KASAYSAYAN NG BARANGAY
Frances is a barangay in the Municipality of Calumpit, in the province of Bulacan.
Its population determined by 2020 Census was 6,129. This presented 5.17% of
the population of Calumpit. The population of Frances grew up from 3,467 in
1990 to 6,129 in 2020, an increase of 2,662 people over the course of 30 years.
The latest census figures in 2020 denote a positive growth rate of 1.28%, or on
Increase of 359 people from previous population of 5,770 in 2015. The
population from the said census above from now in 2022 is much larger.

C. KATARUNGANG PAMBARANGAY FLOW CHART

Katarungang Pambarangay here in frances is like what on the flowchart
after the complainant file a case on the next working day they will going to
summons the defendant and not later than 5 days they will going to
undergo the mediation where we are able to know if the issue is being
settled or not.
D. INTERVIEW ADR and DRR

According to the barangay secretary the most issue or case that they are
receiving is the “utang” the barangay reaches 300+ of this issue the common
reason is that the payment is not made on the date that they have to pay their
debt. The second one is about the dogs are not being tied because some of the
dogs here in frances is aggressive to the point that they were going to attack
anyone even if they are passing through the road.

E. OBSERVATION

My Basic observation in our barangay is they have no map hazard that can easily
seen by the people and also they don’t have the emergency hotline poster which
is the most Important to have in every barangay but in terms of their service they
very accommodating to every person who enter the Barangay hall they can
provide all what you want in terms of requirements or even information.

F. Recommendations

What I recommend in our barangay is to put more poster about the basic
information that can help the people in their barangay specially the hotlines that
they can use in case of emergencies. They should also put the barangay key
official outside the barangay hall that can be seen easily.
