Overview
Background
Port Reception Facilities are required by the International
Convention for the Prevention of Pollution from Ships
(MARPOL 73/78) to receive ship-generated wastes.

Philippine ratified the MARPOL 73/78 Convention on


March 19, 2001 through Senate Resolution No. 88

Even before the country ratified the said convention, PPA


has already established rules and regulations on the
prevention/control of oil, garbage and sewage through the
use of reception facility for the collection of vessel refuse
(1999)
Background
AO No. 16-1995 Rules and regulations on the prevention/control of oil, garbage and sewage
through the use of reception facility for the collection of vessel refuse

AO No. 02-2003 SRF should be installed at all PPA Baseports to provide waste collection and
disposal services for ship generated wastes

The disposal of garbage form the vessel into reception facility will be compulsory
with fixed fee to be imposed on every vessel

PPA Orange Book II (Environmental integrated the provisions of Vessel Traffic Management System in the SRF
Management in Ports) , 2005 guidelines to monitor the movement of vessels carrying hazardous cargoes

• Adopt measures to prevent the discharge and dumping of solid and liquid
wastes and other ship generated wastes into the Manila Bay waters from
vessels docked at ports and apprehend the violators.

Based on the consolidated data PMO NCR-South reported the highest volume of
wastes collected (solid and liquid) which is estimated to 5,159.3m3 or 53% of total
collected wastes.

2019 Accomplishments…

5 hectares of port area set
aside for informal settlers
The Philippine Port Authority (PPA) signed a memorandum of
understanding with the National Housing Authority and the City of
Manila, among other agencies, to set aside five hectares of the port
area for over 2,000 housing units to be occupied by informal settlers in
Isla Puting Bato, Tondo, Manila.
