SECTION – 1
Project Specification Requirement

1. GENERAL
Nepal Electricity Authority (NEA) intend to construct a new 132/33/11 kV substations at
Khungri of Rolpa District along with bay extension of Ghorahi substation at Ghorahi, Dang.

This specification describes the requirements for construction of the substations on a turn-key
basis.

Sites are Greenfield with trees and the Contractor shall be responsible for access and all
necessary utilities. NEA is the Executive Agency.

1.1 INTENT OF SPECIFICATION

1.1.1 This specification covers the execution of new substation works that comprise of 132/33/11
kV AIS type (Air Insulated Substation) at Khungri (Rolpa). Above package also include
combination of outdoor 30 MVA, 3-phase, 132/33 kV & 8 MVA, 3-phase, 33/11 kV
Transformers at substation and Bay extension works at Ghorahi Substation, Ghorahi, Dang.

1.1.2 The new substation at Rolpa will connect Rolpa and Dang District with INPS. The Contractor
is requiring designing and constructing the substation as per the site condition based on the
indicative layout drawings provided.

1.1.3 It is the intent of this specification to describe primary features, materials, design &
performance requirements and to establish minimum standards for the work. The specification
is not intended to specify the complete details of various practices of manufactures/ bidders,
but to specify the requirements with regard to performance, durability and satisfactory
operation under the specified site conditions.

2. SCOPE

2.3 Air insulated switchgear(AIS) and Other Main Equipments

(a) 1 (One) number of 30 MVA, ONAN/ONAF, 132/33 kV, 3-phase and 1 (one) number of 6/ 8
MVA ONAN/ONAF, 33/11 kV, 3-phase transformers complete with all materials / fittings /
accessories / Digital RTCC (remote tap changer control) panel /OLTC/MB, Cables including
special cable (if any), etc. The Transformer shall be rated for operation outdoor as per BOQ.

(b) 1 (one) number 250 KVA, 33/0.4 kV LT transformer along with associated equipment.

(c) 145/33/11 kV Instrument transformers, Circuit Breakers, Disconnecting switches, 120/30/9


kV Surge Arrestors and related Bus Post Insulators as per BOQ and SLD.

(d) Complete Relay & Protection System as per of Section - C & R of the Technical
Specifications. The protection to be provided on 132 kV and 33 kV Lines shall be as under;

Bus Bar Protection: For the 132 kV System, Bus bar protection scheme with static type low
impedance impedance differential relay shall be provided. The provision shall be provided for
minimum 8 numbers of bays (Includes 2 nos future spare bays).

(e) Complete Substation automation including hardware and software for remote control station
along with associated equipment for following bays including provision of 2 Nos of 132 kV
future bays.

The contractor shall also supply necessary BCU for monitoring and control of auxiliary supply
including operation of Isolators associated with Auxiliary transformer.

(f) Digital Protection Coupler (DPC) (2 Nos. at each end- 2 no. of installation should be at
Khungri Substation and remaining 2 no. at Ghorahi Substation) and two number at each end
for far end substations shall be used for protection application. Each DPC shall be equipped
with 4 commands. The above DPC shall have communication port matching to that being
provided in the FO communication SDH panel and all accessories, cabling etc. required to
interface with SDH telecommunication terminal equipment (located in the Control Room) for
its commissioning is in present scope of Project. 48 volt power supply cable, Control Cable
from DPC to relay panel shall be laid as per location of DPC panel. The specification for the
digital protection coupler shall be as per Annexure II.

(g) 11 kV HT Indoor Switchgear comprising of 2 no. of 11 kV feeder for 2 feeder, 1 no.


Transformer Incomer bay from 6/8 MVA transformer and one bus sectionalizer switch.

(h) Complete Fire fighting system suitable for electrical fire for 132 kV Indoor (Control rooms)
and outdoor equipments/ transformers.

(i) Air Conditioning System

(m) 1.1 kV grade Power & Control cables along with complete accessories.

(n) 12 (11) kV grade XLPE (Cross-linked polyethylene) Power cabling along with flexible pipe,
cable termination equipment/kits complete accessories and cable trench as required and as
approved as per site condition.

(o) 33 kV grade XLPE Power cables with flexible pipe, sealing end, support insulators with
terminations along with complete accessories and cable trench as required and as approved as
per site condition. The cable shall be buried minimum 1.2 meter below the finished ground
level as per technical spec and drawing. Provision for laying cable in culvert area will be
finalized during detail engineering.

(p) Lattice and pipe structures (galvanized): Gantry, Beams and equipment support structure shall
be provided as per design and drawings to be developed by the contractor. However supply of
support structure for circuit breaker is under scope of CB manufacturer as per their design.
132 kV dead end towers design and drawing and its foundation shall be provided by
employer. The bid shall also cover the cost of take-off gantry and internal gantry structures
for 132 kV future line bays.

(q) Bus Post Insulators, insulator strings and hardware, clamps & connectors, Equipment terminal
connectors, Conductors, Aluminum tubes, Bus bar and earthing materials, Bay marshalling
box, spacers, cable supporting angles/channels, Cable trays & covers, Junction box, buried
cable trenches.

(r) Complete lighting and illumination for the switchyard including street Lightning, Control
Building, Staff quarter, Guard buildings, Parking shade, Playing Court, Transit camp.

(s) Earth mat design & laying the outdoor yard and lightning protection system including top of
control building.

(t) Telecommunication equipment as per bid price schedule.

(u) Any other equipment/material required to complete the specified scope.

Design, engineering, manufacture, testing, supply on site basis including transportation &
insurance, storage at site of mandatory spares.

