Dear Sir,

This is to submit our offer for the supply of labor, tools & equipment, and technical supervision and necessary materials to execute the above
requirements with the following scope of works, price quoted and terms.

A. Scope of Works:
1. Provide JGentech specialized technician, tools, and equipment.
2. Coordinate with end user for safety orientation and work permit.
3. Mobilization of Man Power and Equipment on site
4. Conduct thermal scanning before PMS to know hot spot and loose termination points
5. Set up of Mobile generator for lighting and instrument supply 220V, 3Phase, 60Hz
6. Isolation of Main Power Supply 34.5Kv ( By Meralco through CGT coordination )
7. Lock out/tag out/test out ( LOTOTO) procedure for the safety of working personnel
8. Draw out incoming Vacuum Circuit Breaker (1250A VCB) to secure that no incoming voltage of 34.5Kv
9. Check incoming power cables if there is still medium voltage is present using no contact medium voltage tester

B. Work Methodology for Substation PMS


I. PMS Of POWER TRANSFORMER RATED 1600KVA, 34.5KV/400V CAST RESIN DRY TYPE
I.1 Discharge Primary Transformer Line using discharging sticks and or discharging cables to discharge stored voltage on Power Transformer
I.2 Disconnect Primary and Secondary Termination and secure tagging and markings
I.3 Conduct Instrumentation Testing
a. Insulation Resistance Test/Polarization Index Test
b. Winding Resistance Test
c. Transformer Turn Ratio Test ( TTR Test)
I.4 Cleaning of all primary and secondary terminals
I.5 Cleaning of Transformer Windings
I.6 Cleaning of Transformer Casing
I.7 Cleaning of Transformer Pedestal
I.8 Check any loose core and supports
I.9 Check any cracks or damage on coil capsulation
I.10 Final inspection and termination of primary and secondary cable after testing has been conducted
I.11 Retightening of all terminations to ensure no loose connection
I.12 Take pictures for documentation before and after PMS

II. PMS OF HIGH VOLTAGE SWITCHGEAR AND VCB’S RATED 1250A


II.1 Removal of all covers
II.2 Conduct visual and physical inspection on all cubicle
II.3 Draw out VCB and cleaning of all parts
II.4 Conduct testing as follows:
a. Insulation Resistance Test
b. Winding Resistance Test
c. Contact timing Test
II.5 Check all power cables and control cables for any damage and frayed wirings
II.6 Re-tightening of all termination point
II.7 Check termination kit for any overheating or cracked on each power cables and kit
II.8 Check indicating light for any busted bulb
II.9 Take pictures for documentation before and after PMS

III. PMS OF AIR CIRCUIT BREAKER (ACB) RATED 2,500A, AEG BRAND ATS -AN1
III.1 Draw out ACB and check all mechanical linkage
III.2 Conduct instrumentation test :
a. Insulation Resistance Test

b. Contact Resistance Test


c. Control simulation Test
III.3 Cleaning and checking all mechanical linkage for any deformation
III.4 Checking of all control wirings
III.5 Checking of ACB contact tip for possible discoloration or sign of overheating
III.6 Simulation and testing
III.7 Cleaning of all cubicles
III.8 Retightening of all termination to avoid loose connection and overheating
III.9 Check indicating light for any busted bulb
III.10 Take pictures for documentation before and after PMS

IV. PMS OF REACTIVE COMPENSATION CABINET ( CAPACITOR BANK)-AN2


IV.1 Cleaning and checking of each individual contactor and breaker
IV.2 Checking of all control wirings for possible damage and frayed wirings
IV.3 Cleaning of whole cubicle to remove dust and carbon residue
IV.4 Retightening of all power cables termination
IV.5 Inspection, testing and simulation
IV.6 Check indicating light for any busted bulb
IV.7 Check individual capacitor flow and check if there is sign of busted capacitor
IV.8 Check Power Factor Controller
IV.9 Take pictures for documentation before and after PMS

V. PMS OF FEEDER SWITCHGEAR (AN3, AN4 & AN5)


V.1 Cleaning an checking of each individual compartment
V.2 Checking of all control wirings for possible damage and frayed wirings
V.3 Cleaning of whole cubicle to remove dust and carbon residue
V.4 Retightening of all power cables termination
V.5 Inspection, testing and simulation
V.6 Check indicating light for any busted bulb
V.7 Take pictures for documentation before and after PMS

VI. PMS OF AUXILIARY TRANSFORMER RATED 25KVA & 30KVA 400V/220V


VI.1 Removal of all covers
VI.2 Disconnection of all primary and secondary connection
VI.3 Conduct instrumentation testing :
a. Insulation Resistance Test
b. Winding Resistance Test
c. Transformer Turn Ratio Test ( TTR )
VI.4 Cleaning of all terminals and windings
VI.5 Cleaning of transformer housing and casing
VI.6 Checking of core tightness
VI.7 Termination of all primary and secondary cables
VI.8 Secure and check tightness of each termination point
VI.9 Take pictures for documentation before and after PMS

VII. CHECKING AND CALIBRATION OF METERINGS AND PROTECTION RELAYS


VII.1 Check all control cables and terminal blocks for loose connection
VII.2 Conduct calibration testing on each power meter and protection relay using OMICRON Calibrator
VII.3 Record as found and as left settings
VII.4 Cleaning of each power meter and protection relays
VII.5 Retightening of all terminals
VII.6 Dedusting of each cubicle
VII.7 Take pictures for documentation before and after PMS

VIII. CHECKING OF ALL HIGH VOLTAGE CABLES AND LOW VOLTAGE CABLES
VIII. 1 Visual and physical inspection of each cables for any damage or cracked insulation
VIII.2 Check high voltage termination kit for possible damage or cracked insulation
VIII.3 Conduct insulation resistance test and high pot test if necessary
VIII.4 Check tightness of terminal lugs and check overheating or discoloration
VIII.5 Take pictures for documentation before and after PMS

IX. THERMAL SCANNING BEFORE AND AFTER PMS


IX.1 Conduct thermal scanning on each termination point before PMS
IX.2 Make a summary report for those with hotspot found to correct loose connection terminals
IX.3 Conduct thermal scanning after PMS to verify that all termination point with loose connection and hotspot had been corrected

X. CHECK SUBSTATION EQUIPMENT GROUNDING SYSTEMS, NEUTRAL GROUND AND OTHERS


X.1 Conduct grounding test on each grounding point
X.2 Check grounding cable and connector for any sign of loose connection or welding
X.3 Retightening if it is bolted type or solderless connected
X.4 Check exothermic welding for any sign of deterioration or loose contacts
X.5 Take pictures for documentation before and after PMS

10.House keeping on affected area and final inspection prior to energization


11. Assist on energization and power up
12. Final testing and commissioning
13. Demobilization
14. Submit test report and result for end user’s references ten(10) days after PMS has been done
