For me and EPA Culebra is very important. I think that is a beautiful place to live and enjoy without any environmental problem. We are working to provide
the support the Community needs in these moments and to improve the services provided by PRASA in Culebra. PRASA had problems with the contractor
that provided the services to the Vacuum System in Culebra and the decision to cancel its contract was the right one. I hope that the new contractor and
the two PRASA persons assigned to maintain the Vacuum System solve the problems. It is a challenge for PRASA. If you have problems with Culebra
Sanitary System you can write or call to:

Regarding your concerns: Our understanding today is that there was an outside contractor hired to deal with this vacuum septic system on
Culebra, but apparently they were only active for a few months.  This does however indicate PRASA may have additional resources for parts
and funds to better compensate those locals now tasked with responding to emergencies and routine maintenance?

I described some of the measures PRASA is taking to solve the problems in Culebra.

The short-term mitigation plan, we will be mobilizing AAA personnel from the big island with experience in the repair of this vacuum system to try to solve
or mitigate the current condition of this equipment, in the shortest possible time, giving the opportunity that new contractor in charge of this system can
begin work. These personnel will be going to the island municipality of Culebra tomorrow, Wednesday, December 14, 2022.

2. The order for the maintenance and purchase of 40 controls and 40 repair kits was released today, the supplier has already been notified that it can
proceed with the purchase of this equipment as well as coordinate the mobilization for the repair of existing ones.

3. This new contract contemplates the purchase of 40 new equipment and 40 repair kits that will help us solve the current problem for a longer period of
time. Once these equipments are repaired and/or replaced by new ones, we will have an impact of approximately 40%. of those existing on the island.

4. For the new 2023 budget, we will be taking steps to separate an item from it for the purchase of the remaining controllers and the acquisition of
additional equipment. With the aforementioned, we hope to have a renewed, reliable and much more efficient team.

5. We will be taking steps with the logistics department so that this equipment can be part of our warehouses and we do not have to wait so long to acquire
this equipment.

We understand that with the work plan that we have outlined and explained above, we can resolve the situation that we experience so frequently on the
island municipality of Culebras. Our commitment to the health of the town and our environment is something we take very seriously. This is why we offer to
implement measures that permanently resolve the situation.

Thank you for getting PRASA's attention to this latest systemic sewer failure!

They began addressing issues yesterday afternoon.  

Our understanding today is that there was an outside contractor hired to deal with this vacuum septic system on Culebra, but apparently they were only
active for a few months.  This does however indicate PRASA may have additional resources for parts and funds to better compensate those locals
now tasked with responding to emergencies and routine maintenance?. 

Culebra is an isolated municipal island, most all of which has been federally designated as coastal zone (1976 Culebra Segment of the Coastal Zone
Management Plan).  

This should provide federal funding to meet planning standards.  By definition, coastal zone is an area that if impacted, has the potential to impact coastal
resources. 

The coastal waters of Culebra were listed critical habitat for corals (2008). They were listed critical habitat for green sea turtles (1998) which also protects
area seagrass, with some seagrass areas also listed as Resource Category 1 critical habitat and considered unmitigable, irreparable if destroyed (1992).  

Snapshot today:  

Unfortunately, the federal designations Culebra's coastal waters bear rarely appear to influence permitting or dedication to critical regulatory oversight. 

The isolation of the island that once contributed to the conservation of these natural resources appears to be resulting in the adverse modification to this
critical habitat in part from chronic infrastructure issues like this latest systemic septic failure, unlined coastal landfill at capacity and stormwater discharge
concerns as unpermitted deforestation and land excavation specifically associated with illegal (unpermitted) urbanizations continue to escalate around the
small island, largely fueled by a local housing crisis.  

Add to this burden a ferry system that uses tiny cargo vessels that have to stop repeatedly en route in heavy seas, and we recognize a time bomb ticking
to that tragic accident.  Culebra today has lots of desperate people under disproportionate and increasing stress.  This is not to say all agencies are

responsible for every issue, this is just a snapshot picture of where we see the island today.  

Chronic and Systemic failures:

Today it is our understanding that coastal water quality testing happens at only one beach, Flamenco, and this only once or twice a month. 

Even if a volunteer coastal water quality monitoring program were implemented, it is likely data could be dismissed as not having been collected and
analyzed by EPA certified lab.   The bay should also be monitored according to EPA certified protocols, in that these are receiving waters for the town. 

When the massive spill happened again on cemetery hill, the problem was a clog in the system.  

Sea Grant indicated they are still committed to helping with the development of educational materials for commercial establishments.  

We are here to help but the help we can offer is limited in these emergency situations as our time is allocated in advance on other issues.  

Lourdes Feliciano, copied above, has been receiving photos from local community since we reported the systemic failures on Friday. 

