Thank you for this opportunity to meet with the person conducting field studies near Culebra.  
Although we are here, we want to ensure that other local orgs. can attend, and please understand that many 
people are on vacation this week.   This is THE summer vacation week in Puerto Rico.  

Regarding outreach and engagement, the only meeting we were aware of was the one scheduled by Sea Grant. 
We have not been aware of any others by zoom. 

In the interest of public participation, outreach and engagement, we recommend the meeting be postponed.  
In any event, if any meeting is held on Culebra, please let us know where and when.  

Hoping you can please share with us the complete list of your governmental and NGO partner organizations based in Puerto Rico today.

At the meeting it was said that multiple sites were being considered around Puerto Rico, however, only this specific site was announced 
indicating studies were to begin North of Culebra.   Thank you for providing the reasons today, in this document, as to why this site near 
Culebra is a focus site, however, we question why these reasons could not be provided sooner, before studies began. 

Hoping you can share the list of other sites also being considered around Puerto Rico,
and/or now more a focus consideration as a result of the meeting input.

Can we please have the coordinates where these instruments have been anchored to the sea floor?

Is this within three miles of Culebra's shores?

The green dot in the image below does not show coordinates or the proximity to offshore cays such as 
Cayo Botilluela or Alcarraza, but again this entire area north of the peninsula is the area in the NOAA Nautical Charts 
that indicates the most warnings for  UXO around the island.   To be clear these are mostly WWII spring detonated devices even more
dangerous today.   Did you have any meetings with FUDS division or present to anyone the type of mooring to be utilized?  
Can you share with us to the biological opinion from NOAA as required by section 7 evaluation on these anchors and devices done as a 
part of the US Army Corps permit requirements for these anchoring systems for the site selected? 

It would seem like such proximity to the cordillera / cays will clearly confound wave data if they are located between the data collection buoys
and the NOAA Vieques buoy.       It would also seem like the cordillera itself would confound wave data for 
sensors placed anywhere near the area of the mountains.  

Thanks for your answers and consideration to postpone this meeting when more locals can attend.

We totally agree a call to one should be a call to all, however, at this time we would like to ask for something in writing. 

From a planning perspective, and due to limited resources, it is a policy of our org to provide written comments on plans considered more final and firm. 

This is because many projects presented as they often begin in a more conceptual form or in informal fund-raising brochures or web pages, 

may not ultimately reflect the actual project implemented.

We understand the full project will take time and evaluation of input from the meeting to define.  

However, and regarding the initial two-year monitoring announced at the meeting there has already been a site selected near Culebra with

physical parameters defined, and an outside contractor selected.

We are hoping you can share with all interested parties the proposal and / or this monitoring plan.  

Specifically, we are hoping for something in writing that can clarify the stated two-year goals and objectives, 

the monitoring methods and frequency,  as well as some ballpark on budget and funding sources.

This would likely be even more efficient than a conference call or zoom at this time.

This is actually around the area where the NOAA nautical charts display the most warning signs.   Your map was the first Ive seen of anything demarcating a "restricted" zone as the
demarcated in the water and this has created issues for reserve managers that have to deal with today's older super and mega yachts, the older ones not having thrusters and alway

The delineations have no idea where actual bombs are so really youncannot trust that  borderline. 

Why was this specific site chosen and selected before input from meeting attendees evaulated?

Will data be collected by a sensoring buoy managed by Raymundo or will Raymundo come all the way from Nayguabo to do this testing and if so for two seasons holdong 

Lunar / tidal cycle constant?  Or for what frequency?  

It just seems like a huge monitoring expense for what can already be determined as not a useful site based on current data already accessible and specified parameters. 

The parameters you describe would be site specific.  Collecting data here would only in the end pertain to this site so just saying this may not be a visble site if effecient use of spend
this site was selected for other reasons. 

Snapper farm demonstrated that their elegant submerged net mariculture design works here,  and this I think sparked a lot of interest in the first meeting as it was promoted as energ
mariculture.  

Unfortunately, the surface net model you are proposing likely wont work here for multiple reasons, especially if it is designed at all with mechanical parts that are energy dependant.

Wave generators with coral nurseries make more sense if energy generated goes to community, and we learned there is something going on in Vieques that involves the military and

It seems there must be a preference for this site if the data collection that Raimundo may already be contracted for involves site specific oceanographic parameters po
placement? 

The field work task of our 2-year research study aims to develop a data collection method for gathering relevant environmental data for siting an offshore integrated mu
with wave energy. The NW part of Culebra was identified based on a preliminary spatial analysis we performed. This area has conditions that would be appropriate for
not a final selected site. As we heard during our workshop in San Juan, other areas off Puerto Rico could be appropriate such as along the northern coast for example
is to take what we heard during the workshop and gather additional datasets and information to include in our spatial analysis. Once we have done that, we will do a co
identify preferred areas for co-locating IMTA and wave energy around Puerto Rico.