2.3.1 Civil Works - The scope of work shall include but shall not be limited to the following based
on design and drawings to be developed by the contractor: -

a) Control Building, Staff quarter, Guard house, Vehicle parking and Badminton court.

b) Marking, Blazing, Cutting and Storage of trees & removing roots as per BOQ.

c) All civil works including foundations associated with SF6 gas insulated Circuit breaker,
Vacuum Circuit Breaker, Dis-connector, Lightning arrestors, Instrument transformers, post
insulators etc.

d) All civil works including foundations associated with MV VCB switchgear.

e) Cable trenches inside Control buildings.

f) Parking shade for the four wheel vehicles and bikes

g) Foundations of Transformers, along with jacking pad and pylon supports, rail track etc

h) Foundation for all equipments supports structures, take off gantry and internal gantry for 132
kV bays (including 2 no. of future 132 Kv take off gantry and internal gantry).

i) Cable trenches along with covers, road/rail crossings, sump pits and cable trench crossings
with roads or drains etc.

j) All access road to staff quarter and all complete.

k) Antiweed treatment (included in crossed rock surfacing work), Stone spreading in switchyard
area.

l) Design (architectural and structure) and construction Control room all complete in lot basis.

m) Design (architectural and structure) and construction of Staff quarter, Guard and store
buildings, on measurement basis etc.

n) Drains (switchyard cum substation premises) along with drain crossings with cable trenches.
Drain layout shall be developed by the contractor.

o) Fencing for switchyard and switch yard gate/s with supply.

p) Layout and details of Water supply and Sewage system.

q) Dewatering pumps if required.

r) Survey of substation area and its periphery and Soil investigation including soil resistivity
measurement.

s) Contouring and Site leveling: The leveling in the area under present scope of work inside
substation boundary wall is to be carried out to achieve finished ground level. The leveling
area and finished ground level of switchyard shall be decided during detailed engineering
stage. The leveling area shall be leveled in single or multi level as per topographical
features/contouring details of substation land.

t) Foundation for lighting poles, Bay marshalling box, panels and control cubicles of
equipments wherever required

u) Steel lattice tower foundations for 132 lines as per provided design and drawings.

v) In the Ghorahi Substation tower and equipment structures along with its foundation, cable
trench and crossing, complete drains system including RCC slab cover, concrete of protection
works.

2.4 The bidders are advised to visit the substation sites and acquaint themselves with the
topography, infrastructure and also the design philosophy. Before proceeding with the
construction work of the Sub-stations, the Contractor shall fully familiarize himself with the
site conditions and General arrangements & scheme etc. Though the Employer shall endeavor
to provide the information, it shall not be binding for the Employer to provide the same. The
bidder shall be fully responsible for providing all equipment, materials, system and services

specified or otherwise which are required to complete the construction and successful
commissioning, operation & maintenance of the substation in all respects. All materials
required for the Civil and construction/ installation work shall be supplied by the Contractor.
The cement and steel shall also be supplied by the Contractor.

The complete design (unless specified otherwise in specification elsewhere) and detailed
engineering shall be done by the Contractor based on conceptual tender drawings. Drawings
for civil works enclosed with tender drawings are for information only. However civil
drawings with design calculation shall be developed by the contractor as per his design.

2.5 The Contractor shall also be responsible for the overall co-ordination with internal / external
agencies, project management, training of Employer’s manpower, loading, unloading, handling,
moving to final destination for successful erection, testing and commissioning of the
substation/switchyard.

2.6 Design of substation and its associated electrical & mechanical auxiliaries systems includes
preparation of single line diagrams and electrical layouts including layout arrangement for
transformers, foundation layout, cable trench layout, earth mat layout, erection key diagrams,
electrical and physical clearance diagrams, design calculations for earthing and lightening
protection system (including Direct Stroke Lighting Protection), control and protection
schematics, wiring and termination schedules, civil designs (as applicable) and drawings, design
of fire fighting system and air conditioning system, indoor / outdoor lighting / illumination,
culvert Bridge and other relevant drawings & documents required for engineering of all
facilities within the fencing to be provided under this contract, are covered under the scope of
the Contractor.

2.7 Employer has standardized its technical specification for various equipments and works for
different voltage levels. Items, which are not applicable for the scope of this package as per
schedule of quantities described in BOQ, the technical specification for such items should not
be referred to.

2.8 The Quantities listed in the Schedule of Prices represent the estimated quantities for Tender
purpose only. The Contractor shall carryout detail design and shall submit final bill of quantity
for approval within 120 days from the signing of contract or 90 days after effective date of
contract. The actually required quantity may vary from the quantity as listed in price schedule.
The Contractor shall agree to make no claim for anticipated profits or for alleged losses because
of any difference between the quantities actually furnished and installed and the estimated
quantities as indicated in the price schedule at the original quoted unit prices within the total
price variations limit of +/- 15% as per the tender conditions.

3. PHYSICAL AND OTHER PARAMETERS

3.1 Location of the Substations

The site of substation located at Province-5, Sunil Smiriti Gaupalika, ward no 7,


Khungri, Rolpa is approximately 75 kilometers Far North-East from Bhaluwang, Dang.
The site lies in contact with Bhaluwang-Libang Highway.

3.2 Meteorological data: -

d) The substation locations are lying in the wind speed Zone 4 i.e., 47m/s.

e) Seismic Requirement for Substations:

- 0.5g (Horizontal peak acceleration value) for all steel structures and major
equipments.

- 0.36g (Horizontal peak acceleration value) for civil foundation.

However, for design purposes, ambient temperature should be considered as 50 degree


centigrade and Relative humidity 100% for the substation.

3.3 The fault level of all equipment to be supplied under present scope shall be as indicated

4. SCHEDULE OF QUANTITIES

The requirement of various items/equipments and civil works are indicated in Bid price
Schedules.

All equipments/items and civil works for which bill of quantity has been indicated in BOQ
(Bill of Quantity) shall be payable on unit rate basis/ quoted rate basis. During actual
execution, any variation in such quantities shall be payable as per relevant clauses
incorporated in Letter of award.