We are asking the following: 

Please share the problem identified by those responding to fix the problem, 
Please interview locals in charge of system to obtain input on what they feel they need here to better maintain this system, 
Please provide a point of contact with PRASA so we can hopefully discuss solutions in a meeting that we hope can include EPA, ACDEC and local
responders. 
Please help us define and address reporting issues with both PRASA and ECHO online reporting system

Regarding pandemics.

As you all know, as a tourism destination, Puerto Rico's outer islands are more vulnerable to infections during times of pandemic. There currently is
no method to legitimately monitor rates of infection spreading on island needed to gauge and alter realtime management measures.     Can a protocol be
established to sample waste water to gauge infection rates during time of pandemic, for COVID and with possible application to future pathogens that can
be monitored in wastewater here and possibly also for Vieques?

I’m referring your concerns to PRASA. They are working to eliminate the problems with Culebra’s Vacuum Sanitary System very fast. If you have more
information please send it to us. Photos attached would help a lot. They are sending personnel today to deal with the sanitary sewer overflows. I shared

We appreciate EPA's intervention and believe this issue needs to be escalated to an emergency.  

I don't think we can interpret or allege any nefarious intentions of the government not responding to septic issues on Culebra, despite the recent
lessons-learned from Flint Michigan. At least none than I can speak to.  We can only report the problem, and document when government continues to
fail to respond.   

I tried reporting to AAA yesterday in Hato Rey - was sent to another office of a private contractor called Oman? not sure of their name.  

I was ultimately unable to file a formal complaint. I cannot speak as to the government's intention on the reporting problems either, but a cynical public
could conclude that the government makes it difficult to report to avoid accountability. 

Regarding the potable water line concerns, it was explained once that the water moving through the potable tubes creates a venturi current which has in
the past apparently pulled in septic water from the grounds where the tube passes.  This involves tiny perforations in old tubing from wear and tear..  I
don't know.  There is likely no evil-doer adding black waters to potable here but that does not mean the government is not responsible to fix problems
we cannot even begin to identify the technical source of or reasons for.

I cannot estimate the amount of black water being spilled today.  I guess we would need to look at the gallons per day normal for this time of year that
the local plant treats and assess the difference in the gallons treated today?   However, there's also multiple variables. 

Sunday night I can testify that I started a load of laundry using city water and it really smelled septic.   I don't know the source. 

It smells better now.  We don't know what is going on.   We are reporting a serious problem.   It is an emergency. 

I believe it should be treated as criminal neglect, but I'm not an attorney, and where the responsible party is a government agency, the agencies are
never held criminally responsible.

We also should not have to provide a complete causal analysis or legal breakdown to report what appears to be serious and systemic problems
that present serious risks like this for public health and the environment on Culebra. 

This includes analysis regarding a complicated and sensitive vacuum sewer system as well as complicated procedures for people to file complaints and
concerns.

Remember this is criminal accusation. If someone is doing this on purpose could be a criminal case because is endangering the health of the people

Apparently not the fault of local water company-  AAA hired contractors that of course are not here.     Im heading to the AAA office today- 

The city water may have has sewage in it as well.   I think the small leaks in the pipes pull in the septic waters into potable lines- 

Culebra is again being destroyed. 

EPA has witnessed illegal segregations in Sept 18 2021 site visit. 

We would not be in such an akward position as we are today, with one  illegal segregation moving that was stopped in the past that the PNP's are
characterizing as CORALations against the Culebrenses-

Since circulating on social media that CORALations reported AAA manhole spillovers to EPA yesterday, we were made aware of
serious problems with house connections to this system as well.

ECHO directs people to report emergencies to a different number. Since these issues have become chronic, we reported through the
online EHCO system hoping for a record. 

Thank you for personally acknowledging reciept of the complaint, as well as concerns with ECHO online reporting system.  

The decision was made not to call emergency line so there could be a record, but in seeing these problems with back ups into peoples
homes, this is clearly an island wide emergency that deserves immediate response by regulatory. 

Culebra's vacuum sewer system is rare, and it is prone to clogs. 

Ruperto Chaparro of Sea Grant agreed to help produce effective educational information for commercial establishments to try and
reduce clogs. He again reiterated a commitment made during an online discussion in 2021 when the pump-out station clogged and
sent thousands of gallons of black water down into cemetary salt flats and the bay. 

EPA cannot regulate functioning septic tanks not harming environment, when the alternative municipal solution is resulting in so much
damage. 

As coastal waters continue to warm, this contamination will proliferate organisms pathogenic to humans as well as marine creatures
and we are still in a time of pandemic. 

The situation with ambulances and EMT's on Culebra teaches a lesson that just because a problem is chronic on Culebra, an island
forgotten by local and federal regulators that does try to do its best against many odds, may not mean the problems or issues are small
or that the problems or issues are not emergencies. 

This is an island wide emergency.

The system would not allow us to upload the map or a jpeg of this document with the complaint and the
map of the problem areas.   The graphics we wanted to upload were within the required size parameters.  

The system indicated the verbal complaint was taken, but it needs the graphic to illustrate where the
current problems are.
