RK Singh
In the third assembly of ISA, Union Power and New and Renewable Energy Minister R K Singh has
been re-elected as the President of International Solar Alliance.
France Minister of State for Development Chrysoula Zacharopoulou has been re-elected as Co-
President.
India and France were re-elected as the President and Co- President of the International Solar
Alliance (ISA) for a term of two years at the virtual meeting of the Third Assembly held on 14
October.
Four new Vice-Presidents were also chosen to represent the four regions of ISA.
The ISA is an initiative that was launched by the PM Modi and the then President of France
Francois Hollande on 30th November 2015 at Paris, France on the side-lines of the COP-21.
At present there are 90 members countries and 110 signatories in ISA.

World Animal Day is celebrated globally every year on October 4 to ensure better standards for animal
welfare.
Theme 2022: ‘Shared Planet’.
The idea of World Animal Day was originated by Heinrich Zimmermann, the German writer and
publisher of the magazine Mensch und Hund/Man and Dog.
He organized the first World Animal Day on 24 March 1925 in Berlin and moved it to 4 October for the
first time in 1929.
Initially he found a following only in Germany, Austria, Switzerland and Czechoslovakia. Every year
Zimmermann worked tirelessly on the promotion of World Animal Day.
Finally, in May 1931 at a congress of the world’s animal protection organizations in Florence Italy, his
proposal to make 4 October World Animal Day universal, was unanimously accepted.

In March 2022, the Environment Ministry had announced to organize 5th October every year as
‘National Dolphin Day’.
The Gangetic dolphin is an indicator species, whose status provides information on the overall
condition of the ecosystem and of other species in that ecosystem, for the Ganga ecosystem and is
extremely vulnerable to changes in water quality and flow.
It is categorised as endangered on the International Union for the Conservation of Nature Red List.
A WWF-India and the Uttar Pradesh forest department assessment in 2012 and 2015 recorded 1,272
dolphins in the Ganga, Yamuna, Chambal, Ken, Betwa, Son, Sharda, Geruwa, Gahagra, Gandak and
Rapti.

Many soldiers sacrificed their life in the war. In 1966, Prime Minister
Indira Gandhi appointed a committee. The committee designated
October 20 as "National Solidarity Day" to honor wartime soldiers and
their families. Since then, National Solidarity Day honors the military.

‘DAKSH’.
The Reserve Bank’s Advanced Supervisory Monitoring System aims to make the Supervisory
processes more robust. DAKSH is a web-based end-to-end workflow application through which RBI
shall monitor compliance requirements to improve the compliance culture in Supervised Entities
(SEs) like Banks, NBFCs.
The application will also enable seamless communication, inspection planning and execution, cyber
incident reporting and analysis, provision of various MIS reports etc., through a Platform which
enables anytime-anywhere secure access.

The World Health Organization (WHO) recently released a list of priority fungal
pathogens, in response to the rising threat of invasive fungal disease.
The priority list classifies 19 of the most common fungal pathogens into three
priority tiers.
The most dangerous is the ‘critical group’, which contains just four fungal
pathogens: Cryptococcus neoformans, Aspergillus fumigatus, Candida albicans
and Candida auris.

In yet another measure to deepen financial inclusion, the Prime Minister, Shri Narendra Modi dedicated 75 Digital
Banking Units (DBUs) to the nation via video conferencing.
As part of the Union budget speech for 2022-23, the Finance Minister announced setting up the 75 DBUs in 75
districts to commemorate our country's 75 years of independence.
The DBUs are being set up with the objective to ensure the benefits of digital banking reach every nook and corner
of the country and will cover all the States and Union territories. 11 Public Sector Banks, 12 Private Sector Banks
and one Small Finance Bank are participating in the endeavour.
DBUs are brick and Mortar outlets that provide an array of digital banking facilities to people such as opening of
savings account, balance-check, print passbook, transfer of funds, investment in fixed deposits, loan applications,
stop-payment instructions for cheques issued, apply for credit/debit cards, view statement of account, pay taxes,
pay bills.

Development in Delhi (SAMRIDDHI) 2022-23 scheme, the NCR people will be able to pay

be six years in case of commercial properties.

gambling in the state. The Tamil Nadu Ordinance, 2022, prohibiting online gambling and

registering and receiving a three-year license. They shall not provide any online gaming
service or allow playing of any online game of chance specified in the Schedule with money
or other stakes.
