Business Act last May, requiring government agencies to act on applications
within three days for simple transactions, seven days for complex ones and 20
days for the highly technical applications.

Another measure that he turned into a law last year was the Anti-Hospital Deposit
Law. This does not necessarily cut the cost on hospital bills, but it can save lives
during medical emergencies.
Republic Act No. 10932, otherwise known as the Anti-Hospital Deposit Law
provides that “in emergency or serious cases, it shall be unlawful for any hospital
or medical clinic to request, solicit, demand or accept any deposit or any other
form of advance payment as prerequisite for administering basic emergency care,
for confinement or medical treatment, or to refuse to administer medical
treatment and support to any patient.”
Tertiary education in the Philippines is now within reach, even for the poor. Not
only will this even out the playing field for the younger generation to achieve a
good education, it will also lessen the burden of the parents and students who are
struggling their way through college.

CORAZON AQUINO

During Corazon Aquino's State of the Nation Address in 1990, she said that
science and technology development shall be one of the top three priorities of the
government towards an economic recovery.

On August 8, 1988, Corazon Aquino created the Presidential Task Force for
Science and Technology which came up with the first Science and Technology
Master Plan or STMP. The goal of STMP was for the Philippines to achieve newly
industrialized country status by the year 2000.

During her term, President Corazon Aquino encouraged scientists and inventors
to bring the Philippines to its former position as second to only Japan in the field
of science and technology. One of the goals of her administration was to achieve
the status as being an industrialized country by 2000. She urged that the private
research sector form a stronger bond between public research to help jump-start
the progress in the area of Philippine Research and Development.
ARROYO
GLORIA MACAPAGAL ARROYO
JANUARY 20, 2001 – JUNE 30, 2010
To give a fitting recognition to the steadfast support of President Gloria
Macapagal-Arroyo to the science and technology sector, the Philippine scientific
community held“Alay Pasasalamat” 25 June 2010 at the Heroes Hall, Malacañan.

The “Alay Pasasalamat,” organized by the National Academy of Science and


Technology, is a tribute to the President by the Filipino scientists, science
scholars, members of the science community and the academe, technology
adoptors, and officials and staff of the Department of Science and Technology.
Highlights of the event include an audio-visual presentation on the
accomplishments of the science community that stemmed from the support of
the President during her nine-year tenure, and testimonials from beneficiaries.
