PROPOSAL
A. COURSE PROFILE
I. Course Title School-Based Learning Action Cell (SLAC) on Early Language Literacy and
Numeracy (ELLN)
for K- 3 Teachers
II. Rationale The Department of Education (DepEd) Early Language, Literacy and
Numeracy Program (ELLN) focuses on capacitating the Kindergarten to Grade
3 teachers and instructional leaders on the basic knowledge and pedagogical
skills in literacy and numeracy and in establishing and managing a school-
based mentoring/learning partnership program as a mechanism for the
continuous professional development of teachers/mentors, teachers/mentees,
school managers and instructional leaders and an avenue for teachers to
listen to storytelling and read-aloud activities from the best storytellers
through the School-Based Learning Action Cell, per DepEd Order No. 12, s.
2015.
III. Objectives At the end of the session, the K-3 teachers were able to:
1. improve reading and numeracy skills of the K to 3 learners
following the K to 12 program;
2. strengthen teacher’s capability to teach and assess reading and
numeracy skills effectively;
3. improve management and administration of the program;
4. establish a school-based mentoring/learning partnership
IV. Description The activity shall implement face-to-face instruction. Strict observance
of health and safety protocols will be imposed. There will be one facilitator per
day. Each facilitator will provide activities and gather outputs in the session.
V. Professional Development Priorities This program is in support to the DepEd’s Learning Continuity Plan as
provided in DepEd Memorandum No. 050, s. 2020.
VI. Professional Standards Covered This program is in support to DepEd Order No. 42, s. 2017 dated
August 11, 2017 on the National Adoption and Implementation of the
Philippine Professional Standards for Teachers which recognizes the
importance of professional standards in the continuing professional
development and advancement of teachers based on the principle of lifelong
learning.
VII. Target Participants Seven (7) teachers from Kindergarten to Grade 3 of Cagbacong
Elementary School are expected to attend this training.
X. Modality/ Delivery Platform Face to Face discussion and other related activities will be employed.
XI. Date of Implementation This activity will be held on February 11, 2021 from 8:30- 11:30 in the
morning.
B. COURSE DESIGN
After the sessions, the participants should gain skills and knowledge in designing and
Terminal and Enabling Objectives enhancing teaching methods and strategies to improve learners’ achievements.
II. Assessment Plan Documentation of outputs and evaluation form will be submitted, consolidated, validated and analyzed.
Funding Source School MOOE Budget Php 700.00 to be used for the snack of the participants
Requirements amounting Php 100.00 each (7 pax) and 100.00 for the
certificate of the participants and speaker.

I. Milieu of Activities The training shall be held in school and shall adopt face-to-face interactions. The participants shall strictly
observe the health and safety protocols. The different topics will be facilitated by resource persons who
attended the Division roll-out at Gogon Central School, Legazpi City.
Total Php800.00
VI. Monitoring and Evaluation Narrative report with documentation will be submitted after the conduct of the activity.
