II. Project Summary

Project CRADLE, or "Contextualizing Reading and Arithmetic Skills for the Advancement
and Development of Learners Excellence," is an innovative educational initiative designed to
enhance the literacy and numeracy skills of learners at Libato Elementary School (ES). This
project spanned SY 2022-2023 and involved various activities and interventions designed to
empower pupils with essential skills for academic and lifelong success. The project, which
targeted 309 pupils, yielded promising outcomes, laying the foundation for enhanced
educational opportunities in the community.

III. Project Background
Literacy and numeracy are fundamental skills that are essential for daily life and
education. Literacy involves the ability to read, write, comprehend, and communicate effectively
in a language, including basic reading and writing skills, as well as advanced comprehension
and critical thinking abilities. It is crucial for accessing information, expressing oneself, and
participating in society.
Numeracy, also known as mathematical literacy, involves understanding, using, and
interpreting mathematical concepts and processes. It is vital for making informed decisions in
everyday life, such as managing finances and understanding statistics. It develops over time,
starting with basic counting and number recognition, and progressing to more advanced
concepts like addition, subtraction, multiplication, division, fractions, percentages, and algebra.
Both literacy and numeracy skills are typically developed during early childhood through
formal education, self-study, and practical experience. A strong foundation in literacy and
numeracy is essential for academic success and personal empowerment, enabling individuals to
access knowledge, solve problems, communicate effectively, and make informed decisions.
However, a recent assessment of students at Libato Elementary School revealed that
23%, or 71 of them were struggling readers in English, 19% or 61 pupils were struggling readers
in Filipino and 15% were non-numerate. Despite this, the institution feels that there are genuine
literacy and numeracy gaps that necessitate remediation to improve students' low performance
in reading and numeracy abilities because of the epidemic. If not addressed, this literacy and
numeracy gap may have an adverse effect on learners' lifelong literacy and numeracy skills. As a
result, Project CRADLE was created.
Project Objectives

The primary purpose of this project is to boost the ability of learners to perform basic
literacy and numeracy abilities at Libato Elementary School and other schools in San Juan West
Sub-office through remediation.
This project specifically intends to
1. To accelerate reading and numeracy performance levels of learners up to 100%
2. To create a conducive learning environment that fosters excellence.
Project Methodology
Prior to the implementation of the project, an assessment will be conducted to determine
the literacy and numeracy levels of the learners. Following this assessment, the project
proponents, along with English and Mathematics teachers, will enlist volunteers to

support the initiative. They will also arrange meetings with parents of students who have scored
poorly on the assessment. Additionally, they will create, generate, and distribute various
materials for intervention.

The project will also include Learning and Action Collaborative (LAC) sessions, which will
be aimed at enhancing the understanding of different teaching strategies among teachers and
volunteers. These strategies are intended to improve the reading and numeracy skills of the
students. Furthermore, reading and numeracy sessions, as well as remedial activities, will be
facilitated with the assistance of parents and other volunteers. These activities will be tailored to
the individual reading and numeracy levels of the students.

Following the intervention, a Post-Oral Reading and Numeracy Assessment will be

administered to evaluate progress. To ensure the effectiveness of the monitoring and evaluation
process, school heads, master teachers, and the LR coordinator will help in reviewing the
monitoring and evaluation tools used by the teachers.
