Dear Fall Creek Resident,

I am announcing my candidacy for Village of Fall Creek President. The purpose of this letter is
to explain why I am running and some of the Wisconsin statutes.

I am running because this village has been my home for 26 years. I love and respect the citizens
of this small town and want to do everything I can to make Fall Creek the best place for you to
live. Your concerns are my concerns, and I want to do everything that I can to address them.

Concerning Wisconsin statutes that apply to my running for President: I recently ran and won
the election to represent the citizens of the 68th District, Wisconsin Assembly. Prior to deciding
if I would run for this office, I inquired as to the legality of being able to serve as an Assembly
Representative and at the same time, Village President, as my desire was and is to serve the
people of Fall Creek. Wisconsin laws provide that both offices can indeed be served by the
same person.

I, also, recently conferred with the Chairman of the Local Government Committee in the
Wisconsin Assembly, Rep. Todd Novak. He has served as the mayor of Dodgeville, WI for many
years as well as concurrently serving as an Assemblyman. Not only is it legal to serve in both
offices, but is encouraged as serving at the local level keeps the representatives in better touch
with the needs of the community in which they serve. Many Assembly representatives are
concurrently serving as village presidents, mayors, village trustees, city council members,
county board supervisors, or school board members.

On the ballot, you will see that not only am I running for Village President, but I am also running
for Village Trustee. I currently hold a seat as a Village Trustee. My term is up in April 2023.
Wisconsin Statute section 8.03(2m) states that a “candidate may appear on the ballot for more
than one local nonpartisan office at the same election.” My purpose in running for Village
Trustee for another term is my deep desire to serve the residents of our village. If I lose the bid
for Village President, then hopefully I would win the votes necessary to keep me on the board
as a Trustee. I ask for your support in voting for me for both offices.

If I win both offices, the law “allows a person to hold only one of two incompatible offices, and
that when a second incompatible office is taken, the first is vacated. Thus, for example,
although the same person may run for village trustee and president, that person may hold only
one of those offices. Presumably a person winning both seats would choose to be sworn in as
village president, which would mean that the trustee’s office would be vacant. In such cases,
the village board would fill the village trustee vacancy pursuant to Wis. State. Sec. 17.24.” (WI
League of Municipalities, Election FAQ 1). That statute details that the board would appoint
someone to fill the vacancy.

Time considerations: The majority of State Representatives not only serve in the Assembly, but
run their businesses as well as serve on various local boards. Requirements to be in Madison
are on Tuesday, Wednesday, and Thursdays. It is considered a part-time job. I am an
outstanding manager of time, and throughout my life have been able to handle large loads and
perform exceptionally well, not shorting any of my responsibilities, but in fact, excelling in all of
them.

My business, Karen R. Hurd Nutritional Practice, is quite successful. I have excellent staff who
run almost all aspects of the business. I spend less than 10 hours of week devoted to my
business. I have the time to serve as both a State Assemblywoman, and the President (or
trustee) of Fall Creek.

For any that might be concerned that I am seeking two seats for monetary gain, that is not the
case. The salary at the state level for Assemblywoman is not high, and since I have been serving
as a Village Trustee, I have waived my salary for both years of my term. I will continue to take
no payment for my services to you the people of Fall Creek whether I serve as President or
Trustee.

We have some challenges ahead in our village, and I feel qualified and able to face them and
lead our village in the priorities that YOU, the citizens deem as important. Please call me with
your concerns, thoughts, hopes, and dreams for Fall Creek. I want to hear from you.
