Facts:
1. The committee hearing was held on February 7, 2013, 2:00 P.M. at the Vice Mayor’s Office to
discussed the subject.

The committee discussed the Municipal Ordinance No. 2011-19, An Ordinance Creating the
Municipal Economic Enterprise Office (MEEO) for the purpose of Establishing, Developing, Operating,
Maintaining and Managing Sustainable Municipal Enterprises of the Municipality.
It is erroneous that the Municipal Health Officer is placed under the Municipal Economic
Enterprise. Her position is mandatory in an organic staffing pattern of every local government unit.
Hence, her position should be reverted to the organic employees in the municipality.
In Section 6, Staffing Pattern and Creation of Plantilla Positions. Number 4. Lying-In , Dental and
Laboratory of the Economic Enterprise. The Municipal Health Officer (Dr. Joyous Jan Santos) will be
deleted and she will be reverted in Organic staffing pattern of the municipality. There should have a
Municipal Health Officer in the organic organization but she will remain as head of the Lying-In clinic
with full supervision.
Upon proper consultation with the persons concerned the committee recommends Amending
Portion of Municipal Ordinance No. 2011-18, Municipal Economic Enterprise (Section 6 (A)(4) Deleting
the name of Dr. Joyous Jan Santos and leave her item vacant. She will be reverted to the original
position.

It was discussed that every 3 rd Friday of March usually the start of graduation or closing
ceremonies of almost all schools. There is also a possibility that the 3 rd Friday of March will fall
on Good Friday of the Lenten Week.

The committee discussed this measure which was referred last February 25, 2013
regular session, the review of Barangay Annual Budget for year 2013 of all barangays in the
Municipality of Pavia.
The committee reviewed each the 2013 Barangay Budget if it shows substantial
compliance with the provisions of the Local Government Code of 1991 and implementing rules,
circulars and issuances.
The Municipal Budget Officer and the Municipal Accountant have already conducted a
preliminary review of the said barangay annual budget year 2013 and the budget may therefore
be considered operative effective January 1, 2013 provided that guidelines are complied with in
accordance with the following:
After a thorough verifications, of each barangay budget, the committee found out that
all barangays complied with existing laws, rules and regulations of the Local Government Code
of 1991, the committee recommends for the approval of the 18 Barangays Annual Budget for
calendar year 2013.
The committee reviewed each the 2013 Barangay Budget if it shows substantial compliance with
the provisions of the Local Government Code of 1991 and implementing rules, circulars and issuances.
As stated before, the Municipal Budget Officer and the Municipal Accountant have already
conducted a preliminary review of the said barangay annual budget year 2013 and the budget may
therefore be considered operative effective January 1, 2013 provided that guidelines are complied with
in accordance with the following:
1. Payment of the following benefits: Honorarium of barangay officials, Year-end benefits and
annual leave benefits.
3. That SK Fund should be programmed by the SK council consistent with priorities set for youth
development program at 10%.
4. Projects funded under the 20% Development fund shall be those embodied in the approved
Annual Investment Plan of the barangay and consistent with priorities prescribed under the
Joint Memo Circular No. 1 issued by DILG & DBM
5. Disbursements of the 5% LDRRMF (Local Disaster Risk Reduction Management Fund) shall be in
accordance with RA 10121 and its Implementing Rules and Regulations.
6. The 55% P.S.-45% MOOE ratio proportions were followed.
The Barangay Appropriation Ordinance of each barangay has complied with the following:
After a thorough verifications, the committee found out that all barangays complied
with existing laws, rules and regulations of the Local Government Code of 1991, the committee
recommends for the passage of resolution approving the 18 Barangays Annual Budget for
calendar year 2013.
Facts:
1. The above measure was referred to the Committee on Appropriations last March
19,2013 regular session, for report and recommendation.
2. The committee meeting was called on Thursday, March 21, 2013 at 10:00 A.M.
3. In attendance to the said committee meeting were:

