A. Ferdinand Marcos
A project to provide selected high schools with science teaching
equipment over a four-year period was coordinated by the Department of
Education with the National Science Development Board (NSDB). In order to
support the progressive development of agriculture, forestry and fisheries for
the country, he founded the Philippine Council for Agricultural Research. For
administrative purposes, it was attached to the Department of Agriculture and
Natural Resources. He offered further support for the promotion of scientific
study and innovation. The National Academy of Science and Technology was
also founded to serve as a pool of scientific and technological knowledge for
the country, composed of scientists with innovative achievements in basic and
applied sciences. Furthermore, he formed a task force to devise a national
science and technology action program to review science and technology
policies and programs.

B. Corazon Aquino
She encouraged scientists and inventors during her term to bring the
Philippines to its former place in the field of science and technology, second
only to Japan. One of her administration’s priorities was to attain the status of a
developed nation by 2000. With this, she assembled the presidential Task Force
for Science and Technology which created the first Science and Technology
Master Plan or STMP. In order to help jump-start the progress in the field of
Philippine research and development, she urged that the private research
sector form a stronger link with public research. One of the goals of this
administration was to achieve a highly modernized and industrialized status by
2000.

C. Fidel Ramos
He was able to set up programs that were important to the Science and
Technology region. The Science and Technology Agenda for National
Development (STAND) was established. The priorities of this administration
were exporting winners identified by the DTI, domestic needs identified by the
President’s Council for Countryside Development and support industries and
coconut industry development. During his term, he was able to establish laws
that were critical for the sector. Among these were the Magna Carta for Science
and Technology Personnel, Science and Technology Scholarship Law of 1994
and the Inventors’ Act.
D. Joseph Estrada
In his term, he signed the Philippine Clear Air Act of 1999 to preserve
nature and ensure the sustainable growth of natural resources. He also signed
the Electronic Commerce Act of 2000 for the purpose of prohibiting computer
hacking and to provide privileges for businesses that are related to the Internet-
driven New Economy. Aside from that, President Estrada launched a full-scale
program based on cost-effective irrigation technologies. Moreover, he enforced
the advancement of industries and schools into the Internet age, as well as the
announcement and enactment of the e-Commerce Act.

E. Gloria Arroyo
In this administration, the science and technology sector was entitled as
the Golden Age of science and technology. The main reason was the increase of
the economic level due to the several projects and laws given to psuh technology
and science as well as the preservation of nature and the environment. The STI
(Science, Technology and Innovations) was established to create a strong and firm
education system that focuses on science, technology and mathematics.
Moreover, the Biofuels Act was promoted to develop and use biofuels because it
act as the cheaper alternative of using gasoline to produce energy. Also, several
programs and implementations were made such as research development, supply
distribution, equipment assembling and agricultural project implementations and
maintenance.

F. Benigno Aquino Jr.


In his term, a lot of scientific and technological icons were acknowledged
because of their excellent skills in their different fields of expertise. There was
a development in the families of coastal populations. It was the result of the
extensive studies that were conducted about seaweed species. Also, there was
a contribution in the fields of systematics, serology and herpetology. Moreover,
the seasonal supply of fresh harvests was available all-year round as a result
of the studies conducted that were about the flowering and micro-propagation
of important crop species. Lastly, a national conservation of coral reefs and
endangered species were made due to the results of the national-scale
examination of damaged natural habitats and endangered species.

G. Rodrigo Duterte
In his administration, Duterte signed the Balik Scientist Law that was created
with the main purpose of giving more incentives to the Filipino scientists,
experts, inventors and engineers who would impart their knowledge in the
country. This also strengthened the implementation of the Department of
Science and Technology (DOST). He promised to push reforms that are
boosting the capability and importance of the scientists in the Philippines. He
also declared projects that will boost connectivity and address transportation
issues, as well as those that aim to increase infrastructure investment.
