The Technical Education and Skills Development Authority (TESDA) is inviting professionals,

wage earners, self-employed entrepreneurs, overseas Filipino workers (OFWs), and unemployed
individuals to avail of the agency’s online Portfolio Assessment for them to secure National
Certificates (NCs) which they can use to find new job opportunities.

Keeping in mind the health hazards brought about by COVID-19, the assessment process should be
purely online and part of the agency’s efforts to respond to Filipinos who have lost their jobs or
whose source of income has been affected by the pandemic.

During the Portfolio Assessment, a worker’s documents, such as certificates obtained in previous
jobs, education, and training, are evaluated along with evidence of the candidate’s skills and
competence.

The TESDA Certification Office shall verify the authenticity of the documents submitted and
convene a panel of Portfolio Assessors to evaluate the documents to determine if an applicant
passes the requirements of the qualification.

Eligible applicants have five or more years of work experience relevant to the qualifications.

Applicants must submit a letter of intent, a Self-Assessment Guide (SAG) downloadable from the
TESDA website, and the TESDA Consent Agreement Form.

Along with these, applicants must also submit the following documentary evidence:

resume (indicating education or learning outcomes statements or informal record of prior learning,
achievements and chronological record of significant learning and work experiences);

certificate of employment with job description indicating number of years employed signed by the
employer for wage-employed workers.

Self-employed workers may submit a certification from a client attested by their Barangay
Chairperson, indicating some years conducting business in the area or BIR Form Number 1701-NF
(Account Information Form engaged in business and trade) or BIR Form 1901 (for doing business)
or Mayor’s Business Permit.

Any other documentation that may demonstrate industry experience;

and video footage showing the applicant performing tasks relevant to the qualification are part of
the requirements.

Finally, candidates must submit any two of the following additional requirements:

work samples (items produced by the applicant relevant to the applied qualification/competencies);
award(s), commendations or licenses, or certificates obtained (honors or rewards or licenses gained
relevant to competencies);

photos showing the applicant performing/completing tasks relevant to competencies; and training
certificates/workplace training records on completion of courses/programs related to the
competencies/qualifications.
