RECONSTITUTING THE ORMOC CITY RESILIENCE COUNCIL (OCRC),


DEFINING ITS COMPOSITION AND FUNCTIONS

WHEREAS, the Resiliency Leadership & Governance Program for Local Chief Executives
of the National Resilience Council (NRC) Partner Local Government Units was launched on
October 13, 2017 in support of the 2017 International Day for Disaster Risk Reduction (IDDRR);

WHEREAS, the NRC aims to have public-private partnership working together in making
the country resilient to disasters to contribute to the global targets and priorities of action of
the Sendai Framework for Disaster Risk Reduction: understanding disaster risk, strengthening
disaster risk governance, investing in DRR, and enhancing disaster preparedness for effective
response, recovery, and rehabilitation;

WHEREAS, Ormoc City as one of the cities that pledged to work with the NRC, launched
the Resilient Ormoc Initiative in March 2018 to pursue the continuing agenda of building a
resilient Philippines;

WHEREAS, in January 2022, Ormoc City joined the Making Cities Resilient 2030
(MCR2030), a unique cross-stakeholder initiative for improving local resilience through
advocacy, sharing knowledge and experiences, establishing mutually reinforcing city-to-city
learning networks, injecting technical expertise, connecting multiple layers of government and
building partnerships;

WHEREAS, there is a need to create a local council to be known as the Ormoc City
Resilience Council (OCRC) to coordinate local efforts and realize the objectives of the NRC’s
Resilient LGU Program, the MCR2030, and the Sendai Framework to accelerate progress on the
Sustainable Development Goals;

WHEREAS, the OCRC needs to be reconstituted with new members to ensure that the
resilience goals and activities are closely coordinated with the National Resilience Council and
other stakeholders, particularly those concerning the resilience scorecard;

NOW, THEREFORE, I, LUCY TORRES GOMEZ, Mayor of the City of Ormoc, by virtue of
the powers vested in me by law, do hereby order the following:

SECTION 1. CREATION AND PURPOSES. The Ormoc City Resilience Council (OCRC) is
hereby re-established to plan and to implement projects, and programs for a resilient Ormoc
City.
SECTION 2. COMPOSITION. The Ormoc City Resilience Council (OCRC) shall be composed of the
following:

SECTION 3. POWERS AND FUNCTIONS. The Council shall have the following functions and
responsibilities:
1. Ensure climate and disaster resilience through effective disaster risk reduction and
management in terms of prevention, preparedness, response, recovery, and
rehabilitation in Ormoc City;
2. Understand disaster in all its dimensions of vulnerability, capacity, exposure of persons
and assets, hazard characteristics and the environment in the city;
3. Strengthen disaster risk governance to manage disaster risk at the local level through
collaboration and partnerships;
4. Invest in disaster risk reduction for resilience of persons, communities and their assets,
as well as the environment by investing on the economic, social, health and cultural
dimensions;
5. Enhance disaster preparedness for effective response and to “Build Back Better” in
recovery, rehabilitation and reconstruction by taking proactive action and by ensuring
that capacities are in place at all levels through integrating disaster risk reduction into
development measures;
6. Coordinate with the NRC and the UN Office for Disaster Risk Reduction (UNDRR)
regarding the disaster resilience scorecard indicators and other MCR2030 activities;
7. Participate in meetings, capacity building activities, technical workshops, and webinars
related to climate and disaster resilience; and
8. Perform other functions as may be necessary.

SECTION 4. BUDGET. Budgetary requirements for the Council’s operations shall be


sourced from the existing appropriations for projects and programs and of involved offices.

SECTION 5. EFFECTIVITY. All issuance and orders inconsistent with this Executive Order
are hereby repealed, amended and/or modified accordingly.

Development Office, to all concerned for their information and guidance.
