I. CALL TO ORDER:

The meeting was called to order at 11:10 o’clock in the morning with the Honorable City
Vice-Mayor and CDRRMC Vice Chairperson, Atty. Johari G. Baña as the presiding officer.

Invocation was led by Markjoel Rey Mamuad followed by the PambansangAwit and Digos
City Hymn thru Audio visual presentation.

II. DETERMINATION OF QUORUM:

John Basil A. Sevilla acknowledged, called the roll of the Council members, and presented
the new council members, namely;

1. Ms. Marylou S. Montefalcon – assumed office last November 2, 2021 as the City Local
Government Operations Officer.
2. P/LtCol. Hamlet M Lerios – City Chief of Police
3. J/SINSP Reynaldo C. Putong – Male Warden, BJMP
4. Recognition of Engr. Jerome S. Escobarte as City Agriculturist

There was a quorum with 29 members present.

III. READING OF THE MINUTES OF THE 3RD QUARTERLY MEETING:

Engr. Felix Tabasa requested to put into motion and dispense the reading of the minutes
of the previous meeting, thereby moved by Emmanuel Escarcha and seconded by Engr. Tabasa.

Discussion/comments of the minutes of the previous meeting followed of which Mr.


Escarcha referred to the 5th paragraph, addressing to the Local Government to avail the
rehabilitation and recovery program thru trainings.

There was no other query/ or objection about the minutes, thus it was unanimously
approved.

IV. NEW BUSINESS: Agenda 1

A. UPDATES:

1. DISASTER REDUCTION AND MANAGEMENT MITIGATION COMMITTEE by ENGR. JEROME S.


ESCOBARTE, City Agriculturist: Engr. Escobarte presented in powerpoint their office’s unique
innovation of a monitoring device called KOBO software application for the Tree Planting
Project or the “One Million Trees” project of the City government. This initiative is deemed
to be the first in the country to geo tag the location of trees planted, monitor the volume
and survival of the trees. Engr. Escobarte expressed that he and his personnel are willing to
assist anyone who would like the apps to be uploaded in his cellphone so that he can
personally monitor the trees he has planted.

1.2 Mr. Pocholo dela Peña of CM Outdoors presented a proposal to improve communication
and said that there is a difficulty in gathering relevant information especially in far flung
barangays because of the difficulty in sending and receiving messages. He suggested of
putting up a link, specifically a Repeater at Lutangan area to reach Barangay Kapatagan and
another proposed location will be at Barangay Cogon. In addition, he said that a portable
repeater can also be used as on- scene, so that areas can also be monitored.
1.3 For remarks on this suggestion, Mr. Miralles, the CDRRMO Head, conveyed that the idea
is good, but acquiring repeaters will depend on the budget. He further cited that there is a
repeater in Binaton and also with the BFP, and these can relay messages if there are
disasters or emergencies occurring in the area. Besides, he said that the budget for 2022
was already approved and there are priorities that we need to be catered.

1.4 Engr. Escarcha suggested to pass a resolution to the Sanggunian so with the other
operation to come up with a design for the improvement of communication facilities.

1.5 Vice Mayor Baña preferred to have an action plan and to give time to formulate the
proposal and an appropriate time for the council to look into.

1.6 Mr. Donga of BSP stressed that we have to enhance more on communication, solve the
problem in feeding information by creating a base station in every barangay.

1.7 Vice-Mayor Baña added that we have to mitigate disasters by planting of trees since the
greening program is a holistic approach which covers monitoring. He said that we have to
know that we already have explored especially that Digos City is the first to put up an App to
monitor the planting of trees. In addition, he articulated that we already have an alarm
system for response to disasters and that communication is important especially during mass
emergencies. Barangay responders form part of Disaster Preparedness since they were
trained to be prepared for any eventualities.

1.8 Mr. Dondoyano from RAGDARI said that we have to experiment the site and refer the
same with the other groups regarding radio communication.

1.9 Mr. Escarcha shared that we experience with the settlement areas that are easily flooded
to incorporate the settlements in particular subdivisions located at the highland areas. They
have to establish water disposal such as in Barangay Kiagot where flooding easily occurs
whenever it rains because there is no proper area of disposal of water.

1.10 Vice-Mayor Baña believes that this has been incorporated with the assistance of HLURB
the technical aspects in the National Shelter Plan which was also integrated in the
Comprehensive Land Use Plan (CLUP). This will require another action for the actual transfer
and will depend if there are relocation areas and the willingness of the affected constituents
are important. In our part, we never stop reminding them and our efforts really is to make
them stay away from the identified hazard areas.