FINDINGS:
1. The Terminal Leave Benefits of the late SB Member Melecio C. Sotomil, Jr. in the amount of
P79,833.61; former Municipal Treasurer Edwin C. Elumba who resigned from Office upon
filing of COC for SB Member in the balance amount of P250,000.00 and the late Asst.
Municipal Treasurer Ricardo Pineda in the amount of P227,265.90 were not included in the
Municipal Annual Budget CY 2013.
2. The Loyalty Pay due to Mr. Homer Hubag, Municipal Agricultural Officer in the amount of
P5,000.00 was also not included in the Municipal Annual Budget CY 2013.
3. As to the MOOE, Subsidy to Economic Enterprise, Market and Slaughterhouse, the overtime
and night premium of Meat Inspector Salvador Hiponia, Jr., including Sundays in the
amount of P17,000.00; and the Terminal Leave Benefit of the Ms. Ada Fuentebaja who
retired last year was erroneously computed with a difference of P4,711.04, were also not
included in Municipal Annual Budget for CY 2013.
4. The above benefits of deceased officials and Loyalty Pay and Overtime and Night Premium
of municipal employees are priority items that need to be funded.
5. There are available funds from Savings at the Beginning of the Year in the amount of
P683,810.55 as certified by the Municipal Accountant and OIC Municipal Treasurer.

FINDINGS:
The committee hearing was called regarding the rising number of dengue cases in the
municipality specifically in Brgy. Amparo. We should be aware and be prepared and will not wait that
more dengue cases to be reported. Its already rainy season and more mosquitos around us.
RHU personnel reported that last January to June 2012 there were 57 dengue cases and this
year 2013 Jan to June- 43 cases reported which is 24.6% lower than that of last year. (Pls. see
attachment 1) Pavia rank No. 9 in the province of Iloilo with Cabatuan rank No. 1. Most of us are not
aware of this number of cases and the presence of mosquitos bringing dengue virus.

Recommendation:
Since all the necessary documents for PALC and Final Approval were complete it is
recommended that the PALC and Final Approval of both Parc Regency “M” and Parc Regency
“N” will be granted.
1. There were three (3) municipalities in the Province of Iloilo selected by the Canadian
Institute for Development Agency (CIDA) to become the pilot municipalities-
implementor of GREAT Women Project: Pavia, Badiangan and Miag-ao and Province
of Iloilo in provincial level.
2. Of the three (3) municipalities Pavia is the highest pointer as to the implementation
GREAT Women Project in Iloilo Province.
3. Monitoring and Evaluation, if fully implemented, will provide the local government
unit with improved service delivery, planning and resources allocation.
4. The main purpose of monitoring and evaluation is to establish a data base of the
implementation of the project.
5. If Pavia has adopted the monitoring and evaluation scheme to all projects, Pavia will
top the GREAT Women Project in whole Philippines.
RECOMMENDATION:
The committee hearing was called to discussed the complaints of the PTA Members of
Pandac Elementary School regarding the filling up of soil of Deca Homes Subd. Phase 3, which is
adjacent to the said school, and Barangay Pandac Resolution No. 2013-22 which states that” A
Resolution calling the 8990 Housing Development Corporation to stop the Development of
Deca Homes Subdivision (Phase 3) at Barangay Pandac, Pavia, Iloilo.
The grounds of the said school got flooded during rainy days and the water could not
easily subsides and also the houses near the proposed subdivision site were affected. It started
during the filling up of soil by the Deca Homes Phase 3 which is adjacent to the school. The
drainage system going to the creek was damaged during the delivery of filling materials. The
road became muddy during rainy days and dusty during sunny days which are dangerous to the
school children and residents in the nearby development site.
The chairman, asked the representative from Deca Homes if they have filed necessary
permits, clearances and other related documents or ECC (Environmental Compliance
Certificate) from the DENR for the starting up of the development of their subdivision. There
were already many violations against the ECC by the DECA Homes.
Mr. Fernie Casili, representative of DECA Homes, explained that the portion or lot they
are filling up are those purchased lot area. He admitted that they have not yet applied for an
ECC at the DENR.
The chairman, requested him to inform the 8990 Housing Development Corporation to
stop the filling up until they have acquired the ECC. There are many documents required for the
ECC and one is the conduct of Barangay Public Hearing. You have no ECC that’s why there
were violations done.
In DECA Homes Phase 1 & 2 it was noted that many of the sold out units were used as
sari-sari store, internet café, fish and meat stores and other businesses. Some have not secured
business permits from the municipality. The roads inside the subdivision were made as a
garage of some homeowners. There is no Deed of Restrictions which stipulates the restrictions
between the 8990 Development Housing Corporation and the homeowners. There is a need to
strengthen the Home Owners Association.
The DECA Homes representatives agreed to comply with the following commitments:
1. Stop the filling of soil before the ECC of the project is secured.
2. Drainage canal where rain water accumulate shall be developed at the sitio near and
around Pandac Elem. School.
3. Mud tailings that resulted to dust when dry-up shall be removed from the provincial
road at their vicinity.
4. Deed of Restriction between developer and homeowners should be formulated.
5. There should be a legitimate Home Owners Association to help police violations.
DANILO G. HUBAG

