Subject: Making the WMO Information System Operational

Action required : To respond to the first two actions by 29 February 2012

Dear Sir/Madam,

Following Resolution 51 of the Sixteenth World Meteorological Congress (Designation

of Centres of the WMO Information System), the implementation of the first three operational
GISCs by China, Germany and Japan and the completion of the Improved Main
Telecommunication Network (IMTN) initiative, I am pleased to advise that the WMO Information
System (WIS) is now operational. The operationalization of WIS reflects the success of one activity
toward achieving Expected Result 5 of the fifteenth financial period and I thank all those Members
whose contribution made this possible. Sixteenth Congress has now set the full implementation of
WIS, under Expected Result 4 for the sixteenth financial period , as a priority area of activity
necessary to support other priority initiatives of WMO.

To ensure that all Members are able to benefit from WIS being operational, in addition
to acting on your own implementation strategies on WIS, I would request that you to take the
following actions as a matter of urgency:

(1) Nomination of Principal GISCs. Each WIS centre has to be associated with one
Principal GISC. A preliminary list of associations is given in the Annex to this letter.
Please review this list, which was generated from the current Global
Telecommunications System topology, and inform the Secretariat to which GISC the
ce ntres within your country, territories or international organization should be
associated;

(2) Identification of WIS Focal Point. As more WIS centres become operational, there will
be many issues that will need to be resolved . Please provide the Secretariat with the
contact details of a focal point for WIS/GTS related matters;

(3) Registration with a GISC for management of WIS discovery metadata. GISCs hold a
catalogue of WIS discovery metadata. Unless you have already done so, you will need
to register with your Prin cipal GISC in order to provide and actively manage your
metadata . Once registered , a priority will be to check and improve the automatically
generated metadata for the data , products or services available from your cou ntry,
territories or international organization . Links to operational GISCs available to view ,
create and edit metadata can be found at http: //www.wmo.intlgiscs. Presently, two
GISCs, Beijing and Tokyo , are providing interim metadata management services for
those centres whose Principal GISC is not yet operational. More information on how to
register with your GISC or an interim metadata management service is available from
the rele van t GISC.
