Presidents’ Achievements
in the field of Science and
Technology

President Ferdinand Marcos’ Era
• In the amended 1973 Philippine Constitution, Article XV, Section 9, he declared
that the advancement of science and technology shall have priority in the national
development.
• In his Second State of the Nation Address on January 23, 1967, he declared that
science was necessary for the development programs, and thus, directed the
Department of Education to revitalize the science courses in public high schools.
• The Department of Education, with the National Science Development Board
(NSDB), organized a project to provide selected high schools with science
teaching equipment over a four-year period.
President Ferdinand Marcos’ Era
• In his Fourth State of the Nation Address on January 27, 1969, he gave a big part
of the war damage fund to private universities to encourage them to create
courses in science and technology and to research.
• He stated that he planned a project to have medical interns do a tour of duty in
provincial hospitals to arouse their social conscious and reduce the "brain drain.“
• In his Third State of the Nation Address on January 22, 1968, he recognized that
technology was the leading factor in economic development, and channelled
additional funds to support projects in applied sciences and science education.
President Corazon Aquino’s Era
• 1986:National Science and Technology Authority was replaced by the
Department of Science and Technology.
• August 8, 1988: Corazon Aquino created the Presidential Task Force for
Science and Technology.
• The goal of STMP was for the Philippines to achieve newly industrialized
country status by the year 2000.
President Corazon Aquino’s Era
• Encouraged scientists and inventors to bring the Philippines to its former
position as second to only Japan in the field of science and technology.
• One of the goals of her administration was to achieve the status as being
an industrialized country by 2000.
• Executive Order No.128 abolished R.A. No. 3859, also known as the
"Philippine Inventors Incentive Act".
President Fidel V. Ramos’ Era
• Science and technology, according to Fidel V. Ramos, was one of the
mechanisms by which the Philippines may achieve the position of modern
industrialized country (NIC). During his term, he was able to launch
important programs in the sphere of science and technology.
• STAND (Science and Technology Agenda for National Development) was
founded in 1993. The President's Council for Countryside Growth
recognized the following priorities: (1) exporting winners; (2) internal
requirements; (3) support industries; and (4) coconut industry
development.
President Fidel V. Ramos’ Era
• During his time in Congress, he was able to pass legislation that had a substantial
impact on the field. The Magna Carta for Science and Technology Personnel
(Republic Act No. 8439); the Science and Technology Scholarship Law of 1994
(Republic Act No. 7687); and the Inventors and Inventions Incentives Act
(Republic Act No. 7687) were among them (Republic Act No. 7459).
• During Ramos' presidency, the Philippines' Intellectual Property Code (Republic
Act No. 8293) was passed. Industrial property rights, copyrights and associated
rights, and technology transfer arrangements are all covered by the legislation .
President Gloria Macapagal Arroyo’s Era
• In the area of policy advocacy, President Arroyo signed into law on 23 March 2010
Republic Act 10055 otherwise known as the Technology Transfer Act of 2009. It has
become a major achievement because of the law’s spirit of harmonizing all
technology transfer activities in the country and expediting the commercialization of
government-funded research.
• President Arroyo emphasized the role of technology in future economic development.
The rallying call to awaken the innovative spirit of Filipinos was sounded during the
country’s first ever National Innovation Summit in 2007 wherein the National
Innovation Strategy called Filipinnovation was presented to the President.
President Gloria Macapagal Arroyo’s Era
• President Arroyo took off from the groundwork of S&T policies put in place, resulting in
the accomplishment of five broad tiers of S&T programs. These programs include
research and development programs, S&T human resource development programs,
scientific and technological services, S&T promotion and information services, and
scientific linkages and international cooperation.
• President Arroyo also provided extensive support for graduate S&T scholarship
programs. Through the infusion of more funds, the Accelerated Science and Technology
Human Resource Development Program and the Engineering Research and
Development Technology Program resulted in a five-fold increase in the number of
graduate scholarship opportunities.
President Benigno Aquino III Era
• Conferred four new National Scientist for their contribution in the
Scientific field: Gavino C. Trono's contribution helped a lot of families in
the coastal populations through the extensive studies he made on seaweed
species.
• Angel C. Alcala served as the pioneer scientist and advocate of coral reefs
aside from his contribution in the fields of systematics, secology and
herpetology.
President Benigno Aquino III Era
• Ramon C. Barba's contribution changes the seasonal supply of fresh fruits
to an all year round availability of mangoes through his studies on the
induction of flowering of mango and micropropagation of important crop
species.
• Edgardo D. Gomez steered the national-scale assessment of damage coral
reefs which led a national conservation.
President Rodrigo Roa Duterte’s Era
• Science and technology in the country scored another milestone with the signing of the
Balik Scientist law by President Rodrigo Roa A. Duterte on 15 June 2018. Republic Act
No. 11035, also known as an “Act Institutionalizing the Balik Scientist Program,” would
give more incentives to returning Filipino experts, scientists, inventors, and engineers who
would share their expertise in the country.
• President Rodrigo Duterte has declared the fourth week of November every year as
National Science and Technology Week.
• Duterte signed Proclamation No. 780 on August 2, amending Proclamation No. 169 issued
in 1993, which declared the third week of July every year as National Science and
Technology Week.
