Every laboratory shall be headed and managed by a
pathologist (either of the two) as stated in the Act
Regulating and Maintenance of Clinical Laboratory.
 Medical technologist – engages in work of MT as guided by a
pathologist
 Medical laboratory technician – certified and registered with
MTB to assist a MT or a qualified pathologist
o He/she must pass the civil service examination given
on March 21, 1964
o He/she finished two year college course and has
atleast one year of experience as MLT

SECTION 3: Council of Medical Technology Education, Its Composition

SECTION 5: FUNCTIONS OF THE CMTE (original provision of RA 5527)
 Recommend minimum req curriculum
 Determine and prescribed the number of students to be allowed
to take up the program
 Approve MT schools
 Require MT schools to submit annual report about the total
number of students and instructors, facilities, recent graduates,
admissions, on or before month of June
 Inspect MT schools
 Certify for admission to an undergrad internship a student who
has satisfactorily completed 3 years of MT

HEIs intending to offer bsmls/bsmt must first secure Authority to
Operate with CHED.
SECTION 6: MINIMUM REQUIRED COURSE (original provision)

memorandum orders to incorporate changes.

SECTION 7: MEDICAL TECHNOLOGY BOARD (provision of PD 498)
- Official professional regulatory board operating under PRC who
regulates MT profession; composed of a chairman
(pathologist) and 2 members who are RMT appointed by the
President of the Philippines
- First chairman: Felix Asprer; Members: Azucena Visconde
SECTION 8: QUALIFICATIONS OF EXAMINERS (PD 1534)
 Requirements to be qualified for MTB (mandatory)
o Filipino; may good moral
o Qualified pathologist/RMT, degree holder
o In practice for atleast 10 yrs and not member of any
schools for atleast 2 yrs
 Board of examiners for medical tech  MTB
 In conjunction with RA 8981 known as PRC Modernization act of
2000, licensure exam is given by MTB as the professional
regulatory board for MT acts as the examiners
SECTION 9: EXECUTIVE OFFICER OF THE BOARD (original provision)
Commissioner of Civil Service shall be the executive officer of the Board and
shall conduct examinations given by it.
SECTION 10: COMPENSATION OF MEMBERS OF THE BOARD OF
EXAMINERS FOR MEDICAL TECHNOLOGY
Lahat ng members ay makakatanggap ng 10 pesos for each applicant
examined and 5 pesos para sa mga applicated granted a certificate of
registration without examination
- Repealed by Sec 10 of RA 8981
Members of PRC will receive compensation equivalent to atleast
two salary grades lower than the salary grade ng commissioners
provided na yung chairperson ng MTB ay nakakareceive ng
monthly compensation of 2 steps higher than the members of the
board and they shall be entitled sa ibang allowances and benefits
provided under existing laws.
SECTION 11: FUNCTIONS AND DUTIES OF THE BOARD
Classified as:
 Administrative power. Concerned with the work of applying
policies and enforcing orders as determined by proper
governmental organs

SECTION 12: REMOVAL OF BOARD MEMBERS (original provision)
Requirements for removal:
 Must be removed by the president
 Must be removed for a valid ground
o NEGLECT OF DUTY
 Gross Neglect (sinadya)
 Simple Neglect (hindi sinasadya)
o Incompetency – incapacity and inefficiency
o Malpractice – malfeasance or dereliction of duty
o Unprofessional conduct – failure to uphold
integrity
o Unethical conduct – violation of rules
o Immoral conduct – violation of basic norm of
decency
o Dishonorable conduct – lack of honor, integrity or
good reputation
o Commission of irregularities in the licensure of
exam are acts tainting the integrity and credibility of
results
 Must be given the opportunity to defend him/herself
o Administrative investigation is a fact finding
summary in nature without prejudice, however to
the due process of law.
SECTION 13: ACCREDITATION OF SCHOOLS OF MT and TRAINING LAB
(PD 1534)

