Introduction
In 2018, the Sangguaniang Panlungsod of Zamboanga City enacted City
Ordinance No. 485, creating the Local Youth Development Council (LYDC) of the City
of Zamboanga locally known as the “Consejo de Desarrollo de Los Jovenes de la
Ciudad de Zamboanga”. This landmark ordinance ensured youth participation in the
city’s governance – as mandated by Republic Act No. 101742 or the Sangguniang
Kabataan Reform Act of 2015. Through this, the LYDC was institutionalized with its youth
sectors defined and youth representation included in the various programs, projects, and
activities of the city.
With its creation, the original council developed the 1st El Plano de Desarollo de
los Jovenes de la Ciudad de Zamboanga CY 2019-2022 through a series of consultations
with youth and youth-serving organizations. This and the consecutive plan were anchored
on the Philippine Youth Development Plan. The local youth agenda was set in this plan,
with the complexities and realities faced by the youth of Zamboanga put into focus, with
the intent to develop them as productive citizens for local development. Its succeeding
comprehensive plan came into fruition through another series of consultations last
January-August 2022.
The Zamboanga City Youth Development Plan CY 2023-2025, or the 2nd El
Plano de Desarrollo De Los Jovenes De La Ciudad de Zamboanga, is a collaborative
effort of the current LYDC of setting the youth development agenda of the city for the next
three years. This is through the city’s youth participating actively and meaningfully
following the nine centers of participation namely:

Vision Statement

The Consejo de Desarollo De los Jovenes de la Ciudad de Zamboanga or the


Local Youth Development Council (LYDC) of Zamboanga City seeks to unite the youth
of ninety-eight (98) barangays to become active, resilient, and empowered in their own
community towards the betterment and growth of Zamboanga City.

Mission Statement
The Consejo de Desarollo De los Jovenes de la Ciudad de Zamboanga or Local
Youth Development Council (LYDC) of Zamboanga City is organized for the youth of the
city who came from diverse sectors and advocacies in the community, namely: in-school;
out-of-school; faith-based; special advocacy-based; education; environment;
governance; active citizenship; peace-building and security; social inclusion and equity;
and economic empowerment.
Its commitment to providing an avenue for youth development is made through the
following:

a. As a youth-centered initiative, it will serve in the advancement of the local youth


agenda by working with relevant stakeholders both government and non-
government;

b. As a mandated local government entity, it will serve as the body formulating


programs, projects, and activities with the City Government of Zamboanga for
youth welfare;

c. As a youth-led coalition, it will serve in the promotion of youth participation in


nation-building through capacity-building and inclusive representation; and

d. As elected representatives, it will serve in uniting the various youth and youth-
serving organizations towards advocating for economic, social, cultural, and
political development in Zamboanga City.

The Zamboanga City Youth Development Plan CY 2023-2025, or the 2nd El


Plano de Desarrollo de los Jovenes De La Ciudad de Zamboanga, serves as a guiding
framework for the integrated local youth agenda in Zamboanga City. In particular, for the
use of the City Government of Zamboanga and its institutions including the City Social
Welfare and Development Office, Sangguniang Kabataan of Zamboanga City Federation,
and Local Youth Development Council of Zamboanga City. Through this, the local
government working with other duty-bearers can maximize youth development through
timely, relevant, and holistic approaches in a local setting. Also, the plan serves as a
blueprint particularly in the areas of health, education, economic empowerment, social
inclusion and equity, security, environment protection, gender equality, peace-building
and security, governance, active citizenship, environment, and global mobility.

policies, and activities on environmental protection, climate change adaptation and mitigation, and DRRM, with the use of new
technologies and indigenous knowledge, to promote sustainable natural ecosystems and smarter localities, biodiversity
conservation, waste management, and pollution control

Monitoring and Evaluation

Each program, project, and activity designated in the Zamboanga City Youth Development Plan 2023-2025 shall be properly
and thoroughly evaluated by the organizing team together with the Local Youth Development Office after its implementation,
all subject to appropriate and correct archiving.
The Zamboanga City Youth Development Plan shall also be revisited twice (2) every calendar year during the conduct of
Youth Leads for Good Governance, LYDC Council Meeting, and Program Review Year End Evaluation and Strategic
Planning at the end of the year.

The Zamboanga City Youth Development Plan 2023-2025 serves as the guiding
framework for youth development programs and policies anchored with the (i) Republic
Act No. 10742 of 2015, an act establishing reform in the Sangguniang Kabataan
Creating Enabling Mechanism for Meaningful Youth Participation in Nation
Building, and for other purposes; (ii) Philippine Youth Development Plan 2017-2022;
(iii) The City Ordinance No. 485 known as “Creating the Youth Development Council
of the City of Zamboanga City; (iii) and Zamboanga City Local Youth Development
Plan CY 2019-2022.

Acknowledgment
The Zamboanga City Youth Development Plan locally known as “El Plano de Desarrollo
de los Jovenes de la Ciudad de Zamboanga 2023-2025” was made possible through the
consolidated ideas from SK officials, LYDC members, youth-serving organizations, and
youth leaders coming from the different youth groups, sectors, school and barangays.
And, also the technical assistance from the youth development mentors in the City of
Zamboanga.
Adopted and approved the ZC Local Youth Development Plan 2023- 2025 locally known
as” El Plano de Desarrollo De Los Jovenes De La Ciudad de Zamboanga by the
Consejo De Desarollo De Los Jovenes de la Ciudad De Zamboanga on 17 August 2022
at the Alavar Seafood Restaturant, Zamboanga City.