1. The Local Anti-Criminality Action Plan is required by the Nation Head Quarters of PNP
per its Letter of Instruction No. 71/08 Decentralizing the Formulation and
Implementation of Anti-Criminality Plans; and NHQ PNP LOI No. 70/80 Local Anti-
Criminality Strategy.
2. The Anti-Criminality Action Plan was furnished to all committee members for reference,
a copy of which is hereto attached.
3. The term of the Anti-Criminality Action Plan is until December 31, 2013.
4. Amendment/revision introduced shall pass through the Municipal Peace and Order
Council (MPOC) for approval for indorsement to the Sangguniang Bayan for adoption.
RECOMMENDATIONS:
The committee hereby recommends for the adoption of the MPOC Approved Local
Anti-Criminality Action Plan for implementation.
ROLANDO DE LA ROSA

This committee meeting was conducted to discussed the Authority of the Municipal Mayor to
Enter Into Memorandum of Agreement with PNHS (Pavia National High School) for the Bulig sa Pagtuon
Program (Renewal).
The amended Memorandum of Agreement for SY 2013-2014 was presented by the PNHS
Principal to the Committee Members for review and verifications. On the first page under the financial
assistance the First Party is offering the total amount of Three Hundred Sixty Five pesos (P365.00) per
student. Item No. 1. School Publication/Paper @ P75.00 per student will be changed to P90.00 per
student as per DepEd Order No. 41,s.2012 Revised Guidelines on the Opening of Classes which was
approved as per DO No. 19, S 2008.
After a thorough discussions and verifications, the committee recommends to pass a resolution
Authorizing the Municipal Mayor to Enter into Memorandum of Agreement with PNHS for the Bulig sa
Pagtuon Program (Renewal) for School Year 2013-2014.

1. The Above-Subject was referred Committee on Health & Sanitation during
the regular session held last July 22, 2013.
2. The committee called for a meeting on the above-subject on July 24, 2013 at
SB Office at 10:00 A.M.

The Committee chair, Hon. Mark Sotomil presided over the meeting that started 9:30
A.M. at the SB Session Hall, this municipality. The Memorandum of Agreement for the
Implementing Guidelines on the Department of Health (DOH) Complete Treatment Pack to
Ensure Sustainable Access to Essential Drugs and Medicines for Marginalized Sectors was
discussed.
The DOH Complete Treatment Pack medicines specifically indicated for hypertension,
diabetes and common infections given for free to the identified population with household ID
Number of the DSWD CCT Program. The DOH ComPack Program shall be implemented in Rural
Health units (RHUs) and in the LGUs in partnership with the Department of Social Welfare &
Development (DSWD) and the Department of Interior and Local Government (DILG). (Please
refer to the attached MOA).
After a thorough discussions and deliberations the committee finds the Memorandum
of Agreement in order and beneficial to our constituents and recommends to pass a resolution
authorizing the Municipal Mayor to sign the Memorandum of Agreement.
The committee meeting was called to discuss this matter which was referred to the
committee during regular session.
Hon. Roland de la Rosa reported that in Brgy. Amparo there were some residents who
were hauling sand from the river not for personal/ household use but for commercial use. Two
multicabs were used for hauling from river banks to another place and big trucks were getting
it. Mr. Ramy Madero said that desilting of river should be in the middle portion and five meters
away from the river banks. Hon. Ervin Gerochi said that fast flowing of water can cause erosion
of the river banks if they are getting sand at the base of the river banks. According to Hon. De la
Rosa why they are continuing hauling sand even though this is strictly prohibited.
Chief Dumaguing informed that they are apprehending trucks loaded with sand from
Brgy. Anilao and Pagsanga-an area. They are not apprehending people who were doing hauling
sand from the river but only trucks loaded with sand because this is the only the source of
income they have. Mr. Ramy Madero suggested that we will request DPWH that the
municipality will be the one to conduct the clearing and desilting materials from the rivers
where the flood control project was located. Hon. Danilo Hubag suggested that they can get
sand but should be within the specified area, five meters away from the riverbanks.
The chairman said that its good that to apprehend trucks loaded with sand, so that
those people who “pasaka balas” will stop doing it because there’s no more trucks to get it.
Regarding the Comprehensive Drainage System plan of the municipality, Engr. Guillem
said that their office is preparing the comprehensive drainage plan of the municipality. Ten
barangays already submitted their drainage system plan and they were waiting for the eight
barangays to submit.
RECOMMENDATIONS:
After a thorough discussions the committee recommends for the passage of Resolution
for DPWH Signifying Intention for the clearing of Siltation at Aganan and Tigum rivers within
Pavia.