2. PREPAREDNESS COMMITTEE

2.1 Conducted a review on the Local Disaster Risk Reduction and Management Plan.

2.2 Annual performances were being conducted and the drafting of the Local emergency
communications plan.

2.3 Drafting of the target recepients for the 2022 Preparedness Training Program for
volunteers, establishments, city hall employees, Barangay Disaster Risk Reduction and
Management (BDRRM) as well as the CDRRMO personnel. This is in line with the programs
and projects as provided in the DRRM Plan of Digos City.

2.4 Successfully trained 26 Barangays for the specialized training on hazard and
emergencies.; more are trained and capacitated CDRRMO personnel as Emergency Medical
Responders, capable in Search and Rescue; Barangay Tanods were also trained sponsored by
DILG.

3. UPDATES ON LAW AND ORDER

3.1 On situation update: October and November average monthly crime rate is only 5.96
incidents for every 100,000 population.

3.2 Cases of robbery has increased with 30 noted robbery and theft compared to the
previous months wherein the people are confined because of COVID; on illegal gambling, 9
were arrested and 5 persons were apprehended because of illegal drugs

As to the visibility, 4 Barangays have active barangay tanods in Barangay San Miguel, Zone 3,
Aplaya which have activated their Barangay police auxiliary to assist the PNP while doing a
ronda.

4. UPDATES ON DISINFECTION
BY: F/CINSP JEANNY U CALVARIO, City Fire Marshall

4.1 Have conducted disinfection to 15 private facilities/government/private establishments.


Likewise, the office also conducted regular disinfection at City Hall building and other
agencies upon request

4.2 Vice Mayor Baña pointed out that with the possible face to face of classes, regular
disinfection to all schools is required.

B. REVIEW/AMENDMENT/APPROVAL OF THE LDRRM PLAN

1. The 5 year LDRRM Plan is being reviewed annually and needs the approval from the
council to be forwarded to the Province and then to the Office of Civil Defense. As to the
amendment, one is about the Gender and Development focal person in the council as being
emphasized in the 5 year plan. The functions of the focal person is to coordinate, provide
and serve as the technical adviser for the programs and projects on women gender and
development concerns.

2. It provides regular updates and recommendations to the CDRRM Council as to GAD


related concerns. The LDRRM Plan is divided into 2 parts; 1) the ecological profile in which all
information was taken from the CLUP and 2) risk profile as shown in the maps are all the
hazards.

3. As to the Investment Plan CY 2022, there are some items in the budget that needs to be
reviewed under the thematic area plan; the investment plan for 2022 was already approved
during the 3rd quarter meeting.

4. LDRRM Plan CY 2021-2025 was presented. For updates, there is now the Citizen’s
Charter, we have 11 services which includes the availing of certifications as to disaster
related concerns, picture of damages if any, conduct of disinfection as per request, service
vehicle in transporting the dead for cremation, cater locally- stranded individuals/return
overseas Filipino workers during the pandemic crisis and vehicle towing services.

4.1 Vice Mayor Baña stated that this requires affirmation in the passing of resolution for the
amendments as presented. It was moved by Philip June Caminadeof KABALIKAT duly
seconded by Eldie Aguirre of Quadmedia to adopt and approve the amended Local Disaster
Risk Reduction and Management Plan for CY 2021-2025.

5. On the passage of resolution regarding Mr. Escarcha’s presentation, amending the


suggestion of passing a resolution endorsing the communication plan as presented a while
ago, a suggestion to create a committee to study (TWG) to formulate communication
system/design/infrastructure and present the plan to the council for adoption and approval
endorsing the same to the SB, for appropriate action/implementation. A motion to create a
TWG, was moved by Jonathan Arendain of RECON seconded by Philip June Caminade of
KABALIKAT.
6. On the other hand, Engr. Escobarte moved to pass a resolution requesting all the 26
barangays to submit and provide radio base tower for communication equipment like radio
base funds to be taken from their 5% Disaster Fund of the barangay This was seconded by
Pocholo dela Peña.

7. Ms. Montefalcon suggested to rephrase the word directing to enjoining the 26 barangays
because it needs funding and the budget for 2022 was already finished most probably maybe
by 2023 or 2024.

8. Vice Mayor Baña said that this is only a resolution, no force of law. The Vice Mayor
agreed that enjoining is a better word for the 26 barangays to put up communication
facilities for purposes of disaster response which shall be taken from their 5% Disaster fund.
He further explained that before the mandanas ruling, we were dependent on some form of
assistance from the NDRRMC or purely LGU funder, no devolution and no mandanas funds
will be augmented for disaster response.

9. According to Engr. Tabasa, it’s better to discuss this with the Liga Ng Barangay for they are
the right persons to give reaction, so that this will be discussed during the ABC for them to
react with that particular concern.