Wherever the quantities of items/works are indicated in LS/Lot/Set, the bidder is required to
estimate the quantity required for entire execution and completion of works and incorporate
their price in respective Bid price schedules. For erection hardware items, Bidders shall
estimate the total requirement of the works and indicate module-wise lump sum price bay
wise and include the same in relevant Bid price schedules. For module identification, Bidder
may refer typical drawings enclosed with the specifications. Any material/works for the
modules not specifically mentioned in the description in BOQ, as may be required shall be
deemed to be included in the module itself.

The detailed bill of quantities of the mandatory spares is as per BOQ.

Bidder should include all such items in the bid proposal sheets, which are not specifically
mentioned but are essential for the execution of the contract. Item which explicitly may not
appear in various schedules and required for successful commissioning of substation shall be
included in the bid price and shall be provided at no extra cost to Employer.

5. BASIC REFERENCE DRAWINGS

5.1 Single line diagram and general arrangements are enclosed with the bid documents for reference,
which shall be further engineered by the bidder.

5.2 The reference drawings, which form a part of the specifications, are given at Annexure-I. The
bidder shall maintain the overall dimensions of the substation, phase to earth clearance, phase to
phase clearance and sectional clearances. The enclosed drawings give the basic scheme, layout of
substation, substation buildings, associated services etc. In case of any discrepancy between the
drawings and text of specification, the requirements of text shall prevail in general. However, the
Bidder is advised to get these clarified from Employer. Rating of the equipment shall review by
the bidders.

5.3 The auxiliary transformers of rating 250 KVA shall be used to feed the substation auxiliaries.
The 250 KVA, 33/0.4 kV auxiliary transformers shall be located outdoor in a suitable location.
These auxiliary transformers should not be used for construction power supply purpose. The
detailed scheme is shown in the single line diagram.

6. ORDER OF PRECEDENCE OF DIFFERENT PARTS OF TECHNICAL

In case of any discrepancy between Section 1-PSR, Section 2-GTR and other technical
specifications on scope of works, Section 1 - PSR shall prevail over all other Sections.

In case of any discrepancy between Section 2-GTR and individual Sections for various
equipment, requirement of individual equipment Section shall prevail.

7. SPARES
Mandatory Spares

The Mandatory Spares shall be included in the bid proposal by the bidder. The prices of
these spares shall be given by the Bidder in the relevant schedule of BOQ and shall be
considered for evaluation of bid. It shall not be binding on the Employer to procure all of
these mandatory spares.

The bidder is clarified that no mandatory spares shall be used during the commissioning of
the equipment. Any spares required for commissioning purpose shall be arranged by the
Contractor. The unutilized spares if any brought for commissioning purpose shall be taken
back by the contractor.

8. SPECIAL TOOLS AND TACKLES

The bidder shall include in his proposal the supply of all special tools and tackles required
for operation and maintenance of equipment. The special tools and tackles shall only cover
items which are specifically required for the equipment offered and are proprietary in nature.
However, a list of all such devices should be indicated in the relevant schedule provided in
the BOQ. In addition to this the Contractor shall also furnish a list of special tools and
tackles for the various equipment in a manner to be referred by the Employer during the
operation of these equipment. The scope of special tools and tackles are to be decided during
detail engineering and the list of special tools and tackles, if any shall be finalized.

9. FACILITIES TO BE PROVIDED BY THE EMPLOYER

9.1 Employer shall make available the auxiliary HT power supply from NEA on chargeable
basis at a single point in the Sub-station. The prevailing energy rates of the state shall be

unavoidable circumstances, the contractor shall make his own necessary arrangements like
diesel generator sets etc. at his own cost so that progress of work is not affected and

of power.

9.3 All further distribution for the same shall be made by the Contractor. In case of non-
availability or inadequate availability of water for construction work, the contractor shall
make his own arrangement at his own cost and the Employer shall in no case be responsible
for any delay in works because of non-availability or inadequate availability of water.

9.4 All the cost required for facilities mentioned above shall be borne by contractor.

10. SPECIFIC REQUIREMENT

10.1 The Bidders are advised to visit Sub-stations site and acquaint themselves with existing
facilities, the topography, infrastructure, etc.

10.2 The bidder shall be responsible for safety of human and equipment during the working. It
will be the responsibility of the Contractor to co-ordinate and obtain Electrical Inspector's
clearance before commissioning. Any additional items, modification due to observation of
such statutory authorities shall be provided by the Contractor at no extra cost to the
Employer. The Contractor shall arrange all T&P (such as necessary supports, cranes, ladders,
platforms etc.) for erection, testing & commissioning of the system at his own cost. Further,
all consumables, wastage and damages shall be to the account of contractor.

10.3 Augmentation and integration work related to SCADA System. The 132, 33, 11 kV bays
under present scope at all the substations shall be integrated by the contractor into existing
SCADA system of Siemens ‘SINAUT Spectrum” installed at Master Station i.e. Nepal
Electricity Authority Load Dispatch Centre (located at Siuchatar, Kathmandu). The
integration shall include all hardware and software required at the Control Centre as well as
necessary data base, display generation and upgrades for proposed control and monitoring of
station and Network Analysis. The above activities shall be carried out as appropriate, in all
of the stations viz. The manufacturers of the existing SCADA system are:-

The details of RTU installed at existing substations and Data acquisition principles (types of
analogue/digital data) for control, monitoring of substation is enclosed at Annexure III. The
existing communication protocol used for SCADA at LDC Kathmandu is IEC 101/104. For
the present scope of work, RTU are not envisaged and the Data for SCADA purpose shall be
obtained from the Substation Automation System (based on IEC 61850) using Gateway port
with communication protocol IEC 104 as per requirement being provided at the substations
under present scope of contract.

10.4 Augmentation and integration work related to Communication System

The scope of work for supply, installation of Optical Line Termination Equipment, Digital
Multiplexer, hardware accessories etc at Khungri substation for onward transmission of Data
and Voice communication up to LDC Kathmandu is included in the contract.