SECTION 14: INHIBITION AGAINST THE PRACTICE OF MT (original)
No person shall practice MT kapag walang COR from board provided that
registration shall not be required the ff:
- Duly registered physicians
- MT from other countries called in for consultation or as visiting
or exchange professors to colleges or universities
- MT technologist in the service of the US Armed forces in the
Philippines rendering services as such for this group only
SECTION 15: EXAMINATION (original)
All applicants for registration as MT must undergo written examination in
either sa Manila, Cebu or Davao, depende sa iseset na location during the
month of August or September; announcements about this ay dapat mapost
sa atleast three newspapers of national circulation by the secretary of board
atleast 30 days prior to examination
At present , ginagawa na to twice during March and September.
SECTION 16: QUALIFICATION FOR EXAMINATION
 Good health and good moral character (original provision)
 Graduate of BSMT or Public Health (PD 498)
 PSA copy of birth certificate/marriage
 Transcript of records with scanned picture and remarks for
board exam purposes
 Payment exam fee
SECTION 17: SCOPE OF EXAMINATION (PD 498)
 Clinical chemistry – 20%
 Microbiology and parasitology – 20%
 Hematology – 20%
 Blood banking and Serology – 20%
 Clinical microscopy – 20%
 Histopath, cytotech, mtlaws, code of ethics – 10%
SECTION 18: REPORT OF RATING (ORIGINAL)
The board shall release the results after 120 days pero ngayon ay 10 days
nalangs
SECTION 19: RATING IN THE EXAMINATION (ORIGINAL)
Gain a general average of 75% with no rating below 50% in any of the
major subjects provided that the candidate has not failed in at least sixty
percent of the subjects computed according to their relative weights. Pag
nakatatlong bagsak ka na, hindi ka na makakatake uli unless magtake ka
ng 12 months refresher course or 12 months postgrad training. Pero kung
graduate ka ng paramedical professions other BSMT/BS Hygiene or Public
Health, di na niya need mag refresher course go lang ng go mwehe
SECTION 20: OATH TAKING (ORIGINAL)
Oath taking tayo pag pasado hihi, hindi pwedeng hindi. Required to oki. This
is administered by MTB or any person assigned or authorized
SECTION 21: ISSUANCE OF COR (PD 498)
Kahit nakasa ka hanggat di ka pa 21 ay di ka mabibigyan. Pero once na
mabigyan ka na, dapat nakadisplay ang COR mo sa place kung san ka
nagwowork. Pero may bayad to na 115; best proof of eligibility

SECTION 22: FEES (RA 6138)
Each applicant must pay 50 pesos for the registration and examination; 25
pesos for COR that is lost.
SECTION 23: REFUSAL TO ISSUE CERTIFICATE (ORIGINAL)
Hindi ka mabibigyan ng COR kahit pa naipasa mo if:
 Written statement given to the applicant setting the reason of
action
 Convicted or guilty ka by the court of competent jurisdiction
 Convicted or guilty ka with criminal offense
o Moral turpitude
o Immoral conduct
o Dishonorable conduct
o Unsound mind
o Communicable disease
SECTION 24: ADMINISTRATIVE INVESTIGATION (ORIGINAL)
 Administrative investigation is a fact finding proceeding and
an inquiry that is summary in nature; aids the Board in the
exercise of its quasi judicial function to conduct inquiry, hear,
and decide cases within its jurisdiction
 AI is summary in nature while criminal and civil
proceedings are adversarial
 PARTIES INVOLVED
o Complainant – claiming party; offended party
o Respondent – defending party; alleged offender
 SANCTIONS
o Reprimand – public and formal censure; in short
pinablic yung nagawa mong mali para matauhan ka
 Warning – act of putting one on his guard
to avoid impending danger
 Admonition – gentle or friendly reproof
o Suspension – temporary cessation; surrender
license at max period of 2 yrs
o Revocation – permanent cessation
 RIGHTS OF THE RESPONDENT

o Have a speedy and public hearing
o Confront and cross examine witnesses against
him/her
o Right to avail other rights guaranteed by the
constitution
 RULES
1. Pag revocation is imposed, all three MTB members votes
must be unanimous
2. Pag naman suspension, okay na yung majority wins
3. Pag naman penalty, it shall not exceed two years
4. If penalty of suspension or revocation naman, dapat mon a
isurrender yung COR and PIC mo within 30 days bago pa
maging final ang decision.
5. PAG DI MO NABIGAY, MADIDISQUALIFY KA NA TO
PRACTICE MT SA PINAS, PERPETUALLY
6. Period of suspension shall run from the date of such
surrender of COR
SECTION 25: APPEAL (ORIGINAL)
 Appeal – elevation by an aggrieved party of any decision or
award made by a lower body to a higher entity by means of
pleading which includes the assignment of errors, arguments in
support thereof, and the relief prayed for; shall be made within
15 days from receipt of the decision and not 30 days.
SECTION 26: REINSTATEMENT, REISSUE, OR REPLACEMENT OF
CERTIFICATE (ORIGINAL)
The MTB is responsible granting applications/petitions for reinstatement or
to lift orders of suspension.
 Reinstatement – restoring forfeited privilege to RMT who was
dishonorably discharged from the practice of Medical technology
 Reissuance – process of releasing forfeited COR that were duly
sequestered by the MTB either thru revocation or suspension
 Replacement – issuing a copy of the COR in lieu of the lost or
damaged certificates
SECTION 27: FOREIGN RECIPROCITY (ORIGINAL)

List, registry, and catalogue of all RMTs admitted in the practice in the Phils.
It contains the personal circumstances of an RMT such as name, address,