One of the maps shared at the meeting showed UXO area in green, and areas labelled "danger zone restricted area" in purple.   All of NE Culebra falls into the area m
restricted area."  (Screen shot below) 

Clearly these would be important considerations for any activities that require anchoring, however, I never heard of navigational restricted areas where the bombs are a
sense.  Below is a screen shot.  (This map was not included on last online info available to download.) 

We agree that UXO and danger zone areas will be important to consider for a potential project. The site we selected off NW Culebra for field work falls outside all the c
analysis, which did include UXO and danger zones.

Also of note on that map were that FUDS and ODMDS sites are not all indicated.  The most recent ODMDS site management and monitoring plans (SMMP)s have not
those sites involve surface dumping of dredge from busy harbors (toxic sediment), that pretends to dissipate toxins through a mixing zone calculation. The impacts at t
wide scoping depending on conditions at the time of the dumping.   After Snapper Farm left, the technological info reported quarterly to PRIDCO was apparently share
reproduce Snapper Farm style submerged net mariculture, albeit in coastal waters contaminated by river plumes.

Please let us know if there is an available dataset to make sure we have all the FUDS and ODMDS.

NEPA requires all projects moving in phases to present all phases in permit requests.  This is also important in assessing distance to available ports, as what would be
also be an understanding of the size,  number, frequency of transit and needs of vessels. (i.e., the tenders associated with snapper farm were small but harvesting ves
Refueling ports? Etc... 

This current research study will not include any permitting for IMTA or wave energy.

Throughout the project we do aim to identify the potential size of the IMTA farm and other important needs that you’ve mentioned which will be a factor if there is to be
project that goes through the permitting process in the future. We have included distance to ports in our project and spatial analysis.

It was not clear to me what the goals and objectives if this two year project are. While feasability was mentioned more than once by presenters,  the presenter also clea
a feasability study. 

Our 2-year research study is a feasibility study to understand if co-locating offshore IMTA and wave energy off Puerto Rico is possible. Co-locating aquaculture and ma
the US; our project is a first step to identify if this is feasible and if so, where would be suitable for a potential future demonstration project (no wave energy device or a
the water during this 2-year study). PNNL is leading the research and gathering all the information needed to understand spatially where co-location is possible and if s
the Puerto Rico community. Our study goals are:

1. Assess the feasibility to co-locate an offshore IMTA system with wave energy through a spatial analysis, assessment of energy resources, and community enga
recommendations for where co-location of IMTA and wave energy could be suitable off Puerto Rico.
2. Develop a guide for aquaculture and marine energy developers to co-locate, based on suggestions for a future demonstration project. This guide will include rec
and marine energy developers can plan and site a project together, fieldwork methods to be used and what enviornmental data would need to be collected for s
fieldwork in NW Culebra and the methods we will develop), and permitting challenges or opportunities for co-location.

As mentioned by one expert at the meeting, the sustainability of any open ocean mariculture endeavor would proactively seek to minimize, if not eliminate,  any electric
due to corrosive impacts of conditions.   There are multiple other concerns regarding the sustainability of open ocean mariculture from rearing to feed sources to harve

We are working with Manna Fish Farms to understand the energy needs for offshore, open ocean IMTA and they have conservatively estimated the current on-site ene
at 100 kWh/day at peak load. We think that using a renewable energy source (such as wave energy), versus diesel generators for open ocean aquaculture or maricultu
sustainability of any operation. Manna Fish Farms also strives to make their aquaculture operations sustainable through considering feed sources and their interest in

If you have any specific feedback on concerns regarding the sustainability of the different aspects of open ocean mariculture you mentioned, please let us know so we
concerns and considerations.

The adoption of a proven offshore wave generation project that can demonstrate it could significantly contribute to offsetting the electrical needs of coastal commuities
associated with the wave generation mechanisms (like vibration, transmission efficiency, storm resiliency, etc..) and that from which compatable species and associate
would be a great endeavor for Puerto Rico. 

We agree that using marine energy as a power source would be very beneficial for Puerto Rico. Our research is specifically focused on using wave energy for offshore
of the US Department of Energy’s Powering the Blue Economy initiative looking at at-sea uses for marine energy. However, marine energy (wave energy, tidal energy,
conversion) is being evaluated as a power source for communities in Puerto Rico as part of the Puerto Rico 100 project, which we highlighted during the workshop. We
100 project team and the results of our project and feedback we hear through our outreach and engagement efforts are being shared with them, so we will make sure t

Transparency is critical to the successful outcomes of any projects here. 

We absolutely agree with you and we aim to be transparent during this research study, which is why we wanted to come to Puerto Rico and engage with you and other
this process. As you can see based on some of the answers above, we still have a lot of questions to be answered to understand if co-location is feasible, but the feed
workshop is going to help inform those questions and our next steps for the research study. This research is funded by the DOE Water Power Technologies Office and