The existing FO communication link including RTU exists between existing Ghorahi
Substations, Ghorahi, and Dang. Data and voice communications from various substations
and power houses flow to LDC in the direction of between Ghorahi–Syuchatar Substations.
The scope of work for supply, installation of approach optical fibre (as per requirement from
JB to ODF box), Optical Line Termination Equipment, Digital Multiplexer, hardware
accessories etc at Khungri Substation and its integration work (at existing Ghorahi
Substation & LDC Kathmandu) for onward transmission of Data and Voice communication
up to LDC Kathmandu is included in the contract.

10.5 Erection, testing and commissioning of Substation automation system, Control and
protection Panels, Transformer, and communication equipments shall be done by the
contractors under the supervision of respective equipment manufacturers. Charges for the
above supervision shall be included by the bidder in the erection charges for the respective
equipment in the BOQ.

10.6 Training: The training shall be provided as per provision of corresponding Section of plant
and equipment. However, if not mentioned in corresponding Section, the traveling and living
expenses of Employer’s personnel for the training programmed conducted shall be borne by
the contractor.

The training shall be provided to Employer’s personnel in the field of erection, testing, operation
and maintenance in abroad as agreed or as specified in corresponding Section as per following.

10.7 The civil construction drawing for above shall be developed by the contractor during detail
engineering. For illumination in switchyard panel room average Lux level at ground level
shall be 350 lux.

10.8 The lighting fixtures for switchyard lighting shall be mounted on LMs wherever LMs are
provided. Where LMs are not available, the fixtures may be mounted on Gantry structures or
on lighting poles to be provided by the contractor. All the lighting fixtures, Air condition,
ceiling Fans etc to be installed at substation shall be energy efficient (low power
consumption).

10.9 The Frequency range for the earthquake spectra shall be as per IEC-62271-300 for Circuit
Breaker.

10.10 Transmission line side insulator String (including Hardware) i.e., tension insulator on the
line side of the take off gantry for 132 and 33 KV lines termination is under the present
scope of specification.

10.11 One number portable fire extinguisher (CO2 type) of 4.5 kg shall be provided for each
switchyard panel room as per Bid proposal sheet (BOQ).

10.12 The Contractor shall provide AC/DC feeders for complete future bays also as per single
line diagram in addition to bays under present scope

10.13 One number each Energy meter for the record and revenue purpose is to be provided for
each 132 kV bays (Bus coupler bays to be excluded) at Substations under present scope of
contract, meeting the requirement as specified at Annexure – IV.

10.14 The reference of IS standard (i.e. Indian Standard) mentioned in the technical specification
shall be read as equivalent EC or BS or equivalent International Standard.

10.15 Non CFC refrigerant shall be utilized for Air conditioning system, offered for buildings is
under the scope of contract.

10.16 The distance protection relays to be supplied for 132 kV lines should have feature of load
encroachment blinder to safeguard the protection trip during heavy load condition.

10.17 Separate protection relay (IED) shall be provided for 132 kV Class Transformer directional
over current and earth fault relay (for both HV & LV side). Inbuilt function in any other
protection IED/BCU (Bay Control Unit) is not acceptable.

10.18 In the Sub-station automation system, each AIS shall be monitored individually per phase
basis. In case it is not possible to monitor in one BCU, the contractor shall supply additional
BCU for the monitoring without any additional cost implication to NEA.

10.19 For supply of SF6 Gas, the contractor shall obtain necessary license from the concerned
statuary authorities in Nepal. The contractor shall comply with all the legal & statuary
requirements as per the local laws for importing, handling & storage of SF6 gas in Nepal.

For this purpose NEA shall extend necessary assistance (documentation etc) for obtaining
such clearance & licenses, however the complete responsibility for submitting the
application and co-ordination with authorities shall be in the scope of contractor.

11. PRECOMMISSIONING, COMMISSIONING, TRIAL-RUN & COMPLETION

As soon as the Facilities covered by these specifications are physically completed in all
respects, the Pre commissioning, Commissioning, Trial-run and Completion of the
Facilities, as mentioned below, shall be attained in accordance with the procedure given in
the Conditions of Contract, Vol.-I of the Bidding Documents.

Charging of the Facilities at rated voltage Further, wherever appearing in these


specifications, the words – ‘commissioning checks’, ‘installation checks’, ‘site tests’,
‘performance guarantee tests for fire protection system’, are to be considered as ‘pre
commissioning checks’.

(iii) Trial-run :

Operation of the Facilities or any part thereof by the Contractor immediately after the
Commissioning for a continuous period of 72 (Seventy two) hours continuously. In case
of interruption due to problem / failure in the respective equipment, the contractor shall
rectify the problem and after rectification, continuous 72(Seventy two) hours period start
after such rectification.

(iv) Completion :

Upon successful completion of Trial-run.

‘Guarantee Test(s)’ and/or ‘Functional Guarantees’ are applicable only for Substation
Automation System as specified in Section-‘Substation Automation System.’

Note:

The Contractor shall do the necessary calculations for relay setting required for Pre-
commissioning, Commissioning, Trial-run and Completion for the substations under the
scope of this Contract. All the relay setting calculations required for the substations (in
this scope) with related to Integrated Nepal Power System (INPS) shall be done by the
Contractor.

Supply of all material and equipments shall be done by the contractor according to the
approved supply schedule and this should be the responsibility of the contractor to
submit and get approval of the supply schedule from the employer.

Additional EMP that will be considered necessary by ADB to be implemented during the
project preconstruction and construction stages are attached in the ANNEXTURE VI.

Technical Specification of Digital Protection Coupler

1.0 Digital protection coupler for protection signalling through optical fibre cable system.

1.1 The Digital protection signalling equipment is required to transfer the trip commands from
one end of the line to the other end in the shortest possible time with adequate security and
dependability. It shall also monitor the healthiness of the link from one end to the other and
give alarms in case of any abnormality. The protection signalling equipment shall have a
proven operating record in similar application over EHV systems and shall operate on 48V
DC (+10%, -10%). It shall provide minimum four commands. These commands shall be
suitable for direct tripping, inter tripping and blocking protection schemes of EHV lines.

