitable foundation he
and his then-wife, Melinda Gates, established in 2000. He
stepped down as chairman of the board of Microsoft in
February 2014 and assumed a new post as technology adviser
to support the newly appointed CEO Satya Nadella. In March
2020, Gates left his board positions at Microsoft and Berkshire
Hathaway to focus on his philanthropic efforts on climate
change, global health and development, and education.

❖ 1. Focus
Knowing something is much different than having wisdom.
Gates focuses on the one thing he knows best, which is
software, and then he makes it the best it can become. He
worked hard to dominate his industry, made execution a top
priority, and stuck with the skills that he considered to be his
strongest. You can still see this focus through the work he
does with his charitable foundation.
❖ 2. Big Picture
Gates also takes a practical approach to setting goals. He has
a big picture that he keeps in mind. Instead of creating a
vision that is unapproachable, Gates uses a step-based
approach to make progress toward his vision. It’s like trying
to walk up a staircase. With this leadership style, you’re
taking one step at a time instead of trying to jump from the
bottom to the top.

Instead of staying in a zone of comfort, Gates encouraged
himself and his people to embrace creativity. His leadership
style works to empower people because individual
perspectives create new opportunities to explore ideas.
Although some people followed him because of the charisma
he exudes, many people followed Gates because they knew
he could help them transform themselves into better leaders
too.

Even though Gates is often listed as one of the richest people
in the world, he is also one of the most prolific givers to
philanthropic causes in the world today. In 2010, Gates (with
Warren Buffett) promised to give away a majority of his
wealth. Over $28 billion has been donated to his foundation,
with the goal of giving away $90 billion in time. That caring
attitude was also present in the workplace, making sure
people had the best possible opportunity to find success if
they wanted it.

Bill Gates may have dropped out of school, but that doesn’t
mean he ignores what a good education is able to provide.
Learning is a lifelong process under his leadership style.
There is always something new to learn every day if one is
willing to look for it in their life. Even after he helped to
found Microsoft and built it into a software empire, Gates
was working on his public speaking skills, his communication
skills, and ways that he could improve social interactions
with others.

Love Microsoft products or hate them, there is no denying the
fact that Gates put a lot of love into everything he did for the
company. Even if the only thing he needed to do was write a
thank you note, you were guaranteed a message that came
straight from his heart. Like many transformational leaders,
the belief of Bill Gates is that if something is worth doing,
then it is worth doing to the best of one’s ability.

Bill Gates adopted an autocratic leadership style in the early years of


Microsoft to ensure the company grew at the pace that he had envisioned.
`Autocratic leaders believe that the best way to manage their team is to
control the way they do their work.
Education
Over the next five years, the Bill and Melinda Gates Foundation plans to
invest $1.7 billion in U.S. public education. The tech billionaire shared how
he and his wife plan to spend this money at the Council of the Great City
Schools in October.

Sixty percent of the $1.7 billion investment will fund curriculum


improvements and help identify local problems and solutions, 25 percent
will focus on what Gates describes as “big bets,” and the remaining 15
percent will be spent on advancements in charter education.

According to Gates, one of the biggest issues in public education is


inequality.

“Melinda and I made public education our top priority in the U.S. because
we wanted to do something about the disparity in achievement and post-
secondary success for students of color and low-income students,” he
says. “That inequity persists today, and we are just as determined now to
eliminate it as we were when we started.”

Climate Change
Roughly a year ago, Gates launched clean-energy investment
fun, Breakthrough Energy Ventures, with the help of other famous
billionaires like Jeff Bezos, Richard Branson and Jack Ma. Gates serves as
the co-chair of the board with LinkedIn co-founder Reid Hoffman.

Under his leadership, Gates is using the $1 billion fund to invest in


promising but underfunded technologies that could help humans “adapt to
the climate change that is already affecting the planet, and develop new
tools that will keep the problem from getting worse.”

These particularly promising areas include grid-scale storage, liquid fuels,


mini-grids, alternative building materials and geothermal power. Gates
believe that investing in these fields could have real results.

“Breakthroughs in storage — for example, storing energy as heat or in


flywheels — would make today’s renewable technology more practical and
affordable,” he explains.

Global health
The Bill and Melinda Gates Foundation spends millions promoting global
health initiatives around the world. In 2016, the foundation raised nearly
$13 billion to eradicate AIDS, tuberculosis and malaria.

Gates credits famed epidemiologist Dr. Bill Foege, for sparking his interest
in global health through a reading list.

Foege has served as a mentor to the Gates since 1999 and has helped
inform their global health philanthropy. Beyond answering questions and
giving academic advice, Foege gave Gates a list of 81 books and reports
on global health issues.
Bill gates foundation work in collaboration with the Indian government and
other partners on various issues, from health care and sanitation to gender
equality, agricultural development, and financial empowerment of the most
vulnerable populations.

Bihar
A decade ago, they formed a partnership with the Government of Bihar to improve
health outcomes in the areas of maternal and child health, nutrition, family planning,
immunization, and infectious disease elimination. They have since expanded our focus
to include strengthening health systems, boosting agricultural production, and
promoting women’s economic empowerment, in step with the Government of Bihar’s
development goals.
Uttar Pradesh
Their work in Uttar Pradesh supports intensive efforts by the state and central
government to expand the coverage and quality of health services, with a focus on
maternal and child health, and to address other key issues such as family planning,
immunization, nutrition, infectious disease control, health system strengthening,
sanitation, and agricultural systems.

Lack of doctors
The data across key metrics for Bihar, in particular, does not make for cheery
reading. The state, reportedly, has the worst doctor to population ratio across
all Indian states with just 2,792 doctors in the whole state. This means that
43,788 people were effectively being served by a single doctor. What is
especially concerning is that Uttar Pradesh, another state known for its huge
healthcare vulnerabilities, has one doctor for every 21,702 people – half that of
Bihar's. As such, it is clear to see that Bihar has the greatest challenge of all
states in trying to improve its ratio to meet that recommended by the World
Health Organisation.
Poor infrastructure
According to the latest data, Bihar has only approximately 2,000 primary health
centers and 150 community health centers to cater to its massive population.
Moreover, consistent underinvestment into its healthcare system means that
even at these centers, amenities and hygiene conditions are grossly under-par.
A lack of beds – Bihar, reportedly, has just 0.11 per 1,000 people – has also come
to characterise the state's crumbling infrastructure.

Policy framework for healthcare services

▪ Keeping in view the fact that Health is a State subject, it is imperative that
the State Government should prescribe/adopt standards and norms for
provisioning of services and resources for different levels of hospitals.

▪ The number of sanctioned posts in public hospitals in the State should be


re-worked to address workforce shortages and asymmetric distribution of
human resources based on the current levels of patient utilisation/demand.

▪ A serious policy response is required to address gaps in - The Drug


Procurement Policy by including modalities to be followed in case of
emergencies necessitating local purchase of drugs and consumables;
sampling norms, criteria and periodicity for quality testing of drugs
Maternity services
Concerted efforts to reduce the very high infant and maternal mortality
rates should focus on achieving a greater level of consistency and
performance by

- Strengthening the timeliness, adequacy and quality of Ante Natal Care


services in the CHCs;

- Ensuring that all DWHs and CHCs have a well-equipped facility for
abortion care, management of RTI/STI, handling C-section deliveries; and
intra-partum care is impactful through augmentation of essential resources
as well as providing a clinically safe environment; and

- Meticulous monitoring of the delivery of prescribed postpartum care


towards minimising adverse pregnancy outcomes, so that women and
newborns reach their full potential for health
