 Recommended Destination Framework

The top 9 cluster destinations in order of importance for the national tourism development plan
were: 
First is the Central Visayas, the central Visayas is the second smallest region in the Philippines it
is composed of the provinces of CEBU, BOHOL, NEGROS ORIENTAL, and SIQUIJOR.
Second is Metro Manila and CALABARZON. this is composed of five (5) provinces,
namely: CAvite, LAguna, BAtangas, Rizal, and QueZON. CALABARZON is located in southern
Luzon, just south and west of Metro Manila and it is the second most densely populated region
in the country.
Third is Central Luzon, the provinces here in central luzon are Aurora, Bataan, Bulacan, Nueva
Ecija, Pampanga, Tarlac, and Zambales.
Fourth is Palawan 
Fifth Western Visayas where Aklan, Antique, Capiz, and others is located
Sixth Davao Gulf and Coast 
Seventh Northern Mindanao the places here are Bukidnon, Camiguin, Lanao del norte
Next Bicol
Lastly Laoag-Vigan

In these clusters, priority action should be given to designing and implementing a product
development program, targeting:

 ecotourism at key 50 natural heritage sites;

 cultural tourism at 44 key cultural heritage sites

 leisure and entertainment centers in the vicinity of the international airports

 integrated resorts within 2 hours travel time of international airports

 a cruise hub for training and maintenance at Subic Bay, major integrated cruise hubs in
Manila Bay and Cebu, and port-of-call jetties and terminals at key points such as Coron,
Puerto Princesa, El Nido, Puerto Galera, Romblon, Caticlan, Iloilo, Bohol, Dumaguete and
other points as deemed appropriate.