The protection signalling equipment shall communicate to the remote end interfacing with
SDH terminal equipment at its 2 Mbps port. It shall provide suitable interfaces for
protective relays, which operate at 110V DC. Power supply points shall be immune to
electromagnetic interface.

Contractor has to utilize the same fibre for communication and digital protection purpose; no
separate fibre shall be provided to the contractor for digital protection. Therefore bidders are
instructed to include all the cost providing necessary equipments/ cards and their installation
in Khungri as well as far end substations (Ghorahi).

1.2 Principle of operation

During normal operation, protection signalling equipment shall transmit a guard signal/code.
In case Protection signalling equipment is actuated by protective relays for transmission of
commands, it shall interrupt the guard signal/code and shall transmit the command code to
the remote end. The receiver shall recognize the command code and absence of the guard
code and will generate the command to the protective relays.

All signal processing i.e. generation of tripping signal and the evaluation of the signals being
received shall be performed completely digital using Digital Signal Processing techniques.

1.3 Loop testing

An automatic loop testing routine shall check the teleprotection channel. It shall also be
possible to initiate a loop test manually at any station by pressing a button on the front of the
equipment. Internal test routine shall continuously monitor the availability of the protection
signalling equipment. Proper tripping signal shall always take the priority over the test
procedure.

The high speed digital protection signalling equipment shall be designed and provided with
following features.

EXISTING RTU BASED SCADA & ITS DATA ACQUISITION

1. GENERAL

1.1 This specification covers the design, manufacture, assembly, shop test, supply, delivery,
installation, field testing and commissioning of SCADA complete with all accessories for
efficient and trouble-free operation as specified hereunder as /if required to meet the requirement
as mentioned in Project Specific Requirement (PSR).

1.2 Outline of existing SCADA system

The Integrated Nepal Power System (INPS) is being supervised by Load Dispatch Centre (LDC)
located at Syuchatar, Kathmandu. Computer based SCADA system of Siemens "Power 7" has
been installed in the LDC Master-station for processing the data collected from power stations
and substations spread over the country. The substation contractor shall be fully responsible for
supply, installation, testing and commissioning of all hardware and software including RTU
cards and accessories, necessary for complete operation in regard of implementation of SCADA
system, as required by NEA. A failure of one element of a system must not affect the
availability and the performance of the overall system.

1.3 Scope of works to be performed

a) Ghorahi Substation:

Necessary adaptation works shall be carried out on existing RTU at Ghorahi substation for data
transmission and remote operation of new 132/33/11 kV bays. This also includes supply of
necessary cards, accessories, cable connectors for the RTU and extension, reorientation and
reconfiguration of the RTU. Data of newly installed 132kV bays shall be integrated into the
Siemens Power 7 of LDC.

The contractor shall make necessary studies and investigations of the existing SCADA
systems in order to design and supply of appropriate equipment.

b) Khungri Substation:

Data of newly installed 132/33/11 kV bays shall be integrated into the Siemens Power 7 of LDC.

The contractor shall make necessary studies and investigations of the existing SCADA
systems in order to design and supply of appropriate equipment.

2.0 RESPONSIBILITY AND SCOPE FOR COMPATIBLE INTERFACING

2.1 The Contractor shall be fully responsible for full-functioning and compatible interfacing of data
and tele protection schemes between the existing SCADA and communication system of NEA
and the new system to be commissioned under the scope of this Tender.

2.2 Compatible interfacing shall be for all aspects, including software and hardware. In addition to
other necessary compatibilities and interfacing, the Contractor shall be fully responsible for
the integration of the SCADA data associated with the scope in this tender in the Siemens
Power 7 SCADA system -the processing software of the Load Dispatch Centre. This
integration requires modification, addition and parameterization in the software for the
following main activities:

a) SCADA data entry: this includes data entry of different components of the substations, lines
and other relevant components.

b) Creating Graphics: this includes creating graphics for substations, lines and other relevant
components, network map creation and integration with existing system, etc.

c) Data entry for Telecontrol Interface (TCI);

d) Testing and commissioning of the newly integrated SCADA system for its full functioning;
and

e) Network Application data entry required for network analysis.

The above activities shall be carried out, as appropriate, in Ghorahi substation and the Load
Dispatch Centre.

For these purposes, the Contractor shall carry out necessary studies / investigations of the
existing system carefully, in full coordination with the Load Dispatch Centre, and design /
propose, install and integrate a suitable scheme/system to fulfil the specified scope of works for
teleprotection, SCADA etc., as required by NEA (Load Dispatch Centre).

2.3 Requirement of SCADA cubicles

For Ghorahi substation, SCADA related connections shall preferably be provided separately in
the control and relay panels.

2.4 WIRING

2.4.1. Secondary control wiring, windings, coils and resistors shall be insulated for 600 volts and shall
withstand 1500 volts, one (1) minute dielectric test. All circuits shall terminate on adequately
marked approved screw type terminal blocks mounted in accessible locations in the mechanism
housing. Not more than two terminations to a single terminal point will be permitted.

2.4.2 The diameter of the control wiring shall not be smaller than 0.5 mm. All wiring shall be tinned,
standard copper, 600-volt insulation. Both ends of all wires and all terminal block points shall
be clearly marked with the designation shown on manufacturer's wiring diagram.

2.4.3 All termination shall be made with crimped type, ring-tongue terminal connectors with
insulated shanks. The crimping tool shall be designed to prevent opening of the handles until
full pressure has been applied and staking action is completed.

2.4.4 Adequate space shall be allowed in terminal boxes for the pulling, bending and proper grouping
of all external power and control cables and a suitable removable drilling plate shall be
provided for external conduits or cables. All external conduits and cables shall be furnished and
installed by the Contractor.

2.4.5 All internal wiring shall be connected to terminal blocks in a manner to allow the external cables
to be terminated on consecutive points of the blocks.