Subject : 1. Rerouting Scheme of vehicles passing Aganan-Mali-ao Bridge.
2. Temporary Closure of the half-lane of Aganan-Mali-ao Bridge.
3. Absolute “No Parking” at the National Road at Poblacion area up to Purok II-
Cabugao Sur Boundary.
3. Rerouting of Tricycle and Trisikad in going to Pavia Pilot Elem. School and
Pavia National High School.

The DPWH will be starting its construction of Aganan-Mali-ao Bridge on August 15,
2013. There will be a temporary closure of the half-lane of Aganan-Mali-ao bridge and
rerouting scheme of vehicles passing on this bridge. All Vehicles going to Sta. Barbara will be
passing the half lane of the bridge and from Sta. Barbara going to Iloilo City will pass the Pavia
Poblacion road. There will be absolute “No Parking” at the National Road at poblacion area,
Gonzaga and Evangelista Sts. up to Carlitos area. Signages or notices on areas before and after
the bridge will be provided by the contractor. The start of the rerouting will be on August 15,
2013.
Tricycles and Trisikads cannot traverse from Gonzaga and Evangelista Sts. up to Purok II-
Cabugao Sur boundary. They can cross only. Mr. Ramy Madero presented the rerouting plan of
tricycles.

Subject : Authority of the Mayor to file a petition in court for the issuance of
New Owner’s Copy of Title of Lot 3455-B
Facts :
1. The committee called for a meeting on the above-subject on September 4,
2013 at SB Session Hall at 9:00 A.M.
2. In attendance to the meeting were the following:

The committee hearing was conducted to discuss and verify this matter which was
referred to the committee last September 4, 2013 regular session.
The Municipal Assessor requested the authority of the Municipal Mayor to file a
petition in court for the issuance of New Owner’s copy of title of Lot No. 3455-B. This is located
at Brgy. Purok IV, Pavia, Iloilo. He presented that in 1937 the Title 18596 with Lot No. 3455 was
issued last August 11, 1937 with an area of 14,182 sq. mts. The land area of 9,949 sq. mts was
in the name of Domingo Guillem and the 4,233 was in the name of the Municipality of Pavia.
In 1948 Land Title 3113 Lot No 3455-A was in the name of Quirico Calasara who bought
the area of 9,949 sq.mts. from Domingo Guillem. In 1950 (March 1, 1950) the Land Title No.
7633 Lot No. 3455-A with an area of 9,949 sq.mts. was resold of Socorro Gobuyan (widow).
The established data taken were Title No. 3113, 9,949 sq mts. was in the name of
Quirico Calasara married to Josefa G. Calasara. Title No. 3114, Lot No. 3455-B with 4,273 sq.mts
was in the name of the Municipality of Pavia.
This committee meeting was called to discuss regarding the Proposed Ordinance
Declaring 1st Saturday of October as Municipal Farmers Day.

