ISSUES AND CONCERNS WITH PHILIPPINE EDUCATION SYSTEM


“Reaction Paper”

The Philippines has a good but complex educational system. Although there are many
suggestions for concepts and approaches, it is difficult to implement policies since there are several
unrecognized problems and concerns that have an impact on the entire educational system. For this
reason, policies are continuously changing. We continue to impose laws and procedures, which are
subsequently put into effect, but we fail to recognize the disadvantages that have a negative impact
on not just the students but the entire nation.

First in the employment process as a teacher applicant in the government is one of the
problems and concerns. There is a "palakasan system" or "backer system" in the government
everywhere we go, which means that even if you are at the top of the list, you will receive the least
attention. This is a terrible reality because it is still occurring today. Priority was given to people in the
lower ranks over those in the higher ranks. The program itself is the next matter of interest. Like in
this pandemic, the DepEd imposed a mixed learning model that included online classes, TV
broadcasts, and a modular approach to learning because there are laws that prevent face-to-face
classes. Although these methods are effective, not everyone can afford them, especially in remote
locations where a signal cannot be received; for those people, the modular approach to learning is
the best strategy. We can't guarantee that the students were the ones who answered their modules,
and recently the DepEd imposed face-to-face classes on the second half of the quarter, and we
assessed that clearly, they were not the ones who answered their modules. The modular approach is
good, though there are some disadvantages of it in the learning of the student, but I think it is the
most effective method, especially given that we are in a pandemic situation. I feel bad for the pupils
since some of them aren't even able to read or spell a basic English word by the time they get to high
school. One of the problems and worries that I have seen and encountered has to do with the
materials that the students use, such as their textbooks and modules. There are certain faults and
errors that were not thoroughly verified and examined before it was sent to the pupils.

The Philippine educational system's budget is the following issue. The majority of issues with
the Philippine education system are caused by a lack of financing. These include a lack of
classrooms, inadequate facilities for students, and, of course, insufficient pay for teachers. There are
schools in the Philippines with insufficient resources for the kids to use. The learning environment in
the classrooms was insufficient, and the teacher did not have access to any teaching aids,
particularly for experiments and laboratories. In order to meet the demands of the school through
solicitations, school administrators requested assistance from the politicians. Although there is no
issue with it, occasionally they seek for favors in exchange, or what we term "utang na loob," from us.
In addition, there are problems and worries on the part of the teachers. Some teachers can't handle it
and quit since they are overworked but underpaid. Teachers are also persons, despite the fact that it
is our duty and part of our public service oath to serve the populace, particularly the next generation
of leaders in our society. Despite their greatest efforts, they are constrained and there are some
things they are unable to perform. The absence of parental support for children is one of my worries
as a government educator. not just in terms of money, but also in terms of the child's values. The
development of a child's good moral values begins at home, not in the classroom or at school. When
it comes to a child's values, parents shouldn't rely exclusively on the teachers; instead, it is our duty
as parents or guardians to instill in our kids strong morals and to not put up with any inappropriate
behavior. At school, the teachers served as their second parent, and it is our duty as that second
parent to instill moral principles in our kids. Second, although there is no ideal way to teach students,
some teachers have a preference for a teaching style in which they see themselves as a fountain of
knowledge and their pupils as a reservoir of untapped potential. In my opinion, this kind of teaching
style discourages students from interacting well with one another. A teacher should prepare a lot of
ways and methods in teaching that addresses the needs of the students especially if you are in a
heterogeneous type of class wherein there are lots of different types of learners and different needs
to be addressed. A teacher should be flexible and knowledgeable enough to know the differences of
his/her students and to assess where they can fill in the needs.

Overall, there are a lot of problems and worries with the Philippine educational system, and
they are just going to get worse in the future because criticism follows everything we do. As
educators, all we can do is act in the way we feel will benefit our students the most. Utilize the
information from our academic studies and life experiences in the actual teaching-learning
environment. Because ultimately, we are doing this not just to benefit the students but also to
advance as educators.
