Republic of the Philippines Department of Education Region 02 Schools Division of Quirino SS Cabarroguis PENTA BY-LAWS ARTICLE I. NAME AND ADDRESS Section 1. The association shall be known as the PRIMING EXCELLENT NUMERACY TEACHERS Association (PENTA). Section 2. The official address of the association shall be at the SCHOOLS DIVISION OFFICE, Cabarroguis, Quirino. ARTICLE II. OBJECTIVES AND DECLARATION OF POLICIES Section 1. The objectives of the association be: 1. Provide Mathematics teachers and other partners of the DepEd institution with opportunities to interact and collaborate between and among others to share expertise on knowledge and skills for an excellent way of teaching despite of the challenges brought about by the pandemic. 2. Increase the academic performance of the learners in Mathematics through varied interventions. 3. Promote the intellectual, social, and physical growth and development of its member through interactive activities. 3. Cultivate real spirit of camaraderie and oneness. 4. Undertake programs that will contribute to the benefit and welfare of its members and to the students for them to become globally competitive individuals. ARTICLE III. MEMBERSHIP Section 1, The Mathematics teachers from elementary and secondary public schools in the Division of Quirino teaching numeracy are all members of the PENTA. Schoo! Heads identified by the public Schools District Supervisors served as District Mathematics Coordinators while the Public Schools District Supervisors served as the adviser of the district, the Mathematics Supervisor served as the adviser of the Division and the Chief ES in CID and SGOD, Assistant Schools Division Superintendent and Schools Division Superintendent served as the consultant. Section 2. Each member shall pay a membership fee of 30.00 PhP and shalll pay 10.00 PhP yearly, while district PENTA officers will pay 50.00 PhP membership fee and shall pay 10.00 PhP yearly, purposely as a revolving fund to support activities and programs of the PENTA. The collected membership fee shall be deposited to an account named to PENTA to be handled by the PENTA Treasurer, PENTA President and Adviser. ARTICLE IV. OFFICERS, ITS COMPOSITION, POWER AND DUTIES. Section 1. The elected officers of the organization shall be the President, Vice President, Secretary, Treasurer, Press Information Officer (PIO), Auditor, Key Stage 1 Representatives (2) (la- G3), Key Stage 2 Representatives (2) (G4-G6), Key Stage 3 Representatives (2) (G7-Gio), Key Stage 4 Representatives (2)(Gu-Gi2). Section 2. The elected officers shall serve for three (3) years with the re-election, and shall assume office upon the conducted election. Section 3. It shall be the duty of the President to serve as the chief executive officer of the organization; preside at all meetings of the organization; and prepare the agenda of the meetings. The president shall be the official spokesperson of the organization, representing the policies, views and opinions of the organizations. Section 4, It shall be the duty of the Vice President to preside at organization meetings in the absence of the President. The Vice President shall perform all the legal duties assigned by the President. The Vice President shall assume the office of President if the office becomes vacant. Section 5. It shall be the duty of the Secretary to be present at all meeting of the association to keep complete and accurate record of the minutes and proceedings thereof to take of the correspondence; and to perform such other duties pertaining to his office. Section 6. The Treasurer shall handle all financial affairs and budgeting of the organization, maintain all important accounting records. Section 7. It shall be the duty of the Auditor to make periodical physical check-up of the property belongings of the association based on the cur- rent inventory of the property, and make a quarterly audit for the accounts of the treasurer and to see to it that these accounts are in accordance with the provisions of the constitution. The auditor shall, soon after his quarterly audit of the association and of the accounts of the treasurer, submit his written _report to the President. Section 8. It shall be the duty of the Press Information Officer to provide or perform the publicity that the association deserves however, that such publicity shall first be approved by the President. Section 9. It shall be the duty of the Representatives across Key Stages to serve as leaders and liaison officers by leading; informing their respective Key Stage Group about the events and activities of the organization and in turn, Key Stage Representatives inform the association about Key Stage group issues, events, or activities. The Key Stage Representatives are required to abide the following : a) Attend Key Stage meetings and vote for Key Stage matters. b) Support and be involved with all approved Key Stage activities. ©) Report to the association about the information shared and activities done in Key Stage meetings or programs. ARTICLE V. COMMITTEE ON HUMAN RIGHTS AND GRIEVANCES Section 1. There shall be a Committee on Human Rights and Grievances composed of one Chairman and two members who shall be appointed by the Board of Trustees. Section 2. The committee of Human Rights and Grievances shall be charged with the duties and functions appropriate and integrated to the total protection of the personal and professional rights of the members. It shall take such times as it may deem proper, wise and firm for the protection of the officers and members, in their capacity as teachers, employees whatever source. Provide however those actions shall be subject to the confirmation by the Board of Trustees. ARTICLE VI. SELECTION OF OFFICERS Section 1. The President, Vice President, Secretary, Treasurer, Auditor, Press Information Officer, Key Stage 1 Representatives (2), Key Stage 2 Representatives (2), Key Stage 3 Representatives (2), and Key Stage 4 Representatives (2) are elected once a year. Elections are held at the beginning of the School Year and shall take place at a regularly scheduled meeting of the organization at which quorum is present. At least one week's notice shall be provided for any meeting at which election is to be held. Section 2. Nominations for officers be made at the regular meeting immediately preceding the election. Members may nominate themselves for an office. Section 3. Officers shall be elected by majority vote. If no candidate receives a majority vote, a runoff election shall be held between the two candidates receiving the highest number of votes. Section 4. If there is only one candidate for an office, a motion may be made to elect the candidate by acclamation. Section 5. Officers shall assume office on the first day of the semester following the election and shall serve for the entire academic year. Section 6. Members must be present to be nominated and elected. Section 7. Members must be present to vote. Absentee or proxy voting is not permitted. Section 8. In the event that an elected officer is unable to fulfill his/her term of office, there shall be a special election to fill the vacancy. Any eligible member, including those who are already holding office, may be nominated for a vacant office. ARTICLE VII. MEETINGS Section 1. Regular meetings shall be scheduled during the academic year preferably every quarter to know the status of the organization. Section 2. Special meeting may be called by any elected officers. All members must be given a minimum of 24 hour notice prior to the meeting time. ARTICLE VIII. ADVISORS AND CONSULTANTS Section 1. The Education Program Supervisor (EPS) in Mathematics shall be automatically appointed as the adviser of the organization. Section 2. The Chief ES of the SGOD, CID, ASDS and the SDS are the consultants of the organizations. ARTICLE IX. FINANCES, RECEIPTS AND EXPENSES Section 1. This organization has the ability to assess the proceeds of the membership fee intended for special purposes. Assessments shall be determined by a quorum of the officers at a regularly scheduled meeting. Section 2. Budgets and expenditures of the association shall be reflected in the financial statement prepared by the treasurer and the president. Section 3. All expenditures incurred in connection to the activities of the associations shall be charged properly against the funds of the association subjects to the usual accounting and auditing rules and regulations. Section 4. The organization is required to submit Financial Statement at the end of term properly audited thereof and to be done during the turn-over ceremony. ARTICLE X. COMMITTEE ON HUMAN RIGHTS AND DISCIPLINE Section 1. The SDO Division Lawyer, School Governance and Operations Division Chief ES, Curriculum Implementation Division Chief ES, Assistant Schools Division Superintendent, Schools Division Superintendent and shall be the committee on Human rights and Discipline. ARTICLE XI. AMENDMENTS Section 1. Any proposed amendments to this constitution shall be presented during meetings of the association and such amendments shall be valid part of this constitution upon ratification of majority of the members present during meetings.
