Note: A District Directors of Health Services can perform more than one role in the annual budgeting
process in his or her district/municipal/metro.

Amongst the 44 Directors, 13 are coordinators, 23 budget team leaders, 6 reviewers, 5 approvers, 12
compilers and 2 do not perform any role in the annual budgeting process in the
district/municipal/metro. Thus, most of the District Directors of Health Services are one way or the
other involved in the annual budgeting process in the district (about 95%).

Most of the budget covers Employee compensation and Goods/Services or a combination of the
two. Goods/Services and Employee compensation have very high proportion of “Yes” answers: 95%

A total of 40 District Directors that participated in this study receive training on budget guidelines
before the budget of their district is prepared. Which represents about 91% of the total respondents
(44). 7% on the other hand did not receive any kind of training of any sort. 91% of the district
directors provide training to their staff before the budget of their district is prepared and the
remaining 9% do not.