2.5 FACTORY TEST

All design tests, if required, and production tests shall be conducted in the presence of an
authorized representative of the Employer, unless waived in writing by him. The Contractor shall
notify the Employer at least fifteen (15) days in advance as to the date of the tests, and the place
at which the tests are to be conducted so that arrangements may be made for his representative to
be present. Prior to shipment of the equipment, the Contractor shall furnish the Employer five (5)
certified copies of all design and production test reports.

3. REMOTE TERMINAL UNITS (RTUS) AND ADAPTATION WORKS


3.1 General information and scope
3.1.1 Remote Terminal Units
The Load Dispatch Centre (LDC) controls and monitors the network of Integrated Nepal Power
System (INPS) via RTUs located at its various outstations.

Manufacturers of the existing SCADA system are:

LDC facilities: SIMENS, India

RTU facilities: ABB, Germany

3.1.2 Equipment to be supplied under this Contract:

Adaptation works and extension of existing RTU at Ghorahi substation

The equipment to be supplied under the Contract shall be fully equipped for the actual amount
of data to be acquired and commands to be executed, plus a spare capacity of 20% for each type
of data.

The Contractor shall be responsible for the complete design, installation, wiring, testing,
commissioning and documentation of the RTU extension works,, including any required new
or parallel connections to NEA’s field equipment as described in this Specification, including
synchronization with the existing SCADA equipment.

3.1.3 The equipment to be furnished shall strictly be in accordance with the specifications and the
Price Schedule.

At all substations where either new RTUs are to be installed or extensions/reorientations of
existing RTUs are to be made, interfacing of the following supervisory controls to be executed
and data to be acquired shall be provided:

an annunciator lamp and audio alarm shall be installed at all 33 kV, 11 kV feeders taking part in
the load shedding scheme. The associated audio alarm shall be integrated in the central
annunciation system of local 33 kV cubicle.

3.1.5 Interfacing works

The Contractor shall supply and install all equipment and material including transducers,
meters and auxiliary relays, cables, wiring, terminal blocks, test switches, isolation
devices, conduits, cable trays/trenches and any other equipment required to interface the
RTUs with the substation equipment.

The field instrumentation, devices, connections shall not affect the current operation of the
existing substation equipment.

The Contractor shall be responsible to perform any necessary modification to the existing
substation facilities to accommodate RTU extension works.

3.1.6 Substations with new RTUs and interfaces

For Ghorahi substation, necessary extension, re-orientation/re-configuration of the


existing RTUs shall be made.

The new equipment shall be adapted to site conditions with the following:

Station voltages: 110/48 V DC and 400/230 V AC.

CT’s - secondary: 1 A or 5 A as appropriate.

VT’s - secondary: 110/√3 V or 110V.

3.2 Functional requirements of Remote terminal units

Bidders shall propose the new RTU cards, equipment, accessories, etc. required for
extension works, so as to incorporate the following functional requirements.

The RTUs shall be programmable, with real-time clock, synchronized by an external


source, and equipped with process input and output (I/O) modules, memory and data
transmission equipment, etc.

RTUs to be installed under the project shall provide at least the following functions:

 single command outputs, double command outputs

 regulation command outputs e.g. raise/lower command outputs for transformer tap
changer control

 analog set point transmission and output

 single, double and multiple state digital inputs

 analogue measured inputs

 metering pulse inputs for acquisition of energy meter values

 Sequential Event Recording (SER) with time stamping of events at the RTU

 RTU time synchronization

3.2.1 Telecontrols

The RTUs shall have the capability for the SCADA system master station to select and
control specified power system devices. The following power system devices will be
controlled by the RTU:

3.2.2 Telecommands

The RTUs shall ensure that only the correct output is selected for two state devices before
command execution.

Operation of control outputs shall be via a select-check-execute command sequence.


The control sequence shall include the following:

 The SCADA system shall transmit a command message addressing the proper
RTU and the control point within the RTU, and indicate the control action
desired.

 The RTU shall initialize its control logic, reassemble the command message, and
transmit the reassembled message to the SCADA system. The message sent to the
SCADA system shall be generated by the RTU's point selection logic.

 The SCADA system shall check the returned message for validity and, if valid,
shall issue an execute command to the RTU.

 The RTU shall operate the control point selected only after the execute command
has been received.

The control action shall be executed only if the select-check-execute sequence is


performed without error or interruption. The RTU shall reset its control logic upon any
error in the sequence or if the execute command is not received within a pre-defined time
after the command message is received at the RTU.

The impedance of the output circuit shall be measured to detect jammed contacts.

The point selection logic for the control output shall be designed to preclude operation of
an unselected output under single component failure conditions. That is, no single
component shall be capable of selecting and operating an output point by itself.

In no case, any unwanted telecommand shall be given to the process in case of an RTU
power failure.

A test command (dummy breaker) shall be provided for the purpose of ensuring that the
telecommand function is working correctly. The test command shall correspond to circuit
breaker close/open command with back-indications on/off.

The RTU communications protocol shall also support "immediate execute" contact outputs
(where an operation can be commanded without the validity check and execute message
exchange) for control output types such as On Load Tap Changer (OLTC) raise / lower
command outputs.

3.2.3 Teleindications

Teleindication refers to status information of operational equipment monitored by the


system. Such teleindications include status information of switching devices, event
information, alarms, etc.

The RTU shall report teleindications by exception but shall also allow the SCADA system
to demand - scan status data even if the data has not changed.

3.2.3.1 STATUS INDICATIONS

The status (open / closed) of two state devices such as circuit breakers, isolators or earthing
switches shall be acquired by using suitable designs. These may, for example, be acquired
by 2 independent, potential - free contacts or by 2 interposing relays, one for each position.
Position indications shall be checked for validity and undefined states like open and closed
(1 | 1) or neither open nor closed (0 | 0) shall be alarmed. The RTU shall provide for run-
time-monitoring, adjustable to the HV equipment operation parameters, to avoid alarming
of undefined states while the equipment (e.g. isolator) is operating.