This subject was referred to the committee last Sept. 9, 2013, for review, and recommendations.
The chairman presented the Memorandum of Agreement on the Creation of the Janipaan
Jelicuon and Sigangao Watershed Management Board. As per RA No. 7160 known as the 1991 Local
Government Code directs and authorized local government to establish, maintain, preserve, protect and
conserve communal forest and watershed.
As specified in the MOA WITNESSETH, The management of watersheds should achieve the twin
goals of (1) sustainable multiple use of natural resources within the watershed in a manner that is
environmentally sound, economically viable and socially acceptable, and (2) the prevention of further
watershed degradation and the restoration of the productive and protective function of currently
degraded watersheds.(pls. see attached two (2) MOA).
After a thorough verifications and discussions, of the two (2) Memorandum of Agreement the
committee recommends to pass a resolution Authorizing the Municipal Mayor to enter into MOA among
Municipalities of Zarraga, Leganes, New Lucena, Mina, Cabatuan, Pototan, Sta. Barbara, City of Iloilo,

This meeting was conducted to discuss a Resolution Strengthening the Management and
Development of the National Voluntary Blood Services Program (NVBSP) of Pavia, Iloilo. This
matter was referred to this committee during the regular session which was held on September
30, 2013.
The National Voluntary Blood Services Program (NVBSP) is mandated by Republic Act
7719 otherwise known as the National Board Services Act of 1994 to ensure adequate and safe
blood supply to meet the needs for blood transfusion.
It is deemed necessary to recruit at least 1% of the total population of the LGU annually
to attain and sustain adequate blood supply for the year adhering to the inclusion criteria for
voluntary blood donors
This year 2013 we have only 200 Voluntary Blood Donors. We have not met the
requirements.
In order to attain the target number of voluntary blood donors, recruitment shall be
through organized, regular and constant mass blood donation activities involving all barangays
every month of February and June. The amount and source of funds for the management and
development of the local blood program will be referred to the Budget Officer.

The committee discussed this measure, the endorsement from the Municipal Mayor to
the Sanggunian, the Certified Statement of Funds Actually Available and Unexpended
Appropriations from the Office of the Sangguniang Bayan Terminal Leave Benefit in the amount
of P2,537,978.12 The amount of P220,993.40 will be appropriated to augment deficient
Aprropriation on Personnel Services under the Office of the Municipal Mayor year end bonus
and under the Office of the Sangguniang Bayan for Cash Gift and year end bonus. The remaining
Unappropriated balance is P2,316,984.72.
There are Savings at the beginning of the year as per Certified Statement of Funds
Actually Available for CY Year 2013 Unappropriated balance in the amount of P3,996,189.45.
The amount of P1,550,000.00 will be appropriated to augment deficient appropriation for
MOOE of the Office of the Mayor, Office of the Sangguniang Bayan, Office of the Municipal
Treasurer, HRDO, MSWDO and National Police and also for the Capital Outlay amounting to
P303,098.29 for Office of the Municipal Mayor, MSWDO and Municipal Agriculture Office. The
total Supplemental Appropriations is P1,853,098.29. The Unappropriated balance is
P2,143,091.16.
Finding the Certified Statement of Funds Actually Available signed by the Municipal
Treasurer and Accountant, the committee recommends for the approval of the Supplemental
Appropriation in the amount of P2,074,091.69 for Personal Services, Maintenance and Other
Operating Expenses and Capital Outlay for different offices of the Municipality.
This committee hearing was conducted to discuss the letter complaints of Mr. Lauro
Pasadilla regarding the existing parking area of the Balabag-Aganan route tricycles situated in
front of the driveway of his building, the newly constructed LJP Building along Felix Gorriceta
Avenue in Brgy. Aganan, Pavia. A portion of his driveway was obstructed by the waiting shed of
AGBATODA and the corollary all day parking and passenger loading activity which blocked the
entry to his building. He is requesting this committee to address the immediate
removal/relocation of the parking bay of AGBATODA which is permanently blocking the entry to
the driveway of his building.
There was an existing barangay ordinance of Brgy. Aganan, Barangay Ordinance 2013-02
“An Ordinance Designating the Area in Front of the Residence of Miss Helen Henguillo at Mayor
Felix Gorriceta Avenue as Tricycle Bay of AGBATODA and APAJITODA and regulating their
Operations Thereat”. It was noted that until now this ordinance was not implemented by the
barangay officials of Aganan.
The committee chairman said that the letter of Mr. Pasadilla should be addressed to the
Brgy. Officials of Brgy. Aganan to take actions to his request. They are the one who is
responsible to settle the relocation of parking bay. Mr. Pasadilla said he had already informed
the barangay officials regarding this matter but no actions made by them.
The parking area was granted to the AGBATODA and APAJITODA last 2 years ago and the
ordinance was just prepared this September 2013. Ms. Helen Henguillo does not allowed that
frontage of her house will be used as parking bay of the two tricycle associations. There will be
pollution and garbage throwing anywhere near her house.
The committee recommends that this matter will remain as STATUS QUO and will wait
for the decision of the barangay Aganan officials. The SB has only the review authority of this
ordinance. If we will follow the LOI No. 43, all obstructions encroaching the national &
provincial roads will be taken out.
The committee chairman explained that they should come up with a win-win solution for the
benefits of all concerned, Mr. Pasadilla & Ms. Henguillo, two tricycle associations AGBATODA &
APAJITODA and the passengers.

