Fidel V. Ramos
Fidel Ramos is a military leader and politician who was president of the Philippines from 1992 to
1998. He was generally regarded as one of the most effective presidents in our nation’s history.
- Directed the Department of Energy, Department of Science and Technology and the Philippine
Nuclear Research Institute to formulate a comprehensive nuclear power program for the country.
- 3,500 scholarships were given to students taking up science and technology – related courses –

- Modernization and update of science classrooms.
- Health care services were promoted through local programs – “Doctors to the Barrio Program.

Gloria Macapagal Arroyo


a Filipino academic and former politician. 14th President of the Philippines from 2001 until 2010.
She recently held the position of speaker of the House of Representatives of the Philippines, becoming the
first woman to hold the position from 2018 through 2019, when she retired.
- She launched a national innovations strategy coining the term Filipino vision to describe the
project called Filipinnovation.
- S&T undergraduate scholarship program (RA 7687) aims to stimulate and entice talented Filipino
youths to pursue lifetime production careers in science and technology and ensure a steady,
adequate supply of qualified S&T human resources which can steer the country towards national
progress.
- Philippine Technology Transfer Act of 2009 (RA 10055). She established a framework and
support system for ownership, management, use and commercialization of intellectual property
resulting for government funded research and development among other things.
- Biofuels Act of 2006 (RA 9367) Biofuel is any fuel that is derived from biomass, that is plant,
algae material, or animal waste.
- The Electronic Procurement System. One initiative of the government to improve and modernize
government procurement services.

Benigno Simeon Cojuangco Aquino III


Benigno Simeon Cojuangco Aquino III Also known as Noynoy Aquino and colloquially as
PNoy, was a Filipino politician who served as the 15th president of the Philippines from 2010 to 2016.
The son of politician Benigno Aquino Jr. and 11th president Corazon Aquino, he was a fourth-generation
politician as part of the Aquino family of Tarlac.
- On June 19, 2013, President Aquino signed RA 10606 (An Act Amending the National Health
Insurance Act of 1995), which mandates the provision of comprehensive health care services to
all Filipinos, through a socialized health insurance program that will prioritize the health care
needs of the underprivileged, sick, elderly, persons with disabilities, women and children; free
health care services are provided to indigents.
- One of the first policies he imposed during his term as president was the prohibition of the use of
“ wangwang ” or sirens for government officials, except for the emergency and marked vehicles
of the government.
- The Aquino administration believes that investing in Filipinos through health, social services, and
education empowers the people. At the core of these initiatives is the Pantawid Pamilyang
Pilipino Program, which provides financial support to poor households listed in the National
Household Targeting System for Poverty Reduction (NHTS PR), conditional upon their
compliance with human capital formation interventions in education and health.