3.2.3.2 ALARMS

Alarms shall be acquired as single indications by appropriate designs via potential - free
contacts.

Telemeasurements

In analogue measurands the information to the RTU is given in the form of an analogue
current supplied by the output of an analog measuring transducer. The analog signals
shall be converted to digital mode by an analog-to-digital converter, to which the inputs are
connected. All inputs of a module shall be measured within one cycle, regardless of the
number of inputs in use. Thus new points can be added to the RTU without
reprogramming.

Analog measurements shall be transmitted to the master station with 16 bits or 15 bits +
sign bit.

3.2.4 Telemetering

The transmission of integrated totals refers to the transmission of measurable quantities,


which are integrated over a specified period of time. The integration shall take place before
transmission.

3.2.5 Sequence of Event Recording (SER)

The RTU shall be capable of Sequence-of-Events (SER) data collection at a time resolution
less than the operating speeds of the power system devices. Any digital input points in the
RTU may be assigned, programmable as an SER data point. In general, a breaker position
change and any alarm from a protection device that has initiated a trip signal is defined as
an event for SER. Multiple transitions of a device, such as the tripping and subsequent
reclosing of a breaker, shall be considered as a series of separate events. Each time an
event is detected, the RTU shall time-tag the event and store it together with the time-tag of
the event for transmission to the SCADA system with the next scan. The buffer shall be
sized to store, as a minimum, a number of events equal to three times the number of SER
points implemented in the RTU.

The time-tag recorded with each event shall be generated from a clock internal to
the RTU.

The RTU shall be capable of correctly determining the sequence of events for which their
occurrence is separated by >= 1 ms (separating capability class SP4 of IEC 870 - 4).

Time resolution

The resolution of the time tag shall be 10 ms.

3.2.6 Common time base

The internal clock of each RTU shall be synchronized either from an internal, Contractor
supplied and installed time synchronization source, such as a Global Positioning
System (GPS) or an omega synchronizing signal receiver or through the telecommunication
network from a master clock installed at the LDC.

The synchronization shall be done periodically such that the time-tags in each RTU shall be
within five milliseconds (5 ms) accuracy between all RTUs.

Bidders shall clearly indicate the method used for time synchronization and describe in
detail how the required accuracy is achieved.

In the RTU there shall be a digital output from which time synchronization messages can
be forwarded to external devices. The frequency of the activation of the message shall be
adjustable.

Data transmission

The data transmission network shall consist of dedicated data channels utilizing Fibre optic
transmission media. The RTUs shall be capable of utilizing different protocols on separate
RTU communication ports. Communication protocols shall be implemented by modifiable
firmware in the RTU. Reconfiguration of the RTU database may be necessary when an
RTU's communications protocol is changed due to the difference in the functions
supported by the protocol.

The Contractor shall provide and implement a version of the standard IEC 60870-5-
101/104 communications protocol which shall support all the functions specified in this
document. The RTU protocol shall be non-proprietary for use within NEA. NEA shall be
authorized to disclose the RTU protocol to third party suppliers.

3.2.7 Equipment characteristics

For general technical requirements such as environmental conditions, construction


and test requirements, e.g. dielectric strength and disturbance withstand, reference is
made to the general part of this Specification.

3.10 Remote terminal units hardware

3.11 Interconnections

All connections between the RTU's termination facilities and signal wiring shall be
through barrier-terminal blocks with knife-switch isolation, mounted in the RTU panel or
an adjacent marshalling cabinet. Terminal blocks shall be screw-type, with full depth
insulating barriers.

3.12 Digital inputs

The digital inputs shall be opto-isolated, signal voltage 48 V DC. Other lower voltages
shall also be possible by changing the matching resistor in the input circuit.

Contact bouncing of the interposing relays shall be filtered. The bounce filtering time
shall be 7 ms. Input circuits with selectable bounce filtering time setting are preferred.

The indications shall preserve the chronological order of events inside the RTU.
The resolution time requirement is 10 ms.

Oscillating inputs as a result of, e.g. a faulty relay chattering, shall be blocked locally at
the RTU.

3.13 Analogue inputs

In analogue measurements, the information to the analog input modules of the RTU is
given in the form of analog current supplied by the output of measuring transducers.

Measuring transducers shall be installed in the switch/control gear.

In analog input modules, the following current input ranges shall be available:

 Unipolar 0-1 mA, 0-5 mA, 0-10 mA, 4-20 mA

 Bipolar +/- 1 mA, +/- 10 mA. +/-2.5 mA.

It shall be possible to change the input range for each individual input, preferably by
software means, instead of changing the input resistor. The analog input circuit shall have
a precise DC impedance less than 200 ohms for current inputs. This impedance must not
vary more than half of the accuracy of the Analog to Digital Converter (ADC) with
influence values such as temperature, etc. In the input circuit, galvanic isolation shall be
provided from mechanical earth and electrical earth, and, preferably, between different
inputs. The circuits of the analog input module shall be protected against disturbances
caused by switching transients and against disturbances at power and RF frequencies
present at outstations.

The scanning of each input shall not introduce any error on the analog information.

For each input it must be possible, without disturbing the other inputs,

 to isolate the input from the ADC and close the analog circuit,

 to connect, on the ADC side, a test set for maintenance or adjustments,

 to measure the analog input value without disturbing the measurement (addition
of an mA meter over a link which is then disconnected).

The analog information shall be converted into digital value by the ADC which can be
common for all inputs. Analog measurements shall be transmitted to the master station
with at least 11 bits + sign bit.

The total accuracy must be better than 0.5% of the nominal range of a measurement
calculated from RTU's analog input up to LDC. A calculation of the total accuracy in the
wide sense as well as in the restricted sense as per IEC 60870 - 4 shall be included in the
Tender.

The input circuits must withstand a permanent overload of 30% without any damage.

