possibleI try to restoreoriginal enamel
on baths.If, asusual,the finish is too
bad,I havethemRE-SLIRFACED, an
honesttermmethinks,for a cold-setting
quality paintjob with a five-year
guarantee.
I havegreatrespectfor Drummond
Shaw'sstandards of quality,andthe
finish achievedon his baths,I am sure,is
splendid,but it is the costwhich restricts
its useto the morc valuablebaths.This,
surely,is the point- we mustsaveand
re-usethe majority of ordianry roll-edge
baths,yet to re-enamelthem properly
would makethem much more expensive
thanthe repros.Most privateswould
choosethe cheaperoption.
If a customeris preparedto PaYthe
difference,I will havea bathre-
enamelledin GreatBritain for under
€5fi) +vat.This is cheaperthan
Drummond'sbut oneprobablyhasto live
with the pin-holesin the surface.

I havebeenin contactwith Ian Broadof
the WaterBylaw AdvisoryService(T&e
WaterResearchCentretcl01495
248454)and I have receivedboth good
and bad news.The bylaws are
ludicrouslycomplicated,andno-one
seemsto be ableto give a definitive
opinion uponwhat they mean- eventhe
WBAS.
Becausethey are open to interpretation,
many plumbersare still usingoutlawed
practicesin all innocence,whilst some
implementthe bylawsin a draconian
fashiondueto mis-interpretation.
Meanwhile.differentlocal water
authoritiesalsointerpretthe bylawsin
their own ways.
For example,it seemsthattheTYPeB
one inch air gap,which mustexist
betweenthe ball cock spoutand the
overflow,in fact shouldbe betweenthe
spoutandthe critical waterlevel. (The
critical waterlevel is the highestlevel
that the watercanreachwith the valve
held fully openand the waterat its
highestpressure.)In practice,because
overflowscannot generallycope,this
usuallymeansthe spill-overlevel (ie thc
top ofthe cistem body).I haveinspected
variousold cistemsandmostof them,if
fitted with a Part Ttvo ball cock, would
pass.Phew.Howevermostwoodenhigh-
level cisternswould not, unlessone had
fitted a Part Ttr/o ball cock abovethe top
edgeof the cistern.
3. Lead-LinedCisterns
A few weeksago, one opinion from the
WBAS wasthat leadJinedcisterns(as
part of a WC) were acceptable.Now they
have decidedthat they arenot, but one
caninexpensivelymakethempassthe
regsby coating the lead.
The WBAS recommendListedMaterials
testedto BS 6280for suitabilityfor
contactwith potable water;theseare
paints,rubberisedcoatingsandtwo-part
epoxycoatingswhich onecanspread,
brush or sprayover the lead.Mr Broad
suggested:

4. Old Taps,Mixers, Showersetc
It seemsthat providedold taPsare
properlyrefurbished(whichmeansmore
thanbungingin a new washer)almost
anythingis acceptableprovidedalsothat
double-check,non-retumvalvesare
fitted to certainitems.

Suchitemsincludemixer taps.withno
intemaldivision,globetapsandmost
basin and bath tapswherethe spouts
hangover into the bowl (ie no Tlpe B air
gaps).Howeverin anotherconversation
Mr Broadstatedthat the WBAS do not
really approveof non-returnvalvesas
they aremechanicalandthereforecould
fail.
It is my guessthat if we andthe plumbers
behaveresponsiblyandnon-returnvalves
areusd, little or no troublewill result
for the foreseeable future.
5. The 7.5 Litre Flush
This is a tricky one.As from lst January
1993,all new cisternsandloo pansmust
usea 7.5 litre flush (Bylaw 78). Eventhe
dual flush syphonsareno longer
acceptable - a greatpity asI thoughtthey
werc an excellentwater-saving idea.
With the useof modernsyphons,an
adjustmentof the bdl cockor eventhe
physicalreductionof the internal
dimensionsof the cistem,would allow
any cistemto flush 7.5 litres.
Unfortunately,as old loo panswere made
to flush on largerquantitiesof water*,I
expectthis would resultin usingtwo or
more flushesto be rid of the bobbies,
causinginconvenience andwater
wastage,not to sayembarrassment.
High-levelcisternswould still work
effectively,but lowlevel cistemscould
be a problem.(As you statedin
SalvoNews96, largerflush cistemscan
be fitted as replacementsfor similar
cisterns,but [gl if the loo pan is to be
repalcedas well.)
Unofficially, the WBAS agreedwith me
that with regardto air gapson problem
cisterns,mixer water seperationand
larger flushes,commonsenseshould
rule. If every effort hasbeenmadeto
observethe regulations,it is unlikely that
for the foresceablefuture any trouble will
result. If lead is rcmovedor coated.Part
Tlvo ball cocks,plasticBS-approved
syphonsand double-checknon-return
valves are fitted wherenecessary,then
we will be seento be behaving
responsibly.
Wherea chinacistemhasa high spill-
