Project Information

Given the necessary tools, equipment and information, the candidate is required to
perform the projects outlined below. The assessor may ask oral questions if s/he is
not satisfied by the candidate’s performance.
Assessment Venue: Well Equipped Assessment Centre or real work place
Time allotted for all Projects: - 9:00 hours
Project 1:- Assess the cause of contamination and perform a disinfection
procedure
Time allotted for Project 1: - 3:30 hours
The project covers the following units of competence

Scenario 1:- Assume that a reservoir or a water tank, with a total volume of 1000
litter, serving a portion of an urban population was suspected to be contaminated.
The relevant water authority wishes to reduce the morbidly rate of the population
served by this reservoir by identifying the cause and level of pollution by taking
proper samples, and plane an operational techniques that will improve the water
quality conditions of the reservoir. As a supervisor, you are expected to formulate
detail operational procedures that contain planning activity of key actions,
assessment of the pollution, and identification of proper methods. Demonstrate how
you will carry out your assignment.

Task – 1 Investigate the problem

communicate your finding

Scenario 2 A given woreda Water Supply and Sanitation Authority is engaged to


organize water supply infrastructure management program. One of the major
activities of the program will be to examine the structural integrity of water storage
facilities and find out faulty conditions such fractures/cracks, corrosion and
efflorescence. Assume that you are assigned as a supervisor to the work.
Demonstrate how you will carry out the work, i.e. use inspection form, prepare and
use resources you need, select parameters to be checked, search for faulty concrete
sections of a reservoir/tank structures and communicate your findings. You need to
propose appropriate maintenance (repair/replace) actions required if you identified
faulty structures.

Task – 1 Indicate project location by using GPS instrument

 Collect point position data to reference system

 Collect GPS data using methodologies

 Determine optimum GPS positions

 Validate and record GPS measurements (Northing – m, Easting – m and

 Visually inspect the key reservoir body and accessories

The inspection process focused on collecting information on the structural conditions of the
concrete structures using visual senses only, and not carryout drop-down test, to find leaky sections
and faulty structural parts. The findings are listed in the following bullets;

 There are no roof cracks and the roof is maintained to good/well/conditions (i.e. no entry of
dirt, UV, fowl or insect).
 There are not any fragmented concrete wall sections,
 No cracks are found on the tank wall,
 There are no loose conditions in parts of the wall sections where rebar are provided,
 The number of corroded spots or sections are limited, due to absence of moist
environments on/around tank walls and the tank is built recently
 The external body of the tank is well maintained and there was not any observed spot of
efflorescence on the tank wall.

the procurement of construction work.

Scenario 3: A given Woreda community Water Supply and Sanitation Authority
wishes to expand it’s existing service into a new rural settlement area. The Authority
plans to implement this by building a water point in the new settlement area. Assume
that you are a supervisor of the Wereda Water Service Authority responsible to
preparation of the plan, estimation of costs, tender preparation and implementation
of the work. Demonstrate how you will estimate the volume of work, prepare BOQ,
and write an invitation to bid by carrying out listed tasks. (Assume that the source of
fund is from community contribution).

Task – 1 Estimate the volume of work

Task – 2 Calculate the cost of the project


 Use unit costs to calculate cost for each work/material items

 Add 10 % of the cost to calculate the overall project cost

Task – 3 Prepare an invitation to an open bid to hire a competent contractor


 Describe the project (aim, location, size, source of fund, consultant/client).

 State the qualification requirement (contractor level, commitment to


contracts)

 Bid floating period/opening, bid security and bid clarification.

Note : The candidate should be provided with the drawing. All the length dimensions
of plan, section drawings are in cm.

Additional Information of the project

Technical studies of the project were carried by Zonal experts and Technical Teams
of Regional Water Office, that estimated cost of projects 300,000 Birr. It is a prior
issue of the Woreda to hire a contractor responsible to handle construction.

An Invitation to Bid
1. Woreda X, located in Region Y, and Zone Z, wishes to implement expansion
project of it’s water service facility. Water and Sewerage Service Enterprise of
the Woreda is responsible to the management of the project. The project was
studied by Zonal experts and received approval from Technical Teams of
Regional Water Office. The aim of the project is to
a. Complete a new transmission line to new settlement area, and
b. Build a water point in the settlement area
2. The preliminary cost estimate showed that the cost of the project will be
300,000 Birr.
3. The source of fund for the project is community fund.
4. Any contractor above level 5 can participate in the biding process. Interested
bidders should be free from any history of litigation with regard to execution
of contracts.
5. The bid document is available at the Woreda Water and Sewerage Authority
office, office number #, during working hours of working days.
6. Any clarification sought can be responded with the principle of equity and
integrity in via written formats, to all bidders.
7. Biddres proposal shall strictly be based on the requirements of the project as
stated on tender document.
8. The bid will float to 30 days. All bids should be submitted to the office number
#.
9. None of a bid submission later than 06:00 hours local time on bid closing data
gets a legal acceptance to participate in the bidding process.
10. Bid opening will be held in the presence of representatives of bidders, on the
same date as bid closing date, at 08:00 local time.
11. A bid security valid for 180 days, in the form of a check, in a sealed envelope
should be included in the bidder’s proposals.
