SCHOLARSHIP AGREEMENT
SCIENCE AND TECHNOLOGY REGIONAL ALLIANCE OF UNIVERSITIES FOR INCLUSIVE DEVELOPMENT
(STRAND)
The SCIENCE EDUCATION INSTITUTE, a service agency of the Department of Science and
_DR. RUVEL J. CUASITO, SR.,PECE
Technology (DOST), with principal address at the 1 st and 2nd Levels, Science Heritage Bldg., DOST
Compound, General Santos Avenue, Bicutan, Taguig City, represented herein by its Director,
DR. JOSETTE T. BIYO, hereinafter referred to as “DOST-SEI;”
– and –

hereinafter referred to as “SCHOLAR.”
WITNESSETH:
WHEREAS, the DOST, through the Science Education Institute, pursuant to its mandate to accelerate the
development of high-level human resources needed for S&T activities particularly in research and
development and upon approval of the DOST Secretary grants graduate scholarships in the regions under
project titled Science and Technology Regional Alliance of Universities for Inclusive Development (STRAND);
Witness
WHEREAS, the Project STRAND aims to address the need to expand the delivering higher education
institutions for the DOST-SEI graduate scholarships in STEM courses including science and mathematics
education; and provides opportunities to S& T professionals in the regions access to advanced degree studies
in universities with approximately the same quality of education;

WHEREAS, the USTP-CDO is committed to pursuit a sustainable framework for producing experts in
STEM, especially at the regional level, as champion for national development has the expertise, knowledge,
facilities and resources, and is willing to undertake the activities related to the implementation of Project
STRAND;
WHEREAS, the Scholar, whose education, training and experience as shown in his/her information sheet
hereto referred as “Annex A” and made an integral part hereof, is ready, able and willing to accept the
Scholar
Graduate Scholarship in Science and Technology with all its terms and conditions specified in this Agreement.
NOW, THEREFORE, for and in consideration of the foregoing premises and the mutual covenants hereinafter
set forth, the parties agree on the following:
A. DOST-SEI Responsibilities
ATTY. DIONEL O. ALBINA
1. Provide policy direction for the effective and efficient implementation of the Project STRAND;
2. Provide financial support to the Scholar for the duration of ____ semester/term and ____ summer
term as new/lateral entrant while pursuing MS/PhD;
3. Release the financial assistance of the Scholar directly through their accounts;
4. Monitor the academic performance of the Scholar until completion of his/her degree and track the

Scholar thereafter;
5. Recommend research areas aligned with the thrust of the National Science and Technology Plan

6. Have the right to suspend or terminate the scholarship of the Scholar for failure to comply with the
scholarship requirement/s as indicated in Items B.4.1 and B.4.2 below;
7. Issue temporary or final clearance to the Scholar upon compliance of the requirements and

8. Have the right to modify or amend the terms and conditions of this Agreement as circumstances
warrant upon approval of the DOST Secretary.
B. STRAND UNIVERSITY
1. Provide the Scholar with technical assistance until the completion of the degree;

2. Monitor and report the academic performance of the Scholar to DOST-SEI every start and end of the
semester until the completion of the degree;
3. Advise DOST-SEI on the status of the Scholar using the following set of guidelines:
i. Failure to meet the General Weighted Average (GWA)/ Grade Point Average (GPA) set by
the university and DOST-SEI;

Suspension shall be lifted and financial assistance shall be reinstated only upon
compliance of the requirements and meeting the academic standards set by the
University and the DOST-SEI.
i. Breach of contract;
ii. Willful abandonment of the scholarship;
iii. Gross misconduct;
iv. Non-completion of degree within the specified duration of scholarship; and
v. Shifting to another course and/or transfer to another university without prior approval from
DOST-SEI.
Scholar
Termination shall be with refund of the total financial assistance received plus 12%
interest.
C. Scholar’s Responsibilities
2. Carry the full academic load per semester/term based on the plan of course work/program of study
prescribed by the university but not to exceed ____ semester/term and ____ summer term;

5. Maintain good academic standing, i.e. the General Weighted Average (GWA) or Grade Point Average

6. Receive the following scholarship privileges during the actual period of study:
i. School Fees – Actual tuition and other school fees based on Statement of Account or
Official Receipt;
ii. Monthly Living Allowance – P25,000.00/month for MS and P33,000.00/ month for PhD;
iii. Book Allowance – P10,000.00 per academic year;

iv. Transportation Allowance – One actual economy class round trip per academic year
from the permanent residence of the Scholar to the place of study outside his/her home
province/region and vice-versa. (Reimbursement shall be made at the start and end of

signing the contract or latest at the start of the second semester/term of the same
academic year;
iii. Report of grades for academic courses enrolled in at the end of each semester/term;
iv. Thesis/Dissertation Proposal (Outline) after approval by the Graduate School; and

v. Two (2) copies of Thesis/Dissertation, Diploma, Transcript of Records within one (1) month
after graduation.
8. Be allowed to defer his/her scholarship award for one (1) semester only for a valid reason. He/She
must sign this Scholarship Agreement and the Deferment Form. If the Scholar fails to enroll after the
allowable period, his/her scholarship award shall be forfeited;
9. Follow the regular schedule of academic course offerings prescribed by the school until he/she
finishes his/her program within the allotted time;

10. Not accept any other scholarship, local or foreign, except for supplementary financial assistance for
research, subject to approval of DOST-SEI; and provided further that their contractual obligation with
the latter will not interfere with the terms and conditions of this Scholarship Agreement.

11. Attend and present his/her thesis/dissertation in the ASTHRDP-NSC Scholars’ Conference before
graduation;
13. Acknowledge the DOST-SEI in all reports and publications that may be released in connection with
the thesis/dissertation;

14. Comply with all the graduate scholarship policies while under the supervision and guidance of the
DOST-SEI and the USTP-CDO;
16. Render service in the Philippines, preferably in his/her home region, along his/her field of
specialization equivalent to the length of time that he/she enjoyed the graduate scholarship
immediately upon completion of his/her MS/PhD degree;

Any service rendered before the completion of the graduate degree shall not be
counted/considered part of the service obligation.
17. Refund in full the total financial assistance received plus 12% interest if he/she fails to render service
in the Philippines or have been terminated due to any of the grounds for termination indicated in
Item B.4.3 above; and

18. Seek DOST-SEI permission before leaving the country for official or personal reasons, while still under
the scholarship or with service or financial obligation.

Temporary clearance may be issued by the DOST-SEI upon submission of required
documents (letter of request, deed of undertaking, etc.) and posting of bond issued by a
government insurance company callable upon demand of DOST-SEI.
