BRIEF INTRODUCTION

The Philippines is currently ranked 116 in the Human Development


Index, regarded as a country with medium human development, with
an adult literacy rate of 96% and a tertiary gross enrollment ration of
36%. A significant drop in higher education enrollment from the recent
decade emerged with the implementation of the K to 12 system and
Covid pandemic; indicating the effect of external conditions in
educational facilities.

The percentage of national GDP spent in education declined over the


years, failing to meet the standards of United Nation's recommended
national investment on education. Indeed, the government sees
investment in education as a key to strengthen human development
outcomes and excel in the global knowledge economy.

Educational facilities are becoming a reflection of modern information


society. The development of technologies and advanced mobility of
population result in rapid changes of lifestyle and cultural necessities
of a citizen. Educational architecture needs to be adapted to such
changes. Development of public spaces must consist of dynamic,
non-complete, open environmental system with the possibility of
persistent change.

Aldo Rossi’s “The Architecture of the City” held that the city embodies
its past memories for the establishment of future monuments. His design
theory has been an influential reference for the reimagination of cities.
Urban design must argue that a city should be studied and valued as
an object that is constructed through the course of time. Architectural
mobility through educational facilities is the capability of space to be
adapted by means of movement in time or adaptation to changing
internal or external conditions.
RESEARCH PROBLEM

30% of the Philippine population is below 15 years of age, projected to have


the most significant growth in its university-aged population compared to
other ASEAN countries. Demand for higher education is steadily growing,
and supported by national policy. The country continues to rank medium in
human development, with an adult literacy rate of 96% and a tertiary gross
enrollment ration of 36%.

Over the past twenty years, CHED has responded to the country's need to
develop the human resources base to support a knowledge economy
responsive to the challenges of globalisation and the 21st century, by devel-
oping a number of polices and guidelines on international partnerships and
transnational education.

Joint international programs reached out to CHED in hopes of providing


support for Philippine Higher Education Institutions (HEI) to develop and
implement niche postgraduate programmes in subject specialisms that are
not offered in the Philippines and are key to national and regional progress.

Higher Education of the Philippines is still evolving towards a potential hub


for innovation, the consequence of its poor system has led to low literacy
rankings annually that will continue to affect economic growth. Dynamic
theories suggest spaces that are unrestrictive to movement of facilities, this
phenomenon allows for constant change in programs that do not hinder
the maturation of communities.

GOALS

The goal is to produce a hybrid design that sets new


parameters in educational facilities with the use of
dynamic phenomenology. It aims to provide a framework
for institutions that will allow for schools to prosper along
its emerging economy.

To contribute towards the understanding of how higher


education concepts are initiated as a collective and how
its relational endeavour fits into wider policy contexts such
as social, political and economic processes.

OBJECTIVES
