 Former Speaker of the House of Representatives of The Philippines and was the first woman to
hold the position from 2018-2019

Contributions

 2010 Republic Act 10055/Technology Transfer Act of 2009 – harmonizes all technology transfer
activities in the country and accelerating the commercialization of government funded research
 TECHNICOM (Technological Innovation Commercialization Program) and SUPRE-GOV
(Technology Support for E-Governance) - aimed at moving technology transfer programs for
some 826,783 registered enterprises of which nearly a hundred percent are classified as
micro, small and medium scale enterprises (MSMEs).
 REPUBLIC ACT NO. 9036 - an act strengthening the governance and defining the scope of the
Philippine Science High School (PSHS) system
 Republic Act No. 9107 - an act promoting and preserving the science and technology resources
of the country establishing for this purpose the Philippine Science Heritage Center,
appropriating funds therefor and for other purposes
 PHILIPPINE NATIONAL POLICY STATEMENT ON MODERN BIOTECHNOLOGY - promotes the safe
and responsible use of modern biotechnology and its products as one of the means to achieve
food security, equal access to health services, a sustainable and safe environment, and industry
development.
 Republic Act No. 9236
- an act establishing a National Measurement Infrastructure System (NMIS) for standards and
measurements, and for other purposes.
- facilitates the development of scientific and technical knowledge and progress in the
national economy by encouraging the standardization and modernization of units and
standards of measurements to adapt to the needs of the times, thereby complying with
international standards and protecting the health, interest and safety of every consumer
and his environment from the harmful effects of inaccurate or false measurements.