10. Vice Mayor Baña replied that the manifestation maybe actually a motion to defer and
address to the proponent to give the matter to the ABC.

11. Engr. Escobarte being the movant, agreed to the idea of Engr. Tabasa since there is no
representative from the LNB, that it is better to discuss the matter during the ABC meeting,
and withdrew his resolution.

C. VACCINATION UPDATES
BY: MS. SALVACION C. RODRIGUEZ OF DOH

1. Ms. Rodriguez acknowledged the CDRRMO for the support during the 3 days “Bayanihan
Bakunahan” last November 29 to December 1, 2021. She thanked the LGU of the support,
the CDRRMO who have exerted their support to assist those persons to be vaccinated. Digos
City has 4 vaccination sites for COVID 19, GMall, Cor Jesu Gym, DSPH and mobile team
composed of doctors hired by DOH to augment the City Government to go to the areas to
fetch those who are going for vaccination, add 2 vaccination sites, Business center and other
mobile team so all in all there are 6 vaccination sites during the 3 day national vaccination
days.

According to Ms. Rodriguez, the National Government gave 13,000 as daily targets to be
vaccinated for a total of 39,000 in three days, since there are still unvaccinated in Digos City,
the objective was to be able to vaccinate 70% of the total population in Digos City to achieve
the 70% vaccinated population.
Digos City has still unvaccinated population especially in the Barangays. Based on the data,
there is surge after the Christmas season, so, this is the reason why we conducted Bayanihan
Bakunahan to avoid the surge of COVID-19 cases in January or February because of the
activities during the holiday season.

Number of persons vaccinated during the conduct of National vaccination day were as
follows:
November 29 - 4,350 persons
November 30 - 4,257
December 1 - 4,291
Total persons vaccinated - 12,898 very short of our target of 39,000

Ms Rodriguez expressed that they were able to vaccinate 33% in addition to those who were
vaccinated last March until December 1. It was already a big help by giving protection to our
brothers and sisters in Digos City. The target of 70% is 154,840 based on the population of
Digos City, supposedly to be vaccinated before the end of this year 2021. As of now, we have
reached 78,121 for the newly vaccinated (1st dose) and those who are fully vaccinated
50,000, of the 70% quota we only have 42% vaccinated as of December 1, 2021.

Moreover, Ms. Rodriguez made an announcement that on December 15,16 & 17, 2021 will
be another round of National vaccination days. She hoped that that these National
vaccination days could help Digos City to become fully vaccinated.

D. OTHER MATTERS:

1. OVERVIEW OF EMERGENCY DATA NETWORK BY RAGDARI

Introduction for amateur radio network. The project was introduced by an Engineer
from California, after seeing the communication system in the Philippines is poor and
ineffective. This system create a high speed data network for use of emergency and other
service oriented communication.

The Amateur Radio Emergency Data Network (AREDN) focuses on emergency


communication (EmComm) by establishing a mesh network that provides necessary means
of communication that offers different services such as chat, email, voice call and live video
feed. The AREDN was developed in the United States of America by a team of amateur radio
operators interested in Emergency communication. AREDN’s mesh is not dependent on any
internet provider but it creates its data network in GHz bands that acts as independent
internet during an emergency. The AREDN mesh node is designed to be set up with minimal
expertise and establish a network of nodes in a particular area.

There are already numerous amateur radio operators and clubs worldwide that can
prove the network’s reliability during significant events and disasters. The AREDN is one of
the revolutionary developments made by enthusiasts to improve communication capability
during emergencies.

2) FUND UTILIZATION MONITORING AND EVALUATION

2.1 On the monitoring and evaluation especially during Gawad Kalasag assessment,
Mr Abad expressed that despite the OCD is regularly monitoring but we are regularly
updating the council how are the projects are working. As of month of October, the total
utilized budget has reached 45%. Projects and Programs that are implemented with papers
under processing are not included in this projection. This fund utilization review and
monitoring report reflects the LDRRM Plan monitoring and evaluation process of the current
calendar year.

2.2 One of the highlights our Digos City has availed for this year are the Early Warning
System, Rehabilitation of the CCTV, and acquisition of traffic lights.

2.3 Mr. Miralles on the other hand pointed out that as of October 45% is not included
in the 20 Million traffic lights and that we cannot use this all until the end of this year. He
added that there is a reserve in case of disaster, but if no disaster within the end of this
month it will be served as Trust Fund for 2021. Trust fund has been augmented during the
2019 series of high magnitude earthquakes that rocked our province.

2.4 Engr. Felix Tabasa moved for the adjournment of the meeting and was seconded
by Engr. Jerome Escobarte.

Since there were no other matters that were brought up, the meeting was adjourned at 2:45
in the afternoon.
