We, General Highways And Infracon Pvt. Ltd. are one of the empaneled Road Safety Consultants
by NHAI vide NHAI/RSC/2020/NEWEMPANELMENTSAFETYCONSULTANT-Part (1)/E-
62062/4852 dt. 24.08.2021 (copy enclosed for ready reference).
As per our opinion & our humble request, the Safety Consultant empaneled by NHAJ should
automatically be considered as empaneled by MORT&H, as NHAI is under the administrative control
of MORT&H. This will save a lot of resources & time which has already been exercised by NHAI
through Infracon including verification of documents & personal interview on telephone.
Kindly confirm your decision in this regard, so that we may act accordingly regarding this
empanelment before the expiry of last date of submission i.e. 07.11.2022.
We are actively pursuing the preparation of comprehensive and competitive EOI for the aforesaid
project, but, there are Holidays during week of EOI submission due to Festive season of Diwali. In As per Corrigendum
view of the same more time is required for Preparation, collection and compilation of documents as
per specific requirement of EOI notice.

since his retirement, can the firm use his/her CV for the key personnel in the empanelment?
3. If a Key Personnel is already empaneled in MoRTH (Road Safety Consultant) as a Road safety
Auditor (2nd Member), and he is very well eligible for the position of a Sr. Road Safety Auditor cum
Team Leader, can he apply for his empanelment as Sr. Road Safety Auditor cum Team Leader (i.e.,
as 1t member) with some other firm after withdrawing his empanelment from the previous firm?
In reference to your tender RW/NH-29020/03/2022-S and R(RSE), dated 07.06.22, for the Supply of As Per RFP
Additional Empanelment of Road Safety/Network Survey Consultants, we need some clarifications
as mentioned below :
As per Eligibility Clause no. 20.1 (I) a., at least 2 No. of Key Personnel in the firm in Sr. Positions
having graduation in Civil Engineering, and permanent employment with firm for more than 1 years
and having 10 years of experience association with Preparation of DPR/ Supervision/ construction/
safety audit/work zone safety audit/traffic planning of 2/4/6/- lanes highway project, and a table
mentioning one of each Sr. Road Safety Auditor, Road Safety Auditor and Road Safety Assistant, is
essential for either Road Safety Consultant and / or Network Survey Consultant.
Please note that Network Survey Vehicle is fully automated system, there is no mentioning or
calculation is need to be done by any person. A Driver and one operator who can operate a PC, are
sufficient to operate the system on Road. The Processing software is also fully automated, it
identifies, calculate the dimension and count the road defect automatically without operator
intervention.
We are the only Indian NSV manufacturer using LCMS, and also surveyed more than 7500 km
during last 2-3 years in direct and indirect work allotted to us, be at Kargil or Port Blair or Itanagar or
Somnath.

The eligibility criteria for NSV consultant is more suitable for Road Safety Consultant, so we request
you to review the eligibility criteria for NSV consultant.
It can be that 4-5 Civil Diploma/ Degree with 2-3 years’ experience on NSV along with at least 1
Pavement / Transport Engineer with 2-3 years’ experience on NSV, the team / bidder should have
performed at least 2000 – 2500 km survey during last 2-3 years.
This type of eligibility requirement is more suitable and practical for the NSV survey consultant
without compromising on quality of the work by consultant.