In case of input overload the output message shall be either

 The exact value corresponding to the input or

 The maximum value that is possible to code (with the correct sign).
3.14 Pulse inputs
The counter register shall be 16 bit. The maximum input frequency shall be 25 Hz.
In practice, the pulses will be dimensioned in a way that max. Frequency is less than 5 Hz.
Interposing relays will not be used.

3.15 Interfacing equipment


3.16 Interposing relays
The interposing relays for telecommands and digital inputs shall be provided by the
Contractor. The relays shall be installed in the switch / control gear and shall have the
following characteristics:

For telecommands:

 Coil voltage shall be 48 V DC. Coil voltage variation shall be +10% and -20%.

 Signal voltage on the contact circuit shall be 110V DC depending on the station.

 The rated contact current shall be minimum 10 A making / breaking at 110 V DC.

For teleindications:

 Coil voltage shall be 110 V DC. Coil voltage variation shall be +10% and -20%.

 Signal voltage on the contact circuit shall be 48 V DC.

 The rated contact current shall be minimum 3A making / breaking and


1A continuously

Relays with two (2) normally open and two (2) normally closed contacts shall be
provided. Contact bounce shall be less than 8 ms and contact age shall be 106 operations

Dielectric strength shall be 2 kV, 50 Hz-1 min between one circuit and the earthing point
and between independent circuits, 1 kV, 50 Hz during 1 min between two terminals of the
same circuit. Impulse test voltage: 5 kV (IEC 60255-5)

Plug - in type relays and sockets shall be used with sockets directly mounted on a DIN
rail.

All necessary arrangements must be made so that the plugging - in and out are easy and
performed without any risk of damaging of relay parts.

The relays shall be fitted with a visual operation indicator (either mechanical or LED).
3.17 Transducers
Transducers shall be of the latest state-of- the art solid state technology, not requiring
frequent calibration and preventive maintenance and shall be free from electro-magnetic
interference and noise. They shall use electronic surface components and all of its internal
parts are protected by a tropicalization varnish. Transducers shall comply to the latest
international standards and, mandatorily, to the IEC 60688 publication. Transducers shall
in general be installed in the control or protection board of the switchgear equipment.

Transducers shall comply with the following requirements:

 Accuracy of the measurements for MW, MVAR, voltages shall be better than
0.5% of full scale over a temperature of 0 to 50 °C.

 Maximum ripple shall not exceed 2% peak to peak.

 Response time to 99% of final value and shall not exceed 0.5 sec.

 The analogue outputs of the transducers as inputs to the RTU shall be isolated,
unipolar or bipolar, 2 - wire load independent DC current of 0 to 10 mA or ±10
mA.

 Transducer burdens shall not exceed 2 VA per PT element and 2 VA per CT


element.

 Transducers shall be able to withstand a short period (1 second) overload of up


to 50 A without damage and have a withstand voltage of 4 kV/50 Hz/ 1 min
and 5 kV/1.2/50 µs, according to IEC 60255-4 C1. III.

Frequency transducer shall have an input range from 45 Hz to 55 Hz.

Active and re-active power measurements shall be made 3 phases - 3 wires for unbalanced
load. A single phase-to-phase voltage shall be acquired for each measurement point.
Voltage transducer shall provide for expanded scale of +/- 20% of the rated voltage.
3.18 Cables
The instrumentation cables from the RTU electronics cabinet, to the interface terminals at
the substation control / switchgear shall be supplied by the Contractor.

The characteristics of the cables shall be as follows:

 Number of cores n * (2+1) * 0.8 = 2, 4, 8, 12, 24, 48 where, (2 + 1) is meant for


a pair of conductors + surrounding screen, and 0.8 refers to cross-sectional area of
screen.

 The outer PVC sheath shall conform to flame test requirements of IEC 60323-3
category C. Manufacturer’s name, manufacturer’s type, core quantity and cross-
section, year and month of manufacturing shall be indicated.

 Individual leads shall have Colour coding.

 Pair-twisted cores, each pair and the whole core surrounded by protective screen
shall be used for connection of transducer secondaries to the RTUs.

For connection of controls, status indications and alarms, cables with protective
screen surrounding the whole core are acceptable.

In the design made by the Contractor the following shall be taken into account:

 The number of cables shall be as low as possible.

3.3 Spare parts and test equipment


3.3.1 Spare parts
The Contractor shall furnish a list of recommended spare parts and test equipment for the
supplied RTUs to maintain reliable RTU operation. The spare parts list shall be
subdivided into:

 Short-term spare parts that shall be necessary for two (2) years of operation

 Long-term spare parts that shall be necessary for ten (10) years of operation.
3.3.2 Portable testing equipment
The Contractor shall supply 1 (one) portable RTU testing equipment sets for testing RTU
operation and functioning without any cost to NEA. No separate payment shall be made
for it. Each testing set shall be capable of emulating communications from both the
SCADA system and the RTUs. These testing sets shall also be capable of passively
monitoring all communication traffic on a channel without interfering with channel
operation.

with COVID-19 during the course of the works.
To limit contacts and hence contamination risk,
the same workers should be grouped in
accommodation, transport, and work teams.
Medical insurance will be provided by Contractor
for all workers with sick leave allowance to
ensure symptomatic workers do not attend site;
Contractor will avoid no-work-no-pay policies,
whereby by fear of not getting paid workers would
be tempted to report to work and hide any
symptoms, creating more risk for the wider

Traffic management:
 NEA and the Contractor to consult with and seek
the agreement of the irrigation authority to use
the existing irrigation access roads for the
purposes of construction.
 For all works on or adjacent to public roads, the
Contractor will prepare for NEA approval a
Construction Traffic Management Plan (CTMP)
appropriate to the pedestrian and vehicular traffic
flows on the road as part of the CEMP in
consultation with relevant local authorities/traffic
police to ensure proper execution of traffic
controls including where temporary blockage of
the road during installation is required for health
