NON-NOTIFIED SLUMS – Non-Notified slums are the slums which are Lack of recognition from the
Government
Airport Slums Rehabilitation,
Kurla,Mumbai.

• The area in the immediate neighbourhood of the Mumbai airport runways have large tracts
of land occupied by dense slum settlements – almost 650 tenements per hectare.

• If the airport is to be redeveloped, modernized and its security improved, the 82000 slum
families will have to be humanely rehabilitated. The sheer scale of the rehabilitation, almost
similar to an urban renewal scheme, threw up many challenges.

• The 53 acre Kurla site was proposed to accommodate 20000 tenements in ground + 9 storey
structures. The development is planned around a central 54000sq.ft maidan with the high
school and community centres abutting it.

• Each residential unit is planned as a compact 269 sq.ft. carpet area block with a living room,
kitchen, bath and toilet, as stipulated by the government of Maharashtra.

• During the first rains of the monsoon, with the sudden demolition of an informal settlement
known as Rajendra Nagar by the city administration.

• SA Associates worked with the community to ensure that 50 families were resettled into
formal housing within a kilometer of the existing slum.

• Implemented with the help of the community, this project was executed in just two years
from May 1996 to September 1998.

• This was a unique experiment in Pune where the beneficiary families assisted with the
design, monitoring and construction of their own homes.

• The houses are 14’ high units stacked one above the other to form a structure about 30’
high. A height of 14’ gives space for the construction of a loft (mezzanine floor), which
provides valuable extra, private, space for sleeping. The total floor space of each unit is
250sq.ft. Each unit has its own water supply, there is one toilet per 4 families, and a central
courtyard for community meetings and events.
SPATIAL STANDARDS

• Slum dwellers without pucca houses should be provided with new dwelling unit (Single
story or Multi-storied building) of carpet area between 21-27 sqm. with two rooms, kitchen,
bathroom, water sealed toilet.

• The residential density is expressed in terms of number of dwelling units per hectare.