As per DILG MC No. 2013-45 it was stated that Pursuant to Proclamation No. 494 dated
October 18, 2012 declaring 2013 as the National Year of Rice (NYR) with the theme: “Sapat na
Bigas Kaya ng Pinas”. Proclamation No. 524 series of 2004, the month of November of every
year is also affirmed as National Rice Awareness Month.
The Department of Agriculture will spearhead this celebration. All concerned are
encouraged to participate in this celebration and undertake following activities:

boost farmer’s morale and motivate them to adopt technologies to further improved farm

Facts:
1. The Application for Park Development Project of Profriends, Inc. was tabled under
First Reading and Referral of Measures last September 9, 2013 which was referred
to the Committee on Zoning, Housing, Subdivision and Land use.
2. The First Committee Hearing was held on September 19, 2013 the applicant failed
to plot the Barangay Boundary between Barangays Balabag and Pandac, hence, the
application was returned to the applicant in order to determine the exact location
of the project.

4. The Park Development Project is not a residential subdivision, but it will serve as a
getway to the proposed high-end subdivision of the back as well as attraction for
buyers.

1. The applicant submitted the parcelliary lot plan of the lots involved, hence, it was
determined that the project is within the boundary line of Brgy. balabag not Pandac,
because the boundary between Pandac and Balabag is the Pandac – Balabag Creek.

This committee hearing was conducted to discuss the traffic problem in Barangay
Aganan junction. Letter complaints were received by the Chairman from PIJODA jeepney
association, petition letter from mini market vendors and from Mr. Lauro Pasadilla. Committee
hearings were already conducted and come up with recommendations and agreement to
minimize traffic congestion in Brgy. Aganan.
There were existing Brgy. Aganan Ordinance and Municipal Ordinance. The Committee
recommends to fully implement these ordinances. The Municipal Ordinance (Regulation
Ordinance No. 2009-01-A) states that “An ordinance Adopting Letter of Instruction (LOI) 43 and
designating Loading/Unloading, Parking Areas for all vehicles along the National and Provincial
roads. Apprehending Officers will be the PNP Personnel and Traffic Enforces duly deputized by
LTO.
This committee meeting was conducted to monitor the status of the proposed measures
referred to various committees and implementation of all ordinances and resolutions passed.
The committee noted that the tracking system was not updated or posted in the bulletin board
located at the session hall. The committee proposed/recommended to follow up all ordinances and
resolutions which were passed during sessions like the Ordinance, on the Creation of Business Permit
and Licensing Office, Ordinance for Farmers Day, and Ordinance Amending Anti Littering Ordinance.

2. There are ten (10) Community Health Teams in Pavia. Each team is
composed of five(5) to six(6) members. The Health Teams are focused
on poor families identified by the National Household Targeting
System(NHTS); woman of reproductive age with unmet need for modern
family planning; mothers giving birth outside facilities; children with fully
immunized; children not given Vitamin A; supplementation; and adults
who are TB smear-positive.
II. 1.The town of Pavia does not give permit for the operation of Karaoke
Bars with GRO. Karaoke or Videoke Bar is allowed, provided the owner
thereof shall not comply or accept freelance GROs.
Recommendations:
1.The Committee hereby recommends for the passage of a Resolution
Authorizing the Mayor to Enter Into MOA with DOH- Center for Health
Development for the Mobilization of Community Health Teams(CHT).
2. The Committee further recommends for the enactment of an
Ordinance Requiring GROs, Freelance or Employed in Karaoke Bars,
Sing-a-Long Joints and Other similar Establishments in Pavia to Undergo
Periodic Examination for Sexually Transmitted Infections.
