APPLYING THE PHASES OF COMMUNITY ORGANIZING

Answer the following questions based on the video you have watched.
1. What are the problems that the residents have faced after the disaster?

Typhoon Haiyan, also known as "Yolanda" in the Philippines, was considered the
country's greatest natural calamity. Thousands of people were killed or injured as a
result of the storm. During the typhoon, people are killed, wounded, or lost.
Flooding causes individuals to drown, buildings to be entirely demolished, property
to be carried away, and farms to lose all of their harvests due to strong winds and
heavy rainfall. Mudslides and power disruptions have also been reported. Moreover,
coastal area dwellers in Tacloban, mostly poor fisherfolk families, suffered the most
devastation, having been the first to be hit by storm surges.

2. What organizations went in the community itself to offer help and assistance to the
residents? During Typhoon Haiyan, The government agencies engaged in the
National Disaster Framework include the AFP, BFP, DENR, DILG, MMDA, NTC,
OCD-NDRRMC, PAG-ASA, PCOO, PNRC, PHIVOLCS, PIA, and PNP, as well as
the newly formed Commercial and Amateur Radio Transceivers and Dealers
Association of the Philippines Inc.

3. The interviewed resident mentioned in the video that the organizers went there without
relief goods during their first arrival? What do you think is the reason why the organizers
came empty handed if they really want to help them?
This is due to the fact that activities concentrated on providing emergency food, emergency
shelter supplies and non-food goods.

4. What is the goal of the organizers to do for the community?

Typically, the organizers are members of the community or advocacy groups. The purpose of
community organizing is to establish long-term power for a community-representing group,
allowing it to influence important decision-makers on a variety of topics. Community organizing is
the process through which people get together to identify common problems or goals, organize
resources, then plan and implement tactics to achieve their goals.

5. What are activities and programs conducted by the organizers in the


community? Categorized the activities according to their phases.

The Program is divided into three stages. Phase 1 is the emergency phase, which
lasted from November 2013 until February 2014. Activities centered on the
distribution of emergency food, emergency shelter supplies (tarps, repair kits), and
non-food goods. Phase 2 is the early recovery phase, which lasted from February to
December 2014. Support was centered on self-recovery for secure shelter, food
security, and income generation. Household level cash grants (HHCT) are
distributed in two tranches in Phase 2 livelihood interventions: Php 3,000 for the
first tranche to jump start quick-impact livelihood and Php 5,000 for the second
tranche to extend and diversify livelihoods.

Phase 3 is the medium-term recovery phase, lasting from January 2015 to


November 2016. Two financing institutions, the Community Enterprise Facility
(CEF) and the Women Enterprise Fund, offered financial help to group-owned and
women-managed businesses (WEF). Enterprise help also includes capacity building
and technical assistance. CARE employs the value chain strategy to increase
communities' market relationships.

6. Do you think that the organizers succeeded in helping the residents restoring
their community? Explain your answer.

Typhoon Haiyan wreaked tremendous devastation, anguish, and despair on the Philippines'
central region on November 8, 2013. Although the first reaction gave life-saving assistance
to millions of people in the afflicted region, the bigger task has been to guarantee that
rehabilitation and reconstruction efforts leave shattered communities better prepared to
resist future shocks. It became clear that rebuilding storm-ravaged areas, while
overwhelming and complicated, provided Development and Peace and its partner
organizations with a unique opportunity to address some of the poverty conditions that
made people vulnerable in the first place, such as chronic poverty, powerlessness,
inequality, living on the margins and in hazardous areas, and the fact that the institutions
that are supposed to assist them are generally weak.
